Term immigration reform in Florida senator Marco Rubio has been working.

So we have to do three main things the first is we have to modernize our legal immigration system.

And that's only six and a half percent of people that immigrate here immigrate based on skill and talent we have to increase that percentage of people -- immigrate based on skill and talent.

I'm not against family reunification not tell my parents came.

But we have to in the twenty for -- has to be more skills based.

Number -- we need real enforcement mechanisms that is get real operational control the border a workplace verification system.

And a way to track entry and exit the visitor visas 40% of our legal immigration -- people and entered legally as visitors or tourists.

And they overstayed those -- says we don't do a good enough job tracking when people leave.

The last thing is we have to deal with the millions of people that are here -- documented.

I wish we didn't have this problem I really do I hate the fact that we have twelve million undocumented people in the United States we do we have to deal with it because they're not gonna -- they're going to be of the rest of their lives.

Where there without documents and the way I think we should approach that is as follows if you've committed a serious crime you will be deported.

If you have not you have to -- undergo -- background check be fingerprinted pay fines pay back taxes do community service no English have been here for a significant period of time.

You do all of that and what you get is a work permit and a temporary legal status that allows -- stay in this country but it's not -- you don't qualify for public benefits or welfare or anything like that.

You're gonna have to be in that status for a significant period of time and if you complete that period of time without violating any of those conditions.

Then you will earn the opportunity.

To apply to the existing legal immigration system just like anybody else from anywhere in the world would.

You'd stand in line behind the people applied for you and when your turn comes up you'll have to qualify for the -- -- the applied for.

And if you do all that you'll get a green card and five years later if you want to.

You can become a citizen so why is important for you to come out with your message now before the president's about to unveil -- -- I'm not racing the president I'm just ready to start talking about -- told people that when the new congress began -- have some more to talk about this and that's what we're doing I mean that's why I ran for office it's important note I've been in the senate now for 24 months and two weeks.

This is a complicated issue that they didn't solve for 25 years hence the problem that we have today -- these are principles these principles -- now need to be.

You know worked on with other people to turn and -- specific public policy and there might be some different opinions out there that we need to take.

Into account and by the way -- one of the most important thing we need to do about this whole process is we need to ensure that is an open process with as much input as possible.

And we need to make sure that before any of these legalization things kick in like before you can get those green green cards and that residency process that I described.

The border stuff in the security stuff happens -- what's happened in the past is they do all the amnesty stuff they do all of us citizenship stuff but they don't do the security stuff and that's just gonna lead to another -- -- -- sure.

There are a lot of people who are -- right at the top of their list of guys who could run for president in four years.

But you heard -- he -- what present president is kind of a condominium that's real power president of economy got our vote.

And it's not just about immigration it's about growing our economy which is the only solution we can't tax our way out of this.

Well look the immigration issues important to Hispanics and that's a family issue it's a personal issue but it's not enough.

I mean that the truth is we have a lot to say that is that should apply to all Americans including those of Hispanic descent.

On economic growth -- upward mobility on educational opportunity.

It's just hard to get people to listen to you on that stuff that they think you want to deport the grandmother and so that that is one of the things we're facing now plus it's right for America.

We have to get this thing solved once and -- -- we're tired of dealing with its President Bush 43 president knows exactly -- And he saw the problems with the change -- message after he left a problem with congress aren't thank you senator real pleasure has yet here in the -- catch lives and look -- to -- the legislation goes to zero the president wants to do the same thing.
