Here in America.

In the wealthiest nation on earth.

No illness or accident should lead to any family's financial -- I know there will be a lot of discussion today about the politics -- this.

But who won and who lost.

Its obvious things tend to be viewed here in Washington.

That discussion completely misses the point.

Whatever the politics.

Today's decision was a victory for people all over this country.

Whose lives will be more secure because of this law the supreme court's decision to uphold.

Joining us now is our panel to re -- and discuss and talk about the future ramifications not only for this president but for future president and the future presidential election is just.

A round of the band -- ago president of American -- exchange joins me here to see you again.

At -- -- go on Twitter by the way in the Lexus McGill Johnson executive director of American values institute at -- -- McGill on Twitter as well.

Thank you both for talking to us interestingly enough this actually did pass a lot of people were were skeptical as to whether or not the individual mandate.

Portion of this would pass but because.

The Supreme Court essentially found.

-- -- -- -- Republicans are -- most likely try to vote to repeal this law.

But with the democratic controlled senate they're obviously not gonna go for this what's your prediction.

For this overhaul moving forward.

Right yeah I think actually Boehner announced they have scheduled -- repeal low referred to line nine they had scheduled for July ninth an eleventh.

Well it's a violent -- and -- is so that the democratic controlled senate and it's really non starter but I think that they want and I go on record -- -- else on record and and and keep this in the public dialogue for a bit because as as you said polls continue to shows they have from the outset that the majority of Arab majority of Americans are opposed to the -- The president seemed assailant let's not worry about the politics here but yes certainly everyone most.

Most of all himself is concerned with the politics with the election looming.

You with all the distractions thus far that the White House -- in the campaign have thrown to get us talking about anything but the economy this I think might be the one thing they would.

Not like to pitted from the economy to talk about the one thing for a signature legislative achievement that they curiously have not talked about because of its unpopularity said -- -- -- -- the political impact of this I think if if the Democrats expected to be a big win politically short medium term.

I think may it may be surprising.

Alexis opponents say and critics say that this requirement is it unconstitutional.

Overreach by congress and the Obama administration would you agree.

-- -- -- It.

I think the interesting talk about the -- And fatigue and -- overall.

The American -- Does not like -- but if -- neatly with that great you know things like you know.

Covering three it -- that it.

-- it the art -- different on -- drug costs for things that is exactly like those are all very very important things that are actually.

We'll have to be people out there and their ability to get health care and so I think that we and it's -- It.

That is the key the fact that he huge political capital on -- I think for me here -- -- -- -- -- When there -- other things that we went into the U -- -- Where indicated.

It's alive.

It's interesting because there -- New poll results on health care and we talk about Howell -- Obama's health care law has actually.

Proven increasingly unpopular among Americans however you say that there are certain provisions in the health care overhaul that a lot of Americans are happy -- According to the latest Fox News poll -- -- put up.

Our first.

New health care law.

-- -- we have conducted by Fox News.

And essentially.

It states that.

You know -- an at a majority opposes still.

And and they oppose it more so actually.

Then than in the past mean what does this say that people don't quite understands.

The law or that they just don't want our government imposing.

Anything that we should have the choice because a lot of viewers feel that.

If they don't want to go with this it's not fair that they have to pay a penalty.

In fact the penalty for every year goes up.

Right so it's 1%.

Then it goes up to -- lead to two and a half percent and so if you're making let's say 50000 dollars a year.

The penalty would be 500 dollars or -- and 95 dollar.

Penalty for for for the first year.

We have a viewer here that rights and Cecilia parity right thing earning less than 45000 dollars and with health health insurance we'll have to pay more taxes in any way.

Yes.

I mean really.

One way -- another.

That there are a lot of new taxes and involved in this and particular if you want some of the this stock reaction today it is with a broad market selling off hard down.

Medical device companies tanked when when the decision came out this -- knew almost 4% excise tax on.

You -- basically and wall to wall any any.

Not even high end and a -- other than low end.

Medical devices that and that cost ultimately gets gets pushed consumers whether it's through health exchanges health insurers through.

Rebates and penalties and taxes.

Human beings are the ones that ultimately -- the.

So look let me ask you this this is an administration that felt very strongly about raising taxes on the rich me and helping the middle class.

-- the middle class average salary is somewhere in the 40000 dollar range.

If this is going to mean more taxes for the middle class when President Obama had pressed.

That he wanted to lower taxes right or he didn't want to raise taxes on the middle class and he wanted to raise tax on the wealthy and then there was the debate of what is wealthy.

That's a whole other subject right but is this not going back on what he had said yeah promised he would do for the middle class.

-- -- that the decision that that they had the victory in in court today the Obama administration definitely comes at very least at the cost of that talking point that he is not.

And will not raise taxes on the middle class the largest tax increase on American history of this really is.

Attacks.

And this one of the reasons I think that both sides in in court were arguing that this is not a ten.

-- Yeah in fact that word I'm not sure in the details of this is now threatened if -- were -- tax that was the first question on the docket they they ought not be able to rule on it.

Permanent -- -- Fox Business network's Peter Barnes who joins us now live at the White House maybe you can explain more as to what this entails regarding taxes.

And what it means for the middle class we the viewers who just wrote and who makes 45000 dollars and wants to know their taxes are -- that increase that they -- promised by.

The president that the little -- would not have to face higher taxes during -- Well -- Juli thank you and and -- It was a nearby cell phone here you photographer having a few telephone line problems but I will try to answer the question for him to put my phone down I'll try to listened to on them -- -- But at least for the viewer who mailed in census emailed in and said.

That person said she's making up 45000 dollars a year.

Well if she's getting health insurance through her employer currently then she is not gonna have to pay.

Any tax because she's covered I mean this tax would only apply.

Two people who who have who who.

Basically.

Have the means to buy health care but.

Do not and this tax would start in 12014.

At 95 dollars for a person about a 110 dollars for a family and then rise to 695.

Dollars.

By a 120.

Sixteen I believe for an individual and and more about 2000 four families so it is -- then but.

On the question of this constitutional question.

It is interesting that -- -- came out of left field for everybody because this was not the argument.

That we've expected this to turn on because really nobody paid that much attention to it.

However and the president as you know had called this a penalty.

In an interview in 2009 when it was working its way through congress congress called it a penalty.

And it's legislation not a -- but basically Justice Roberts sided with -- four other justices for a majority.

Saying well if it walks like a duck and it quacks like a -- It's a -- it's -- tax because it's collected by the IRS it's paid for by people -- For -- policy purpose here which is financing health -- which is a a legitimate function taxing function of the federal government so.

And and the administration had as kind of a secondary.

Position.

Put in an argument said well yeah you know it is kind of attacks.

For purposes of may be making this constitutional they -- constantly -- that's the whole law constitutional based on.

The taxing authority -- powers of congress in the constitution do it.

All right Peter Bart thank you very much we appreciate you joining us whether it's with a -- -- your -- -- all -- great thank you very much.

That's our I -- -- -- my panel here to discuss further and Alexis you tell me I mean it's interesting that this is sort of turning into.

A tax issue.

Because there are a lot of Americans that voted for President Obama.

Assuming and I'm talking middle class Americans lower class and middle class that that believed that they would not have to pay more.

If you're making 45000 dollars like this you're that that -- and and it's an interesting point that she makes.

And -- our employers paying your.

Health insurance Peter Barnes says that you will not be taxed -- Right because here's your health insurance -- provided enough that that's the benefit of an employer based.

Health insurance system but the problem is that that we'll learn a lot of Americans were not employed -- -- -- were not covered by.

By the Arab in their office and so.

I don't think it's -- -- of the tax issue I think this is an investment and and better care of Americans so that they can continue to work and create more opportunity and more jobs not.

To see this is the tax -- and because that is what.

These Supreme Court deemed it says constitutional you know as they said it is tax issue and -- was not a tax issue and this was just mandating health insurance this -- -- would have voted to.

-- the other permanently rejected -- -- the commerce clause argument of the administration saying you don't have the the power to.

-- people not engaged in a particular form of commerce to engage in it right simply by virtue of the argument that well it impacts of the people.

Say unless that would have been reclassified as such that's justice basically saying give -- to the congress well you meant to say tax even though both sides argue that that it's not a tax.

-- it it certainly isn't you can't have it both ways if you wanna constitutionally need to own up to the fact the just passed a huge.

Tax increase on.

Countless members know that class yes some will already have coverage and it will get hit with attacks again they'll still get hit with all the extra costs that are shared by all -- -- About the extra costs of a second okay now that the court has issued its verdict there are repercussions.

Let's talk first about health care for millions of Americans that will be effective coverage for some premiums for others.

Now doctors hospitals drug makers insurers and employers large and small all feel the impact when we talk about how.

-- for providers generally will.

Will like it is more people eat -- using their doctors and hospitals Lexus of -- and elect us doctors and hospital but like it they will be able feet.

More patience they will see them under prevention.

Preventive services they will they will actually be able to.

To recoup.

Those costs are seeing the patient health insurance companies are certainly not gonna like this.

Health insurance companies will like it because they they will see an increase and and people who are are becoming insured and -- there's also the issue the President Obama mentioned when he was speaking about.

Of rebates that are going to be handing out because he was saying that these health insurance companies rather then.

Lowering our health care costs are taking billions of dollars and giving bonuses to CEOs.

So they're now going to have to issue rebates they can't be happy about that -- No and it puts them much I don't really give us a check in the mail that I'll believe it when I see what I heard about that -- clear is that I thought well wait a second I don't know I -- does not quite all of us really.

I have to get that I think it -- good news rebate check.

Goes through.

Are not covered under the in the -- -- based filters.

I'm not in the weeds as much on that on the actual but I I think that but that the politics the optics of it are.

He heard people and not gonna see this as a fundamental tax on themselves they're going to see it as an investment they're going to see it.

And I -- when you when you look at that doctors to help.

The insurers and big pharma that they -- everybody got a little bit -- something in this bill wasn't perfect bill.

But I think he I think it's better than -- that it exists and it's then.

Did not think aspect I found on this bill is that those that are 26 up to 26 years older covered under their parents now.

Unfortunately in this economy and in this climate.

People are graduating from college and not getting jobs and once you get out of college and you don't have a job you -- health insurance so.

I mean this is actually huge save for a lot of our young Americans.

Who are out of work and there is a huge growing population of of college graduates that are unemployed right now so I mean.

I don't -- anybody's its argument that one man is a -- -- And are pretty old to be at your parents are making them more they're more I fell Wednesday it said I don't employers are more likely to hire younger people now and give them opportunity because they don't have to provide health care if they can get -- -- good that's a great argument yet because health insurance costs for small businesses.

Our -- astronomical in fact.

A lot of health a lot of small businesses had to lay off a lot of their employees specifically because they couldn't afford health insurance it's in the tens of thousands of dollars to cover just a handful.

Of -- of employers so maybe this employees rather so this may have a huge.

Impact on on on on the job market for foreign.

-- -- -- -- -- -- Enormous impact on the job market but not in the right direction and when you interview you don't think that this is going to know any kind of the -- CEOs small business ironic to hire someone cheat on the -- I mean someone -- straight out of college right they're inexpensive they have no experience a pretty much are or not written and now they don't have to pay for the health insurance why.

I personally don't photos and a.

I'm not saying their houses while this is there -- saying you know about it cherry pick -- -- examples where there might be incremental new hiring but.

Hiring managers and CEOs have said -- last couple years one of the key reasons if not -- key reason they're not hiring more where they're laying off.

Is because of the uncertainty of the future costs based on health and terms of.

I'm a huge reason no health insurance is a major cost for a lot of small does.

I think a lot of -- and why people are not are not investing in and hiring has to do it to the larger state of the economy in the global economy -- that I don't think it's -- certainly not it's not just -- there factor that the decision makers are saying this is one reason we're not hiring -- is because of -- Gloria Jordan -- -- -- our live -- I don't even have a small business line as a micro business three employees who are here to learn and -- bond.

I would amounts to an incubator business how can I stay open last time the government interfered I had to stop hiring school kids as I'm not paying.

Seven dollars and fifty cents an hour for filing.

-- pleading stapling -- Iraq.

How can I keep from closing my doors or at least scaling back and firing all my employees and just run when I count myself.

Maybe vote for candidates will help.

Dismantle this point thirteen to Arnold doesn't that is -- -- be that candidate.

And the presidential level -- Mitt -- Aggies headed for day one LSU fifty -- waivers and then work with the next congress to try to repeal act or if she's truly I grab this easterly micro business though.

Our responsibility to cover health care for two employees I think it probably.

Negligible I don't actually don't think that that she would fit under that the small business category aren't -- right that is where I'm gonna have to leave it but I got both sides to answer that I think is very interesting and applies to a lot of people that are just growing and got to start somewhere.

You don't just start with twenty employees start small and you work your way out so that's a good point.

Alexis -- Johnson thank you very much you can find her on Twitter at Alexis McGill -- the -- president Americans have this exchange -- flip down right thank you for coming --
