Last year -- massive investigation uncovered a billion dollar insurance scam against one of the nation's top disability programs.

Now we take a look at why the system continues to be rife.

With fraud and abuse David Lee Miller joins us now live in our studio here in New York David -- -- Marc indicates you're talking about.
