Real reform means establishing a responsible pathway to earned citizenship.

A path that includes passing a background check.

Paying taxes and a meaningful penalty.

Learning English.

And going to the back of the line behind the folks trying to come here legally.

Immigration reform just won a president Obama's promises to the country during his State of the Union Address last night.

And one week I guess all eagerly -- -- for wish and maybe not during a second term joining me now.

Where it's exclusive reaction to the president's speech and controversial goals laid out last night former Massachusetts senator now Fox's contributor Scott Brown welcome senator Gloria.

Hey John great to be on -- hello to you and your viewers well appreciate you being there.

But for I gotta get one political question out of the way you know -- -- your -- Sorry why not run for Kerry's seat.

Well it says is the people's -- as you remember hand to do five races in six years and raise another thirty to fifty million dollars and then go and participate in -- congress it's really dysfunctional and extremely partisan I felt I could make a different -- being on the show -- doing other things and plan to stay involved certainly but.

You know I'm gonna continue to work and be part of the election process back home in other elections throughout the country.

-- we welcome into the program in the network cost thanks so much for being here.

Through the prism of the president's speech last night and your experience being in the senate.

And what what are the things you think he can get accomplished this -- Well listen there weren't too many olive branches being passed -- to -- to the members of congress especially the GOP but there was certainly worth things that I felt have some promise for example the trade -- -- Europe and trying to develop.

Jobs but the problem is that everything that he's laid out and -- certainly laid out his priorities very clearly.

How you gonna pay for them.

If we had no debt and everything was marching on swimmingly would be great but -- -- a sixteen point five trillion dollar national debt when I went down there.

Almost three years ago it was eleven point 95 trillion dollars.

And people need to understand that that's real money obviously and we need to get that under control us we're not gonna have the ability do any of those wonderful things that he's pushing.

Obviously the immigration issues important.

So there are things that we can work on but the key is to do it together how is that the senate didn't pass a budget the Democrats in the senate voted for years haven't how is that possible is not a constitutional duty.

Sort of like -- the supposed to be the 41 vote against health care and that didn't work out that way either.

Well it didn't work does somewhat but more importantly it is the SS responsibilities Harry Reid's job.

Harry Reid and his lieutenants obviously Schumer and and -- Durbin then there's they're supposed to get that budget done it's shameful and really they should be doing it they say they gonna do it this this time I wouldn't hold your breath.

But -- -- you run a business Saudi run your own household.

If you don't even have a budget -- -- set the priorities of the -- of congress if you don't have a budget sent acceptable you sat there you bend.

-- state -- the union addresses.

You've now had some experience and at that level of of government.

What are the things that if people knew about the senate won't.

What would you want to tell them that you spent most surprised you in terms of its dysfunction.

Well the biggest thing if you -- understand that there's one person and that's the majority leader Harry Reid the controls everything in the scheduling.

What bills are going to be brought up and when he brings up a bill for example when he brought up the DREAM Act.

He brought it up ever gonna pass it tomorrow.

Taken -- leave it no amendments no nothing fills up the amendment tree shots up to -- tries to -- things -- when they inspire people about.

-- over those votes are -- lack thereof.

He could bring up anybody wants any time so the fact that he's in charge they think somehow where.

The minority parties in charge that's the first thing the second thing is you can get things done once you let the body.

Have their time and have their say in a particular issue.

Things will work out remember last year I think you guys -- today the president was walking up via.

But the Galley and I said Mr.

President are you know my insider trading -- on Harry's best Tom to get it out and in fact.

After that he got to know we pass that insider trading bill the stock act so you can do things that you need to include everybody -- that's not happening.

I thought you more than 41 -- -- Did I mean that was a whole purpose you know I had was -- they -- the reconciliation process -- resemble label they they went through political imaginations.

Tim circumvent not only my vote but.

Actually I didn't take any amendments didn't try to make it better.

Tried to ram it through wind and you see what's happening now it's it's it's it's really not doing everything it should be doing.

I have always said that I would not have supported it I would have voted as they did to repeal it.

I think the states have the ability to do it better and the federal government is not the answer to everything all right senator thanks for -- was -- -- -- fan I appreciate you being here.

All right John thank you.
