Governor Romney is was the author of Romney care which is a top down government run health care system which read an article today.

Has fifteen different items directly in common with Obama care.

That was GOP presidential candidate Rick Santorum at last week's debate in Jacksonville Florida drawing parallels.

Between former governor Mitt Romney's Massachusetts Health Care Reform.

And president Obama's federal overhaul mr.

Romney for his part denies.

The similarities insists he'll repeal obamacare if he's elected in November.

But just how alike are the two plans and Kenny effectively run against President Obama.

On this issue in the fall grace Marie turner is president of the Galen institute she joins me now from Washington welcome to the program great to have you here.

Hello Paul I think OK so just how similar are the two programs.

Mitt Romney says they're not but aren't.

-- -- -- Did senator Santorum was quoting a study from the liberal family -- -- say that listed sixteen actually not fifteen.

-- com comments that are almost identical.

Between Obama care and Romney care everything from both plans providing.

Expansion of Medicaid coverage the exchanges.

And individual mandate.

The level of benefits that both plans have to offer and it's just it's just not credible hall when when Romney says.

That I'm going to repeal obamacare I hate this plan and yet.

I would want to tell the American people what I do instead and I love Romney care -- that voters are a lot are under.

Candidly confuse it with -- Iran -- -- himself look I didn't have 500 billion dollars worth of Medicare cuts and this was a state program not a federal program states have the right to experiment.

We experimented we liked it in Massachusetts.

And it's very different then a federal program -- you're you're arguing that that that those differences aren't gonna sell why not.

This same person decide to both plants John McDonough who has called.

Obama care.

Romney care with three more -- were and set up pocketed millions we're talking about billions.

And when Romney says well we didn't cut Medicare.

-- have no authority over Medicare that's a bogus that the bogus -- -- Time and he says well we didn't raise taxes.

Well -- pushed the tax increases on a federal tax payers because it's an expansion of Medicaid all right.

This hasn't however so far and some of us and I would include myself -- -- thought this would hurt.

Romney during the primary season but it doesn't seem to have done so.

Why do you think it's suddenly going to hurt him in the general election if it hasn't made a difference in the primary.

Well I think it has make it made a difference I think that this is one of the reasons.

That people have been looking for the conservative candidate in this election.

Which is one of the reasons the Romney continues to not be accepted Florida not even get close to 50% of the vote.

People don't like Obama care and that was one of the points -- that brought that Santorum may -- that folks we've just can't give this issue away.

Romney can't defend this he said that an individual mandate was the right thing for Massachusetts.

Only 15%.

Of the American people think that the federal government should be able that tell us.

That we must purchase of government to find health insurance with our own money right or pay a fine and he's -- he's got to defend that.

But he's not going to would say that it was a mistake we know that now.

Now governor Romney is not gonna say oh I made a mistake and I was wrong and I he has wanna be seen as a flip flop ever again so what should he do.

To be and now to be able to make health care an issue that's to his advantage in November.

What Jason I thank you I think he needs to change the conversation.

He -- when he says.

I'm of course we want to repeal and replace obamacare.

And I'm proud to say what I would replace that would it.

Well given the next level you look at his website and he's got some bullet points he's got to change the conversation.

Around saying from saying.

I'm gonna let the states implement obamacare anyway they want to.

Just saying this is what my plan would be and he's got the right -- pone us but he's just got to -- -- the initiative get off the defensive on Romney care.

And start talking and specific ways about a positive plan.

He says that you can use an executive order to repeal big parts of obamacare is that right or is that just morning is it do you really need overwhelming.

Majorities in congress and do it through legislation.

You know you have to repeal the -- count on it and fact.

The congressional research service actually did the study and said you cannot by executive order.

Repeal the key compliments of obamacare you can't repeal this huge new entitlement program with all its massive subsidies.

It's huge expansion of Medicaid that the states are fighting.

500.

Trillion that 500 billion dollars in cuts to Medicare the independent payment advisory board the rationing board.

All of these key companies.

Think it all -- all the mandates individual mandate that state mandate.

You can't repeal -- by executive order so he's got to get -- -- messaging straight that's not going to hold up and whether.

Obama challenges as her challenges him or not right.

This super -- absolutely well.

All right so I've got to make this a major issue and almost.

Major theme this campaign -- turner thanks for being here.

Thank you --
