Well because what -- what's happening into the country happens to Michigan first everybody's scratching their heads over how you create jobs in this in this.
Different world in a global economy in Michigan live in a recession in 2001 and really never.
Came out because we had so many of the kinds of jobs that -- moving overseas.

I wasn't necessarily of supply -- in the sense that.
I really I didn't think that overall general tax cuts we're gonna bring back call of the -- manufacturing jobs that would make clear with -- Very specific examples early in my term.
But I did believe that there was a way to partner with business to provide tax credits and and see whether that would work and them some of that work and some -- it didn't Italy started really to work at the very end of my second term.
When we had a partnership frankly with the federal government to be able to identify factors that we knew we could compete and globally and and if the states alone don't have that capability to be able to compete against China we need a partner with the federal government.
At what have you learned in the course of being governor there could be applied today in a national level that Obama might learn from.
Well here's what I learned and that does not just from that Obama can -- I think it's everybody can learn from the experiment they're experience in the laboratory of democracy which it.
But I think I detected 99 cents -- Frankfurt -- by the time I left office.
I had cut by far more spending out of government than any state in the country we were 48 in terms of the size of government relative to population.
You would think with all of that cutting and shrinking of government if that was the only solution that we would have the most robust economy in the nation and indeed we had.
The highest unemployment rate for much of the last sticky because it was the kind of job we -- -- We have such a concentration of manufacturing jobs since.
Really everybody's talking about the hollowing out of the middle class that really that hollowing out centers so much.
On the lot for the good paying middle class jobs so I'm really focused and and making it in America on creating good.
Private sector American jobs -- -- cracked the code to do that and that's in a -- -- where they can pay fifty cents an hour somewhere else.
You have to partner with business to be able to do it and it was only when we had that partnership with the federal government that enabled us to partner with the private sector.
And Michigan's economy started to turn around and our unemployment rate in 2000.
And dropped six tenths faster than -- actually.
How would that look -- when you say we need to partner Howard -- a federal level how could the federal government do that.
Let me give you an example when the federal government decided that we at a critical national need to be energy independent what they said.
Would we wanna build the means for the electric vehicle to happen in the US the -- to those electric vehicles.
So they put out of competition.
-- -- that this state -- Michigan competed alongside the private sector for those.
That opportunity to invest in that up front technology.
As a result Michigan was able to attract eight full battery companies that are projected to create 63000.
And we partnered with the universities as well to be able to do that other countries are doing that very thing.
They call it the triple helix through the golden triangle.
Partnership between government the private sector and universities to make -- competitive.
Are we doing any of that -- national.
Well dead batteries are an example when we -- how we did do -- but we aren't doing enough that we -- -- Which sectors in our economy we can be globally competitive bit like other countries they're doing Alan it was -- China in March and that country is aggressively intervening in the market and -- So called free market to be able to lure businesses to their short -- when they were asking me what do you think we're gonna have.
National energy policy for example the United States.
I said I don't think it's gonna happen anytime soon because of the device device that list of congress.

If our government is on the sideline we're gonna continue to lose his -- every other country that has a strategy in this game and we will lose if we are not an.

That you know I mean it's not whenever yet if you -- that's firm parent you're gonna lose especially when it's -- innovative.
Clean technology -- innovative technology which.

Lose every parent and every other country without -- placing these same bet.

I'm really concerned that the -- but is it the old theories it will trickle down supply side.
Free markets -- theories which worked I'm sure in the twentieth century in the global economy they are gonna continue to facilitate the flight of jobs.
It might -- -- cut taxes without hurting that tax policy.
The job creation in America and you may be aiding and abetting a loss of jobs because where where businesses going to invest that additional capital.
They're gonna invest -- where they can maximize return.
That neck and that they can is gonna occurred in developing countries.
We have to try every policy to job creation in America.
