As time to solve the country's impending fiscal crisis takes away there's another -- and they want to keep and I cannot.

The growing number of regulations proposed by the federal government nearly 6000.

In just the last ninety days that's according to the government's own web site.

In today's regulation nation segment we take a look at how EPA regulations are impacting private property across the country.

Johnson police from trilogy advisors joins us now live.

What some it's -- -- -- great to be here thank you are we told people a little bit about this but it all comes down to in one case at tiny fairy shrimp what is that and how did it impact -- property.

It is a very hardy little creature and it grows and eggs by the billions perhaps tens of billions and millions of acres of -- in the foothills of the Sierra Nevada range in California and now we've been in Oregon.

The bottom line is it's ubiquitous it's to be found everywhere in the western United States but it's been used by the EPA.

And the Fish and Wildlife Service effectively to conduct federal zoning.

That impedes on the rights of private property owners farmers ranchers builders and developers.

And it's so if that little guys anywhere on some property that you like to develop for the you have you own it and you wanna do something with that it that little guy is -- -- you may not be able to deal.

If you have ponds puddles side tire tracks any place for this party -- station will grow.

And you want to do something with your property may be planned some vineyards orchards or put a house up or something along those lines.

You have to get permission from the federal government to put any sand or dirt to fill any of these ponds -- puddles on your property in the event that you might have this -- shrimp there.

I know you work with a lot of these different cases and there's a situation that involves something.

That you would think the community would want a medical facility that would have served a lot of folks including seniors Alzheimer care.

What happened in that case.

It's a pending case Shannon and fortunately you began in 2005.

So here you -- -- year -- going on year eight.

And you have local and county officials -- very desperately would like this major medical facility built.

And -- tract of land on a tract of land surrounded by.

A major state highway by Union Pacific rail lines to beat back a 150 years and a major industrial park already in place.

But the regulators aren't so sure that's the best place for medical facility despite the fact that local and county officials already gave their approval.

So they're coming -- the permit applicants saying well first well maybe this is in the best location but if you're insisting on building it here we need to make sure that you have no.

Habitat here.

None of these Vernal pools or puddles or ponds in the light.

And the Fish and Wildlife Service is going to issue what's called a biological opinion saying there's really no threat to the habitat here.

Then the army corps will issue the permit that says you're allowed to proceed with your activities.

-- and while it issues its opinion that there's no real threat to the species.

An army courts as well.

Wait a second we're not really -- sure you ready for permit yet.

Now we have to bring in another -- make sure that we don't have the presence of native American relics on the property.

Something they could have done seven years ago when the permit was first requested.

And so was this kind of harassment a private property owners of American citizens.

But I think engenders this distrust of regulators when we should be working together the federal government.

State agencies to provide for environmental conservation and stewardship.

While allowing for the rights of property are private property owners and for economic growth and our community.

-- that's very tricky and we know that of the pending regulations have been proposed by the federal government nearly 10% of them are from this one agency alone from the EPA.
