The former US ambassador to the UN and -- Fox News contributor ambassador what do you make of this is it at different battlefield a different type of warfare.

Well I think clearly that challenge it's a cyber warfare operations is one that the US is catching up on -- specially.

Compared to China which I think has the most sophisticated.

Cyber warfare capabilities.

In the world and I think we're seeing.

Evidence that all around us.

We're just now developing theories and doctrines to distinguish.

You know along the escalation -- what's.

Just malicious hacking what's commercial.

Espionage what's governmental espionage what's an act of war what are our.

Appropriate responses.

And what are a -- appropriate preventive or or preemptive.

Measures I think China's well ahead of us than in the cyber area.

But I think that's just part of a larger challenge that we face in dealing with China over the next several decades.

Of course China denies this and says it's all just about -- trying to contain China and that.

Were racing these red flags that are legitimate because we want to be able to have an a trade imbalance with -- we want to have an upper hand or advantage so they're denying all of these.

But I remember late last year there was a bipartisan.

-- in congress commission there.

-- also looked at different items of technology that two major Chinese companies were trying to sell to US companies.

And east to congress members a -- -- Mike Rogers was a Republican.

On the stood up and said we don't even want you buying this particular technology from these particular companies because we believe they're building in spying mechanisms and other things.

Into this technology.

Again China says you're just trying not to do business with us so how we respond.

Well look I don't think anybody in the United States wants a confrontation with China and I would say in fact the dominant theory both in the US government and in the US business community.

Is that China is engaged in what they call a peaceful rise.

Secretary.

Clinton and Vice President Biden have both welcomed that in recent months.

And this peaceful rise will lead to China being what they call a responsible stakeholder in world affairs.

Well maybe that's one possible scenario but it's not the only scenario and it's not necessarily even the most likely scenario there's not a lot that really we -- we can do to have much influence over its largely.

A Chinese call but if you look at the role of the People's Liberation Army it remains the single most important element in the Chinese Communist Party in the Communist Party.

Still dominates the Chinese Government and Chinese political affairs.

So I think it's a very yet very difficult road ahead will require a lot of care by the United States government but also preparation against the scenarios where China's hostility is much -- over.

Do you think this administration is done and not thus far any -- we have a White House senior official saying we repeatedly voiced our concerns to senior senior Chinese officials.

In this State Department saying we talked with them about -- a number of times.

Where we find a delicate balance between letting them know we mean business and you know maintaining relationships that are beneficial to both sides.

Well by doing something more than talking to him about it I mean the evidence so far and obviously a lot of this is.

Highly classified is that the Chinese have hacked into the main information technology systems of the top several hundred American.

Companies and and -- virtually every department of the US government this is a very broad and deep and aggressive cyber warfare.

And I capability that they've that they've built and as I say it's matched by many other things upgrading and modernization of their nuclear and ballistic missile.

Capabilities of planned expansion of their navy that that would make it larger than than ever and modern Chinese history.

Various third of even aggressive territorial claims in the South China Sea in the East China -- this is a pattern of China building up.

These capabilities that that really bears certainly very troubling to China's neighbors in east and South Asia and should be troubling to us as well.
