More on gun control Wayne Lapierre joined the staff night National Rifle Association in 1978.

For the last 22 years he has been the NRA's chief spokesman.

At the center of the debate over guns and mr.

Lapierre welcome to Fox News thank you Chris could do -- you just heard that happened -- and he specifically brought up the background checks and the fact that since 19991.

Point seven.

Million people.

Have -- background checks and been denied guns now.

I know you point out criminals are gonna go -- the background -- there are other ways there's always going to be able.

A black market to get guns but if one point seven million people have already been denied guns by a partial background check.

Doesn't that make people safer.

You know Chris I have.

All the respect in the world for captain Kelly and what happened is damaged it never happened any family we all want to stop it.

But let me tell about the proposal -- President Obama and people like Mayor Bloomberg -- putting forward.

It want let me answer your question.

I don't think you can say that those one point seven million people been stopped from getting -- on at all because the government didn't prosecute adversely and AM.

They let him walk in they were denied that let him walk out.

And who really thinks -- they wanted to commit a crime they didn't go on and pentagon.

It will.

But I don't know I -- to me if one point seven million people -- tonight I understand the hardened criminal but the disturbed person the out of -- and new town the James Holmes and Arora Colorado.

Those aren't hardened criminals and if they're stopped from getting -- done by universal background -- will that make a difference you know the instant check was actually the NRA's proposal we offered as an amendment -- the Brady bill.

To put -- on dealers and I've been in this fight for twenty years we -- that we put on the books.

But I have -- and finally become convinced after fighting to get the medal records computerized for twenty years and watching the mental health lobby they hit a laws.

And the AMA.

Oppose it are -- it's gonna happen.

I mean the fact is the check now these people are not but it wouldn't work -- -- that one point seven million people were tonight I mean I I completely agree with you.

I mean is as.

At as -- and Kelly pointed out.

Jared Loughner was able to pass the test of their holes and -- but that doesn't mean it's been you know because not perfect doesn't mean that a little -- hole that is the fact that I've been we've been fighting for twenty years to get the records computerized.

And I don't look was obviously behind the scenes in this town.

They won't do it the mental health lobby won't do it they hit a loss won't do it.

It's not -- I wish it would happen were all for it but it's not.

No -- for universal background to.

Life and universal -- now that's what president Obama's now putting forward and let me talk about that.

It's a fraud because universal it's never going to be universal the criminals are gonna comply -- that they could care less you're not gonna computerized.

You've already senior not -- computerize the -- health records.

So here's what's gonna happen we ought to quit caller right now a universal Jack the real title ought to be -- -- on law abiding people all over this country.

And then let's talk about how it's gonna work.

They're gonna take a failed system if you weren't broken all Nebraska.

-- -- -- -- And -- -- Nebraska there.

And you're -- hotter or you're -- if I wanna sell you -- shotgun or something like that.

Working -- federal government we're gonna have to go find a dealer or walk into a police station who's gonna do the check.

There's going to be fees there's going to be paperwork there's going to be law abiding people caught up in a bureaucratic nightmare.

And there's going to be abuse in terms of prosecutions.

All gonna affect only the law abiding people the criminals could care less I want to move onto another subject what do you make of the picture and we'll put it up on the screen that the White House released Saturday a president Obama's speech shooting at Camp David he says.

He respects -- Well I think the same thing during the campaign when he set -- -- people will not take a -- rifle shotgun and handgun a leaflet that the country with fliers like this Obama is not gonna take -- gun.

All -- protect gun rights.

And now he's trying to take away all three I mean if they're taking away shotguns.

If you looked at the have you looked at the Feinstein bill that he left that morning I mean that's exactly what it does I mean.

I think what they'll do is still turn this universal.

Check on the law abiding into a universal registry of law abiding people.

And law abiding people don't want that I mean my -- the last -- absolutely did not mean forgive me sir but you take something.

That is here and you say it's gonna go all the way over there there's no indication I mean I can understand your saying.

That's the threat but there's nothing that anyone in the administration has said.

That indicates they're gonna have a universal registry and obamacare wasn't attacks until they needed it to be attacked -- on the Supreme Court -- I don't think you can trust these these.

My guys die and -- since -- -- -- door to door and pick them all up -- do what.

Can I thought about won't work for just one -- I want to ask you a couple of questions that netbook will definitely -- if forgive -- -- harmony connecting you know.

The murder to -- because one of the things that concerns people it seems every day we talk about a shooting often times and -- shoot right.

Day after day after day and that frustration is you don't.

Think that answering that we're limiting guns has anything to do without and -- understand there's some things.

You -- do work we will talk about that the murder yesterday a former navy seal press Kyle.

This was the man -- American -- -- the man credited with the largest number of confirmed kills.

Of any American soldier ever he and another man gunned down at a Texas gun.

If you wanna stop violence in this country here's what you -- okay first if you want to protect their kids.

You put armed security in school summits are about arming teachers on -- about police officers and I'm talking about certified professional security people.

There's not parent -- sends off their kid to school.

It wants his kids to be unprotected.

Just in Atlanta this past week armed security stop the shooting in an Atlanta schools stopped stopped it.

Right stopped it but that -- but here's the problem -- that respectfully sir.

If you if you arm people at schools a lot of these people aren't.

It's just a motivated to kill people in schools they want to kill people and forgive me and if it's school is too tough they'll go to a movie theater like James Holmes went they'll go to -- shopping center they'll go to a gun range and killed press time.

-- so let's talk about the rest of it.

You fix the mental health system every police officer knows people on the street that should be institutionalized.

Because -- at Peter institutionalized throughout -- walking around in the street.

We need to change our civil commitment laws we need to change the mental health system -- it make it work.

Get these people -- them and get him into treatment we're not doing that I still would like to see the mental health records computerized but we can't even get that done.

I've got a transcript here was senator Schumer from -- years ago.

On face the nation where I begged -- to help but still it.

And they still haven't done it and the NRA's be fighting to get it done are you opposed gun control.

As a form of government tyranny but it in the senate hearing this week you offered a different reasons for let's take a look right.

What people all over the country fear today is being abandoned by their government.

If a tornado hits -- for hurricane hit stiffer ride occurs that they're gonna be out there alone.

And the only way they're gonna protect himself in the COLT in the dark when they're vulnerable is with a firearm.

Do you really.

-- That that -- a more serious threat.

More wrought and bands of Americans during a tornado or -- opinion and that's a more serious threat to the average American.

Then this steady drumbeat of gun violence and sometimes mascot violence we wanna stop gun violence that's what we're trying to do so here's a threat -- point five violent crimes a week in this country.

We need to take a city like Chicago.

And nobody wants to do it but the American public I think we'll get it when I say at Chicago's.

89 of nine.

NRA supports on the books against felons with guns drug dealers with guns gangs with guns.

The people doing the killing.

We're off upsets with the Taliban and we ought to be.

What about these gangs that are ruining neighborhoods all the country we -- a federal task or.

Force if it takes 500 agents -- it takes a thousand agents.

Go into Chicago I know that your caller dun wanna do it he says it's a cookie cutter -- I know Rahm Emmanuel doesn't wanna deal he sent people up on the hill when the Clinton administration was there saying their copies and they can't be concerned -- drug dealers with guns.

Every gang member on the street at Chicago's starting to -- won't tomorrow morning.

Let's pick them up we got a federal law to get him off the street and put him in prison and that would cut crime and we're not doing it well.

That that's a perfectly legitimate point it would just say the people in Newtown it wouldn't say the people in Aurora Colorado wouldn't say the people and -- -- miss Connie are again.

I wanna talk to you about this whole question of rights the Heller case is the case the big victory for the NRA in which the court -- the Second Amendment means what assess.

But here's what Scalia Justice Scalia wrote the majority opinion let's put it up on the screen.

The Second Amendment conferred an individual right to keep and bear arms.

Of course.

The right was not unlimited not unlimited Scalia talks in his majority decision about.

What kinds of weapons people can buy who can buy them where they can be carried the right is not unlimited mr.

locking.

And we have all kinds are reasonable laws right here in the NRA supports that -- enforce -- in Chicago would cut crime.

But for the most basic right is to protect yourself and the American public wants to be able semi automatic technology's been around for a hundred years.

If you limit the American public's access to semi automatic technology.

You limit their ability to survive -- someone's invading your house.

I mean you shouldn't say you should only have five or six shots -- have what you need to protect yourself a woman should not what some politician thinks is reasonable.

A couple of weeks ago the NR race started running an -- that created a great deal of controversy here's a.

Presidents' kids more important.

Why is he's skeptical about putting an armed security us.

When these kids are protected by armed guards at your school.

Mr.

Lapierre do you regret putting up that and the point of that that was this one pick in the presence he is the president -- -- mentions the president's kids are safe and we're all thankful for it.

The point they don't have faced a threat that most children do not -- tell that the people in Newtown.

Tell that the people really think that the president's children are are are are the same kind of target as every school child in America I -- that's ridiculous and you know what's.

I you know unfortunately I think their parents all over the school that think all over the country that think their kids aren't tied to the same amount of protection when they go to school and they want -- today's event because -- Secret Service now with -- they shouldn't have its police officers or certified armed security in those schools to keep people safe.

If something happens the police time is all despite all other good intentions is fifteen to twenty minutes it's too long it's not gonna help those kids.

Certified armed security in schools just like -- that doesn't -- -- protect them in the shopping mall in the movie theater on the straight.

-- -- Which is why we need to do everything else I'm talking about let's enforce the federal gun laws which we did not need to do now against gangs with -- -- with God's my -- in the shadow of where we're sitting right now.

Gangs -- out there in Washington DC you can buy drugs you can buy guns.

They are trafficking in thirteen year old girl I understand -- lock up problems out there and this isn't ensemble government is letting -- but you can't say hey.

That that first of all the guys don't commit the mass murders Adam lancet wasn't a member of a gang James Holmes was not a member of a gun.

You talked at one of the points about out that I want to ask you about.

Is you made -- a class argument.

The rich if the elites are they have bodyguards they have security here at -- and Mayor Bloomberg hasn't Mayor Bloomberg has bodyguard -- this -- also has security.

You did.

Sometimes that that it would -- there's every Capitol Hill the UN security you talk about a US security.

Asia and a -- you talk about hypocrisy right on the open without all kinds of threats -- does that make eminently an out of touch a late because you have security -- I don't deny anybody the right to security when they need it what I'm saying is it is ridiculous Chris.

For all the elites and all but powerful and privileged -- titans of industry.

To send their kids to schools where there's armed security to have access to semi automatic technology to have actually I don't know anybody who has -- I don't know anybody elites who send their kids.

I my children went to the same school that they that they might Obama children went to many years ago.

There were no warms up you're gonna repair schools in the country -- have biased and -- but not that this idea of penalty -- class.

Yeah just nonsense Capitol Hill right now.

They're all protected by armed security with -- -- magazines while they sit there and they try to limit the average citizen.

-- -- -- because they think that's reasonable America one last question we are running out of time president Obama's liking this a big -- done in Minneapolis tomorrow.

You know that captain Kelly and got real different to making it an issue Mayor Bloomberg is gonna launch a big campaign.

In fact of running an ad during the super ball here in the Washington area.

Pointing out the fact that in 1999 is supported universal background universal -- we -- that -- at gun shows up to.

Are not expressed expanded the -- your right you used -- stand corrected.

Question do you think in this environment -- this new effort.

After -- on -- still gonna be able to convince congress.

Not to pass.

Any new gun control I think the majority the American public sees through this they want the current laws and force they don't want more laws imposed on what's -- -- the law abiding.

And they see that how little all of us has to do is keep Americans safe and how much it has to do with a decade to decade long agenda.

The edges drag out the same old gun ban proposals in and trying for one here thirty years and piggy backed them -- this tragedy.

And I think that's a tragedy let's make Chicago say.

Let's put federal task force in there tomorrow morning mr.

Lapierre thank you thanks -- -- for coming in today and this is going to be a debate.

The first big political debate of this year thank you sir thank you.
