By directing at least three billion dollars in federal money to building more highways five times.
What it spent on repairs California transportation officials estimate that over the next decade.
They'll need seventy billion dollars for highway and bridge maintenance about 52 billion more than what's available and then there's Texas.
The oil rich state has built more highways and bridges than any other but over the next twenty years it will fall 170.

Of what it needs to keep that network in working condition.
The Congressional Budget Office estimates that on a federal level -- country needs fourteen billion dollars.
In additional funds each year just to maintain highways and fifty billion dollars more to improve them.
So we've gotten to the point where the Government Accountability Office says.
Only five point 2% of funds allotted to the Federal Highway Administration.
Are going to new highway construction and 2.5 percent is going to do bridges almost everything else is maintenance.
