Good evening I'm -- there right now just behind me the house is engaged in a battle that serves as a microcosm for the epic struggle struggle.

Of the nation's soaring debt.

On one side the president Democrats and some Republicans from the region affected.

Who want to spend billions helping storm victims on the other.

Other Republicans who say much of the money in this latest bill is targeted elsewhere.

And that any funds should be offset with cuts chief congressional correspondent Mike Emanuel has an update tonight.

Today it is disaster relief money for the northeast following sandy that's in the middle of the struggle.

Many northeastern lawmakers reject that and see their constituents pay their fair share.

These three states.

New York New Jersey and Connecticut.

Pay almost 16%.

Collected in the United States of America.

Some house conservatives favored an amendment offered by south Carolina's -- -- -- which would pay for seventeen billion dollars in disaster relief.

By cutting discretionary spending across the board by one point 63%.

It is important to me that this money goes to the folks who need it very badly that it's so important to me.

But I think we should pay for it.

The amendment failed a -- New York Democrats is paying for disaster relief by cutting elsewhere would be a first.

In sandy victim should get the raid.

I want to repeat this point again.

In the United States of America we respond to disasters all Americans respond to disasters.

We don't ask for offsets.

With the nation's debt at sixteen trillion dollars and counting conservatives say it isn't about fashion in the northeast.

It's about saving the country.

We've got to get this under control most of -- believe that.

We have to come to a point where we stand and fight I hope this is the time.

After President Obama suggested it would be irresponsible and absurd for Republicans to insist on spending cuts in order to raise the debt ceiling.

A key senate Republican says mr.

Obama doesn't get it.

It's sort of like you know you have a kid who exceeds the credit card limit minute pursing his -- -- credit card but -- -- look at the spending.

And so the Republicans are willing to pay for passed bills this is about future bills.

And I think the presence in this in the point here which is we are on an unsustainable path right now.

And today house democratic whip Steny Hoyer said new revenue must -- spending cuts.
