Is The Fox Report it's the bottom of the hour time for the top of the to use live from the heart of the French Quarter.

On a balcony now overlooking the French Quarter from the -- -- hotel on that -- -- and suburban street.

Not a lot of wind and rain here at the moment 1015 miles an hour that's about it it will change it already has over like concentrate.

That's where correspondent Casey Stegall will be riding out -- KC what's it like there now.

And what's happening is you're starting to see the water level rise in Lake Pontchartrain.

So bringing in these giant white caps that are coming in right over these little concrete barriers and it's hitting the -- Really coming in nicely -- one thing I want to talk about.

Is it's interesting because you can see the color of the water sort of changing in the lake it's getting a little bit of more dark brown -- more money collar because.

Does this storm as you know shepherd.

As it makes its way north and it pushes water.

-- from the Gulf of Mexico into labor board which connects to Lake Pontchartrain on the other side of I ten there is -- a lot of setup men then and sand and mud into the waters -- world physically seeing.

10s12 hours away and -- it is moving very slowly as we've been talking about.

And that is a bit concerned with a lot of the local law enforcement officials and emergency management types here because.

We're already seeing this heavy rain we're already seeing these incredible winds kind of staying reaches land and sort of stalls out a little bit or -- moves very very slowly than we are going to have hours and hours and hours of conditions similar to -- we know that is not good when it comes of the flooding and when it comes at the other damage that can be done.

-- this region's number but.

No mandatory evacuations in New Orleans Casey but it sounds like a lot of people there.

Realized it was -- ago.

Yeah absolutely you know especially when you look at.

You know hurricane Katrina and so many people remember that like it was yesterday it's almost -- that -- its nearly seven years to the -- that that storm.

Really start this area but for a lot of people when you come to this region severed.

You've talked to them I've talked to them it feels like yesterday for them.

And we landed at the airport yesterday we talked to a guy at the rental car agency that said he was is not gonna take.

Hey kind of a chance because they had a really rough time -- Katrina so he was going further inland.

But when you talk to some folks who live around here that that are leaving.

Then on the flip side you also have a handful that say.

They're gonna ride it out in the grand scheme of things even though those those memories of Katrina are still breast and the grand scheme of things they don't believe that a strong category one light guys it.

Is enough to make them get out and out we did talk to the fishermen.

Is going to be riding the storm out just about a mile from where I'm standing.

In a shipping container we saw people are getting sandbags as we were alive yesterday with you and must reported Saint Bernard parents and that they were going to be you.

Those sandbags.

Don't belong on the property and -- and abandoned because they said that they are -- today and try to ride this thing out.

You know just incredible as were standing out in the middle of this you would wonder why anyone would want to stay and take any chance.

Including you I feel like a YouTube moment is upon us.

-- it it seems as if that's going to be as but we are to be able to stand much stronger case.

Yeah I know you know I mean we've literally been watching this water creeping up.

As we've been standing here and I'm judging it based.

-- -- for those little Hollywood and playing down there you can see him right there are now watch when the storm comes up you can dessert comes up you cannot see them but I've been watching.

And I -- there I've been watching those little logs and that's how I am trying to physically -- as we're standing here.

How fast the water is rising it's not extremely fast always a point that out -- Louisiana State trooper I drove up here a short time ago and it's sort of check on us.

We're talking so many said this is not -- a typical -- they see the storm -- surge if you will when they just get real heavy rains.

But yeah and probably.

56 hours where I'm standing is going to be completely under water.

Including this bridge of diamond might have -- can head over the bridge right here this is the eleven.

And it's very very low you can see on the other side of it all Lake Pontchartrain.

On the other side of that by the way is the northern shore were kind of on the the south Eastern -- if you will.

But this bridge we'll love most likely go under water at least portions of it that's why it's closed down.

I pointed over to interstate ten over there.

Suffered its very high they elevated after Katrina because a lot of that was under water a lot of that was busted up.

About a dozen major major interstate that runs east and west -- this day go -- way to Houston Texas.

But -- -- right back here behind us up it's still low and it still love most likely going to be going underwater at least portions of it.
