Which means tax revenues have plummeted so if raising taxes is not the answer then of course you have to lower spending.

But the new emergency manager says bankruptcy would be even more painful -- But the one thing everybody needs to know if you go into bankruptcy chapter nine of bankruptcy -- weighted towards municipality.
