And welcome to the FOX News Sunday panel plus with Bill Kristol Joseph Trippi Liz Cheney and senator Evan -- we're back to talk more about the Romney Ryan ticket and what it means going forward.

Bill do you think this this is obviously energizing for the base but do you think will be energizing for independents who -- need to court in order to win the president.

I think it I think we're.

Orion has a good history of persuading independence he wins consistently in this district that's 65% of the vote it's a 5050 district as the district the democratic presidential candidates.

And usually Karina did the math in my head affinity -- -- must be winning something like one of three Obama voters in his district to get to the numbers you got two through 2008.

A lot of Wisconsin -- it's voted for Barack Obama in southern Wisconsin.

And then for far right which shows that if they get to know Ryan and if he gets a chance to make its case.

I was you can't do this much on the national skills you include your district -- -- to some degree.

He I think has a record of persuading independents and some Democrats to vote for senator -- -- if you think it is popular Wisconsin's got coattails.

Other places.

Not outside of Wisconsin -- I think what we're not even Iowa or Minnesota no I don't think so I mean we in Indiana we care about someone from Indiana but if it was from someone in the neighborhood round not so much sort -- I think the I think.

I think we're about to see here is whether this is they've Walter Mondale moment in 1984 where -- admirably stood before the country and said look we've got a budget problem we need to raise taxes the other guy won't tell you I just did.

We -- -- well anyway I don't carried one state -- for his candor.

Or broader Bob -- still talks about that is that right now I lost 49 states you know it is is or is this a a Ross Perot in 1992.

Or John McCain one point oh in 2000.

Where they said you know look.

I'm gonna have a an honest adult conversation with the American people we have real problems here everyone knows there are no easy solutions I'm gonna -- outline for you but at least I'm -- here.

Is it that kind of moment ultimately it's up to the American people clearly Paul Ryan plays into that latter strategy.

I think that's Mitt Romney's only hope I still think it's an uphill battle did you think this tough medicine will play well on the campaign nor will have until moment.

Well I actually think it might be rubio moment I think if you look at Marco Rubio is win in Florida 2010.

Where you know he carried this senior vote by saying and we got to deal with entitlements we simply have no choice and you know we're we're -- situation now where we can say to 55 and older.

Don't worry this doesn't affect you.

What the Democrats are proposing is not only gonna affect seniors but also their children their grandchildren because they're proposing no solution.

So senator rubio was able to have a very tough very honest very direct message.

Which you know theoretically -- sort of the conventional wisdom would be shouldn't play -- seniors it did because I disagree in -- situation today in the country where people understand the crisis we're facing.

And a couple of Republicans have one show.

Arguing that.

The Affordable Care Act Obama care if you will.

Slows the growth of Medicare by 500 billion dollars over ten years which will have its own -- they've they've won on that saying okay so look all right wants change Medicare.

Wants to preserve it but look at what happens with Obama care.

Well let me -- if that's the interesting thing is that we've because we've been spending a lot of time talking about how me affect the president's.

Presidential race but I how's it gonna affect.

House races and senate races where you're gonna have in these districts you know you can.

He's he's another -- -- in your Medicare as we know Republican House house members to be a big fight there but getting back to the energy level.

This creates a lot of energy on the Republican base for sure they -- that Brian's a 11 of the people that that.

LeBron -- picked and then he has -- That creates a huge.

Energy boost to the democratic side to see you gonna have -- -- -- record on him -- -- and they are in an attack are two years and just turn up I think he he thought he might put Wisconsin in the play.

I mean obviously -- -- his district which is not enough and Smart it's going to be -- help their.

Could put into play I don't know if he can win it when the state for a bit but it's possible.

And look the midwest was slipping away -- -- I know personally from looking at data in Ohio -- it was certain move away from Romney.

I don't know this gets them another look I don't think.

Paul Ryan could.

Could deliver the midwest a region.

But does -- get some independents and others in this in those in states like Ohio -- -- to take another look at the ticket because they were shut the door on Romney before this happened for for from -- -- applicability impact on voters the Obama campaign was getting a lot of traction.

Casting Romney is a cold and caring guy who only want to make money you had met a scare.

To that what what does that do how how is that in terms of an arrow in the quiver of the democratic campaign.

Well the Democrats are through the test that proposition.

And I think the Republican answer has to be thank you for adding Medicare now -- -- -- -- -- policy.

Not a debate I'm Mitt Romney's tax returns or on what -- capital actually -- -- -- -- if we should your tax return thing her debut Washington well let's find I think that does look smaller.

When you have a big debate about entitlements about tax policy about economic growth.

And the -- so I think that I think if again if the Ryan pick is properly follow up on they can't just be a one off and it has to be part of a strategy after an X 86 days have -- there are.

To change the character of the campaign the real problem is the taxes because this is like Hillary's gonna take -- medicine it's going to be people who were.

We're -- we can get out of this except.

-- -- give tax breaks salute to the wealthy and other state it if there's something dissonant -- that message to there's a problem with this with the Romney Ryan message right now.

-- -- -- -- the beginning of a reintroduction of Mitt Romney.

Boulder Mitt Romney follow up humanizing at the convention and have an outstanding performance in the debates if he does those things he's got a shot.

If not he's gonna lose in General Electric bill is they asked John McCain about this when he was on the program earlier that the criticism -- Sarah -- was.

It was a big boost for the McCain campaign in the short term didn't work -- so well in the long term.

Same concerns have been raised by some Republicans about the picture of Paul Ryan do you do you do you see a similarity there.

Look I think that the pick -- Paul Ryan says a huge amount about governor Romney.

And I think that Paul Ryan clearly is somebody who has you know spent.

You know seven terms now on the house representatives and in a situation in which he could -- done what a lot of people in congress.

With all due respect not you but a lot of people in congress.

Deal which is just sort of sit by and in ski along the surface and not actually got -- of the tough issues.

He didn't do that and I think that's why you've seen such support for him -- around the country and I think frankly that kind of -- nonsense.

Let's deal with the challenges we face will have an appeal to independents Islam.

Senator governor Bayh knows that you know what forget the state -- we do have to take the lead you do have to press and a tough -- if this is what the election ultimately was going to be all about I think my Republican friends -- been better advised to accept that bill crystal's original advice.

And run mr.

-- for president rather than the other way around there.
