Our plan -- Would protect American taxpayers who make a million dollar or less and have all of their current rates extended.

-- -- -- -- -- -- -- Nobody can reach a broader agreement with the White House.

That would reduce.

Spending as well as their revenues on the table.

-- -- be better or for our country.

But at this point having a back -- plan to make sure.

That those few American taxpayers were affected by this agrees.

As possible.

Moving down that path is the right.

Course of action for us.

That is the latest from house speaker John Boehner republic end spelling out essentially the play and -- Before we go now in an effort to avoid -- fiscal -- I'm Chris -- ball and I apologized and -- and brain trying to keep the power play seat warm for him today.

And I that's an excellent company would -- today's isn't preaching to talk about this and we're all clicked out.

But it's not -- FL they give -- joining us that would make of this latest.

You know deal sort of that we have that.

How is essentially gonna try to come up with something that would say tax breaks for anybody making less than a million dollars not going up but we need to -- some spending cuts and and put together.

Rest of the deal but it seems like -- first -- yes I am an ice you know this.

This the Republicans trying to put -- The most tempting.

-- possible -- Democrats they wanna be in -- best political position if they're gonna put it on the -- not just gonna throw anything out there this is a bill that actually -- tax revenue on the table but it's certainly not as low as it 250000.

Dollars threshold that Obama says that he -- so the million dollar -- -- it gives Democrats -- billion claim they've raised taxes on millionaires which -- what they've been talking -- it's an offer that the Democrats in the senate has increased in the past.

And it's an offer that stops its fiscal -- from happening -- -- -- we really important things.

It's skinny does it before January 1 so -- they vote on this and I believe it -- -- -- -- to rank and file Republicans who have said they're willing to do this kind of thing.

If there is significant entire me.

And cuts on the table.

-- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- We need revenue -- -- Republicans are trying to block guys they're the ones who is smelly gases and can read right -- let me say they have asserted his class warfare argument that has been very successful certainly worked in the November election and I think it will continue to work because it makes folks -- like hey you know.

Millionaires should pay their fair share sounds great doesn't.

And I think Republicans have really been drowned out in their argument that this kind of tax increase will hurt small businesses.

They haven't made an argument -- right now they're kind of stuck with having to embrace some kind of rate increase they say at a million now.

Obama's come back with a counter offer his -- -- is not a million dollars in -- -- 250000.

Dollars the original cut off Fred Couples filing jointly is now 400000.

That's where we are they're inching closer together.

I do not believe Republicans will go for that 400000 I don't think that's gonna happen and one reason is that.

The cuts -- Democrats have put forth so far.

Probably aren't even big enough for that million dollar.

Mark to be satisfactory toward Republicans so for them to go way down.

To this threshold -- 400000 dollars.

They would have to put forward way more and cuts and Democrats -- tell you -- simply not willing to do that they feel like they made these cuts years ago and they think that's good enough they say we've got a trillion dollars.

In the past we don't really need to do -- -- -- cutting.

Because.

These cuts are taking good programs that are really important their constituents and it goes against the philosophy of the Democratic Party which is more government health.

More revenue out to help people so that's why that's their last two sides are really very -- car -- -- seen today.

And -- inching toward an -- to see November 17.

So tactically they have to the end of the month where more than halfway there.

And they're already getting closer so I predict that we will not have January 1 come with no resolution I think something will be done by then.

I think both sides will probably be a little bit angry perhaps he -- this.

It is -- if you come to any kind of conclusion.

People on the sides are going to be unhappy about what they had to get to get there.

So we understand -- this -- -- and be.

Which would set they cut off at a million dollars -- earnings per year I understand that from -- her from our fabulous producer and Hilton knows that everything it is fabulous.

He expected to go to the floor on Thursday night he also just reported Atlanta Democrat Steny Hoyer saying.

Our members are not gonna -- -- this of course Republicans hold the advantage in the house is the only place around here that they will be banished.

-- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- Right -- I consider what -- that as a real kind of tipping point here for Republicans I know just from interviewing members over the past few weeks.

That they were ready to accept a tax increase I heard some of the most conservative members Tea Party members say we would be willing to look at rates.

If there cuts in town and responses party offer.

And I think -- Grover Norquist said sort of opened the door for them to do so and I believe now of course.

The Republicans have a majority but they have a majority that they would need -- much.

Most everyone to vote for -- they -- -- -- eighteen those passes so they can't lose too many people on -- maybe 2030 so people or us the bill won't pass in this case document that want you rely on.

Maybe some moderate Democrats how they're very few moderate Democrats left in this in the democratic house dogs yes -- all that's that's that's a very shocking group right now so I don't think we really -- -- -- -- the public is gonna have to carry this themselves.

And I actually believe that they will it feel like the mood there is not so anti tax at this point.

That they're not -- to see how a lot of trust in Boehner -- there's a very just a small group of people who are angry that once you hear from on this now.

Are the people on the far -- goodies here -- -- not an accident people.

Andre talk radio really condemning his plan as I did a giveaway to big giveaway in a big throw away at Republican philosophy and principles of note.

New taxes that they're not voting on Thursday because they're not how nice platters thanks is whether those numbers -- -- I think you for adding your brilliance and insight did you think -- scene for us anytime thinks NRA -- -- will be right back over to continue discussions about this.

We're gonna talk about gun control legislation where we go from here -- we're also gonna talk to a member or a Republican member coming up.

-- are asking how heat plans to vote on Thursday stick around.

As you know the president has taken up positions on.

Common sense measures that he believes.

-- Should be taken to help address this problem but he make clear that more needs to be done.

That was Jay Carney White House spokesman talking about where we go from here for the president goes from here on issues of gun control and legislation.

What's already on the books what may be adding what maybe -- -- -- But got a couple of experts here to talk to us today Brian -- here and to China Russia and welcome gentlemen to -- good to have you -- -- -- -- it's such a difficult subject nobody wants to rush into anything but of course this is such heartbreaking devastating situation.

It's sparks these conversations -- where do you think that we go do you think there's an appetite now on Capitol Hill today to push to do something in numbers weren't ready -- -- a week now.

I think that people on capitol that are used to read acting two things that the the public gets emotional about this is a horrible instance my brother said this is a horrible topic.

In there's no good side of this through the -- which we have to ask ourselves as Americans.

Is that we gonna -- -- OK with this -- which nobody ever would -- but what are the sensible reasonable way east to try to eliminate -- I don't think there's.

One.

01 answer.

I think it's a step -- answers but how do we actually have to tether ourselves to say.

What's too much what's not enough that we must do something to protect her children.

I agree and I think the president had some insightful things in his remarks and in asking us.

Are we doing enough to protect our children are we doing enough.

To protect the innocent and I think we have to ask yourself that question.

And back question also involves every aspect -- this incident every aspect to this tragedy in this disaster.

Not just examining what we're doing about gun control and gun reforming.

And gun ownership -- Mental health mental illness this is a sad situation and it does -- quarter deep reflection.

And in an angry.

I'm not sure knee jerk reaction is going to protect another child.

Another innocent life and something -- awful something where we can come together as a nation say how do we stop tragedies like him.

-- -- -- we have these conversations on issues of mental health because that's something that seems to be ready.

Many if not all of these smashing things that we've seen people who.

For this guy but if the only friends and classmates is it as troubled people were afraid of them.

But it's difficult to broach such a private topic or to reach out to someone that you think is struggling with possibly an honest -- -- a conversation.

Mental health has been something that has cut and cash to decide based off of our economic model.

In every one of these communities around the country where you've seen manufacturing job -- -- -- -- downturn in the economy no matter who's to blame that means there's less money for the schools there's less money for the counties -- when those county commissioners are looking at their -- there's certain things that they know they have to cut.

And it's probably wrong and I think that the example that we've seen shown out this weekend and then passed emergencies.

Is that mental health is a lot of times that I think this -- because it's not -- there in your face.

We want to make sure that we have the teachers and that we may have rightly so the other and so that sometimes the easiest thing which I'm not seen -- right -- wrong.

To cut and I think now we're start -- he's in the repercussions.

So -- That we saw some of the similar signs in Tucson and roar in in here in Connecticut.

People know that that that there -- something -- with with these individuals -- there something missing that there is something.

Not not right and end.

The problem is people with mental disabilities or illness seem to be falling through the cracks they're they're being.

Pushed into the shadows there isn't enough being done by government or part private sector.

To help identify these individuals to make sure that they have people around them -- caring for them and to make sure that -- people around them -- can identify.

If this kind of incident is capable or is this something that they're capable of doing.

And we can protect -- but we do have to do more.

Believe we've heard already a number of senators -- cheaply Joseph Lieberman.

Of course Connecticut -- home state cozying.

The commission that would study these issues of mass violence and what would you think about a committee or commission -- -- to look -- issues of mental health because we hear an asterisk from some people who say.

You know and brave enough to speed up and say and a 41415.

Year old who is very troubled.

I don't know what to do list and the police say I have to have them arrested -- -- criminal records like you get him into mental health where they're gonna put him in jail just not the best place for fourteen or fifteen year old is having mental health issues.

You know how we finding answers.

I think ever discussed as the first step.

I don't know what the commission is the answer but as long as these politicians.

Are having some -- of discussion whether they're Democrat -- say we have a problem.

And we need to bring that experts together to figured out whether it's not only government religion media organizations private citizens who -- experts in these fields to say here's what's really happening.

I was blown away.

To find out those stories.

I don't I had no idea that if you had a mentally challenged child that jail may be the only -- for him.

And it broke my heart to know that there are a lot of other Americans are part of the same way as me who had no idea that we have those kind of hose and our system that frightens me and frightens me for every man or woman who has us.

All child and Brent how much of this is economic because we do have to make decisions every day we're headed towards -- fiscal cliff here in Washington where.

There's enormous spending and call for more revenue.

Where do we find -- funding its funding insert here is -- more about personal responsibility and -- conversations.

Why I think that there is -- a dual approach government in private sector to help these terms of individuals.

What I don't think anyone disagrees we're here to help the people who need help in our society.

People who live when we talk about the safety net.

These people are included in that.

They do not have the ability to help themselves sometimes suddenly there is a role for government in there is a role for private sector to come together and saying.

What are we doing to help these individuals put them in programs and make sure that they have the guidance and they're being watched and make sure that people are identifying.

And providing them the medical resources they need.

This tragedy cannot happen again.

And we have to examine every aspect of our culture.

Our society.

-- -- treating people with mental illness.

How we're we're we're we're discussing all these political issues surrounding this in order to prevent this from ever happening again.

What do you think about some topics that are thrown out there violent music violent very realistic video games and kids who are very attached to digital and alternate reality vs real relationships and real reality and how much of that.

You know do you think actors and.

I think it's huge I think the culture divide is very very.

In your face today I was on the show last no I don't know much about mental health but I have owned -- -- since I was eight years old I've broken -- at least Texas or performance as we -- And apple loaded gun and had guns my whole life and -- hunted my entire enough it had lots of guns and played with my father my grandfather.

In -- -- in my I didn't know until last night the first time -- shot -- -- I shot a gun we're most children today the first time they fired Garcia -- video game.

And it's it's ostracized as something very powerful and sexy and cool I thought it was not that when have my guns and when I grew up hunting and fishing in east Texas I think that's a big culture -- of that in today's children.

I didn't have video games gonna cause we could afford them now children that they put him on video games bishop in the corner and you never know what's best developing back to the middle penalties.

And I think that same as UN Negroponte -- -- home when my dad was -- -- his former marine and thought that we should all know how to clean and take care guns and -- guns and I can remember going to firing range.

And when you feel power what's really there and -- not -- it's not something you want to understand it.

You have a great -- That's exactly right and that's that's this responsibility and being responsible.

In in in many ways but -- you.

You know you turn on television.

-- broadcast TV where children are watching and there's violence all over television.

This is symptomatic of a cultural issue I mean -- mass killings and and in -- list.

Acts.

Taking innocent lives is symptomatic of something that's happening in our culture.

And that's where we really have to examine what is happening in our culture.

That is promoting this type of behavior it's allowing it to happen or.

Or.

You know allowing people to to think that this is acceptable so.

How tough TCU will be whether we're talking the First Amendment Second Amendment -- -- finding this balance between private rights guaranteed to us by the constitution.

And addressing some of these issues that -- blatant violence that's everywhere.

You all of these different things and there's always a fine line between privacy rights and protecting people to.

Think there's a unique time in game and history today -- them as we go forward this is the most horrific thing that's happened to our country since nine elevenths.

To most innocent among -- -- gonna have people demanding action.

All across the country because it gives us that are very core because it's children and I think that you're gonna have people that.

Probably wrongly try to take advantage of that and -- there's some people who don't have really good intentions and I think the core of the debate is gonna come around.

If -- start with assault rifles your total multi magazine clips -- told all these different -- and people don't think that that's gonna solve the problem.

I personally think that that's a part of the parliament just eight heart where you have to put that along with the mental health and try to bring expert -- Because as a setup only gonna put in my entire life and I've never had a bottom magazine out for the store shelves that held more than five -- because that's all you need to go -- -- -- home the president that's -- ago hey guess what oh to 2.3.

And it did look like the one that -- -- it was a regular.

We we had to leave it there.

Thank you both very much for coming and they shouldn't even think it's -- discussion so much that.

We still need to keep talking about.

Quite stick around power play we're gonna talk to a Republican member of congress coming up what -- he thinks about the various plans being floated by speaker Boehner.

Other democratic response of the White House is offering and find out how he is going to -- secure around.

Welcome back to power claims -- every sitting in for Chris -- -- -- one and only today.

I'm there around eleven issues going on around up there -- fiscal cliff we what is -- about something else that's being referred to as the regulatory.

Cliff.

And a lot of these new regulations coming from the administration stem from the Affordable Care Act.

-- got congress since our original with us live from the hill -- -- -- check -- with him an -- get through as many of these topics as the king congressman thanks your time today.

Thank you Shannon.

-- I want to start with asking you about the fiscal -- about aliens in the house speaker this morning.

-- he -- do we think Thursday he may be able to update us and tell us more that there will be a measure on the floor that essentially would.

A block any tax thanks for those earning a million dollars or less than a million dollars in exchange for some cuts from the administration is that -- -- you would feel comfortable voting for.

We'll Shannon it's a very dynamic environment and I think it's of course important to be precise here's precise as we can.

Because as I've just come from the Republican conference meeting that's that is where we all get together Republicans and heard from the speaker.

What I heard from the speaker is it's a bit different in and an important and significant way than what you just mentioned.

What the speaker had mentioned as best as I understood it was in this plan B that we would only be bringing to the floor in amendment or two or three.

That would block.

Some of that the tax increases that are of course scheduled to take place on January the first.

There was considerable discussion about whether they should have.

Spending cuts incorporated into them.

And the debate I think it's taking place even within our own conference right now and it's a good one is what's the best way to protect the most Americans from.

Really a sharp and severe increasing taxes really the four trillion dollars -- scheduled.

Come -- over the next decade now.

I am one of the the few Republicans have actually made a mathematical empirical case that the conservative thing to do is to have revenues rise a -- we talk about that -- -- But right now so we're trying to protect as many taxpayers as we can't remember a sharp and abrupt increase in tax.

OK so not to get too inside the beltway but basically what you look -- -- mending is senate bill.

Yeah led bloc tactic tax increases for those individuals making less than 200 families making less than 260.

But basically what would happen is you -- would amend that bill to set that limit and a million dollars a year.

If it goes back to this and it what do you think happens -- -- -- successfully passed the senate and house.

Well the senate is a mystery not only to me that I think most of the American people.

And it's it's really just not a very effective body so I really.

Who would have difficulty speculating on exactly what would happen over there.

I do you know what we're trying to do.

In the house and that is to advance a a solution that simultaneously.

Reduces federal spending in a wise way.

And also.

Has revenues come up a bit and they're really is a conservative case for that Shannon that I've been making to my colleagues that we as yet have not.

Voted takes bending down to a level of revenue that we've locked ourselves into the Americans for Tax Reform -- All right I want to have reached.

Came -- -- one of the -- watching power play today Johnny says I don't think conservatives are interested in voting to raise taxes on anyone and avoid real cuts.

So do you like you've been saying the conservative case is that you could -- tax raise prices on some of that end extra revenue would -- -- -- When does the rest of the conversation continue about cuts about entitlement reform does that come with the debt ceiling request that we know will come sometime early and Tony thirteen.

Where does the spending side of the conversation come back and.

Well you know I ran and sought this office is the first time candidate because of the risk that our debt and increasing level of debt poses.

To the republic.

And so we've been talking about it since the first -- I've been in office two years ago.

And we continue to advocates for a solution that does reduce federal spending.

The speaker made this point this morning -- and I'm I'm really still processing.

The logic flow but what he said was look.

The reality is four trillion dollar tax increase is headed to the American people.

On January the first this is the law of the land it's a certain date.

And there is a bit of well almost indifference and I don't speak for the president of course but there seem to be a level of indifference toward that that this the president's willing to let this happen.

So I think what we're trying to do as Republicans is to navigate through this.

Knowing that we you know only control one half of one half of the two branches of government that are working through this.

And an advocate for a reasonable tax.

Path forward and also importantly critically.

-- reduce federal spending.

-- instantly going to be part of the conversation congressman Scott -- of Virginia thank you so much into my face there thank you -- All right next Jonathan Hunt on the -- with everything you need to know that the -- latest news that we won only he was the word from Charles Krauthammer in this.

On -- discussion about gun control that's it -- power play today.

That say it passes.

The question is will -- do anything to bill looks almost exactly like the ones that passed in 1994.

Which as I said was in place for ten years -- had no effect and part of the reason wasn't allowed -- does.

People to keep the weapons they already had I think like 24 million of these magazines.

-- -- people.

He would take a hundred years of -- -- before that supply is exhausted.
