Well on its face -- this would appear to be a dramatic post election reversal by the Obama administration on an issue that marked a flash point.
In the early electoral cycle last year in which by most accounts helped the Obama Biden campaign galvanized voters but there's more to -- -- that.
Under the new rules being proposed by health and human services secretary Kathleen Sebelius.
Nonprofit employers with a religious affiliations such as Catholic hospitals and colleges.
Will be able to opt out of the administration's obamacare mandate.
That ensures that all women have free access to contraception through their employers health care plans.
It'll now be up to the -- -- these rules go through not to the faith based nonprofit.
To provide this coverage at no cost to the employer -- to the female employee.
In the case of self insured and student health plans the religious nonprofit.
Will notify what's known as a third party administrator.
And that administrator in turn will work with and -- to -- -- no cost contraceptive coverage through separate individual health insurance policies.
Quote today secretary Sebelius said in a statement issued a short time ago.
The administration is taking the next step in providing women across the nation with coverage of recommended preventive care at no cost.
While respecting religious concerns we will continues to -- is -- to work with faith based organizations women's organizations insurers and others to achieve these goals.
