-- And welcome to FOX News Sunday panel plus -- Bill Kristol Joseph Trippi Karl Rove and Evan -- So let's talk vice presidents let's talk running mates because both of them were in the news this week and the conventional wisdom is -- maybe you get a bomb group right out of the gate after the announcement.

But in the end people vote for the top of the ticket do you think and obviously Biden had a pretty bad week Ryan had a pretty good week.

Do you think what it really comes down to it and October and as people -- -- the the polling booths being in November either of these guys is gonna make a difference that.

I think the kicker Bryant will make could make a difference and probably will make a difference because I think the pick -- the running mate can tell you quite a lot about.

The prospective president I think picking Dick Cheney 2000 helped George W.

Bush get over the hurdle of is he up to being president you know running against incumbent fight to term.

Vice president Al Gore who's been thought to be pretty.

Serious guy who later gave -- their reputation.

-- -- Reagan's pick of bush in 1980 showed that he was big enough to take the leader of the opposite wing of the party and put -- is vice president didn't just take some.

Yes then I think Clinton's pick of gore and I do to help to a lot of really solidified the notion that this was a new kind of democratic ticket wasn't Dukakis Mondale.

Party so I don't buy the argument -- -- -- -- says -- BP's don't matter.

They may not matter that much themselves people don't say to a -- I'm voting for the ticket because of the number two guy but the overall effect of the vice presidential pick going forward.

The pick itself and then the next two or three months I think really can make a difference and and.

Before I bring in your colleagues here what -- what about Biden he obviously had a bad week.

Clearly not talking about that he was -- North Carolina Virginia but that that the line about the draw back in -- was.

Offensive.

Question have people discount adapter they just think well that's Joseph or do you think that's really any kind of a drive.

Well to attributed to scanner that what does that tell want to tell it tell you with us you that they've sort of this is Obama Biden ticket there may invite -- these -- it it does take away from these sort of excitement of that Obama has -- 2008 and again I think it.

Does as I said earlier it's sort of makes it possible for the Republican ticket.

To be the new exciting ticket and Obama Biden to be those guys we're used to -- Obama himself defends his record and Biden makes these goof ups.

But there's nothing really mobilizing -- exciting I'd say about that ticket.

I think that once -- can show that I did notice and in picking up of what -- -- when when Ryan recently has been talking about our generation.

You know we -- now and again -- another -- say that elections are always about the future not about the -- suddenly it was the Republicans -- you can agree or disagree with his ideas.

But suddenly he was the one speaking sort of for change.

More so than President Obama.

Well I think Ryan definitely for brings a youth element to the ticket and in I think it helps Romney but I think.

Look I in the end I don't really think the VP pick has big effective can have small effects and really do matter I think.

Teammate Ryan may put Wisconsin the play we may look back on wonder -- If you've is Romney loses Florida.

-- should you pick for rubio and others to pick actually could have made -- equipment and I don't mean just by putting Medicare on the you you know -- -- in the debate so we're gonna it's too early to tell.

But I don't think I first -- don't think the Biden things in a matter at all.

In this election but I think.

I think Ryan we don't know how it's affected the -- that it could be.

Could be the thing that puts this.

Over the top for Romney -- -- some states that play could also costs in the election.

-- I think bill is absolutely right -- -- a lot about Mitt Romney in -- a very positive.

Vice presidents at the end of the day don't make a big impact in and of themselves and make an impact only to the degree they reinforce the message of the principle which is why -- -- a problem when -- -- up there and say.

They are gonna put you all back in chains whenever a political figure -- a phony accent you know he's about ready to make a mistake -- it it it diminishes President Obama because President Obama.

Finally it was not -- wealth if -- offensive force sorry if anybody was offended.

And just sort of the it was campaign went -- said okay we stand by it and it just clear it adds to the image of the Obama Biden ticket as a conventional political take -- Chicago Paul who's running for reelection.

Run counter to the image that he created for years ago so the -- Paul Ryan's -- this last week by Mitt Romney elevates Mitt Romney.

-- but Joseph Biden's comments -- that you bring down President Obama.

This quickly but swerving to senator and if he would pick and I don't expect you to trash -- and I don't you know don't want YouTube but if he would kicker Rob Portman or Pawlenty Romney out.

Nice man solid stable.

Would that would that have.

Been a negative in the sense that it wouldn't have shown that he wants to make this about that -- -- -- safe.

Well then there was a lot of beliefs that he was gonna go that way just because it was that you can play it safe but but look here you see this is why this is choice is so energized and it says that Mitt Romney wants to make these big issues.

Put our fiscal house in order reforming these great social safety nets before they -- and break.

With a growing our economy and and one of the things -- sort of lost in the discussion about Medicare that we're gonna hear a lot about in the -- in the weeks ahead.

Is that is pro growth policies let's grow our economy let's let's create jobs and paychecks better paychecks.

For every positive for every possible American and he -- are going to be.

Part and parcel of the dialogue for the next eighty days and this is what Romney wants to campaign to be about and he figured this was the best choice to help him make those are -- -- -- Chris I think the the Ryan picked is helpful for Romney but not transformed.

What I I don't think you can underestimate the importance of personal chemistry.

The two of them seem to work well together Ryan seems to bring up something a little more authentic out of running that's good he energizes the base.

He brings a happier face to conservatism rather than just sort of root canal -- conservatism all good.

But it still comes back to the principles you know to end it with Romney's like ability fact -- fit rating being so low.

With the president having a real advantage in terms of who stands up for the middle class that's still real problem for Romney so I think it is helpful.

But not transformer and the Biden thing.

-- look you know Joseph Biden -- Joseph Biden you know occasionally is given to it if he's candid he's authentic but occasionally is given to rhetorical excess.

That really hurt Obama four years ago and I think it's gonna hurt now.

All right.

So much true the it would week one and I that we -- all say that -- four years ago we had talked that we squandered what we would have sent would have been very different that what we set after -- ten.
