Fox at 3 o'clock in New York City we're learning more about that Oklahoma dentist whom officials call a menace to public health.
They've already urged thousands of his patients to get tested for -- being Pepsi and HIV the virus that causes aids.
He's doctor Scott Harrington here's his picture investigators say he's practice for some 36 years.
This is from from a -- -- he got his license 1977.
Health officials say -- the trouble all started when one of his patients tested positive for HIV and hepatitis C despite showing no warning signs.
It's important to note he may only be positive for hepatitis C only according to lab would result that came out later but they comb through the dentist's office.
And that's when they found a slew of contamination issues they tell -- there were outdated drugs including one with an expiration date of 1993.
Dental instruments that had turned rusty.
Inspectors said the dentist and set those aside for patients he -- carried infectious diseases.
And they added that his office is not properly sterilizing its equipment.
Told investigators to talk to his staff saying they take care of that I don't.
Now he's no longer practicing doctor Harrington voluntarily closed his offices ahead of a hearing scheduled for next month that's when he could lose his license for good.
She talks were correspondent Jonathan Hunt is in studio -- this afternoon but tell us more about what the investigators found on this guy.
Well first of all this this was all revealed in the first place check by patient presenting himself to adopt -- somewhere within the Tulsa.
Help the district that patient.
Was diagnosed first a -- with hepatitis C.
And the HIV virus -- now being told though it was just hepatitis C on secondary testing but.
This patient showed no other risk factors for contracting those diseases.
And they put two and two together they found that he would have a dental procedure performed at doctor Scott Harrington is surgery.
At a -- the time he contracted.
Have seen so that's when investigators decided to go take a look at that dental practice.
That's when they found what really bids is -- little shop of horrors there and it looks like -- blue book that's got to -- I'm -- mean you've detailed in in your introduction that everything that they found.
In the dental practice.
Now they grabbed gold and seventeen.
Can -- complaint against him the most serious of those -- I'll quote.
Being a menace to the public health.
By reasons of practicing dentistry in an unsafe all unsanitary.
-- all place.
And another one committing gross negligence.
In the practice of dentistry.
Now you've quoted doctor Scott Harrington who by the way is known as his full name out Wayne Scott Harrington in this complaint you quoted him as saying.
His golf take care of those it matters of sanitary conditions according to criminal defense attorney camera -- who I spoke to earlier today.
That is not gonna cut it.
You have a duty to act to supervisor staff and you have a duty to ensure that that.
That you have sanitary conditions and they were acting under the control of ten this was his office.
These -- his.
The people under his it sapped his salary so he can't push it off to the lower people who worked for -- it's absurd.
-- thousands of the doctor Harrington patients are just getting this let's and that which we've just seen imagine getting one of these let us.
Chip telling you that you are risk of contracting hepatitis C and the HIV virus from treatment by that doctor they're being told according to this -- That testing.
Is gonna begin on Monday they had originally said Saturday it now appears the testing for all of those thousands of patients will start Monday then they have a two to three week wait to.
-- the results through the media Jonathan Hunt thanks to people who've been through all of this and have been inside that doctors' offices with us.
Susan Rogers is executive director Oklahoma City horse into the Oklahoma board of dentistry.
She signed the official complaint against that Dennis listing all of his apparent violations.
And -- waters says he had four appointments of doctor -- the first one was to get his wisdom teeth removed thank you both us is -- to begin with you that's all right.
You went in there after a complaint against this Dennis hit it to give us the highlights -- what you found.
First thing that -- the most shocking to me was the fact that I've visited with Fidel assistance.
And they went through their procedures because we were there to find out exactly -- the procedures worked for the Health Department can make a determination.
The risk factors and determine whether they need to do a public.
And -- let people know that they needed to go get tested and only visit with the assistance they freely admitted that they were doing the -- IV sedation.
They went through their procedures for the sterilization.
And the primary issue here is that the doctor had turned over all of these procedures to these people who have no license.
The only training they've had is with him.
And if it's they are not supposed to do those things in Oklahoma it's a felony.
And it's just unheard -- it's just a perfect anomaly in a situation.
We went through the procedures Automator poll out the auto play that had the actual instruments and it's.
And she told the mountain and they were rusty and I was I was horrified.
The person that was investigator with the Health Department that was my partner was horrified.
Who is a registered nurse.
Just something I've never seen before is very very and usual situation.
And Dylan you were a patient in that you went there four times this news must did you like a ton of bricks.
It was definitely shocking to hear and I didn't hear.
You know first -- I heard it from coworkers -- I was -- work and but just completely stopped match facts and almost just drop dead right there -- just shocked this did you notice witnessing there.
Dylan I'm sorry.
I kind of realize some things are different when I noticed the nurse was ministering my anesthesia -- my procedure.
But I thought you know maybe she's just the amnesties and there -- so officials go on and at noon or so come in and assist doctor -- ten.
But besides that I didn't really see anything else because.
All the instruments that and see firsthand they were all when I was under so cynicism I know it's important that everybody get tested but.
Well how high would you say the risk level is for patience.
I would -- -- -- state Health Department I can tell laid it out of the lists of things.
That we saw -- -- there was multiple violations of not following basic infection control -- sterilization procedures.
Recommended by the CDC which is -- you know we require as well.
Multi use vials that says the assistants were using for multiple patients you're not supposed to do that you're not disagreement opera -- Just several things that.
They just are not normal.
Before before we go by -- He the doctor has dropped out of sight.
But if I've been one of his patients I might wanna talk to him it any thoughts on what you'd like for him to know.
I was when I know he was obviously aware of the situation that he is pitting people and so why -- why do you continue to practice and continue to do that things and the people at risk.
When his base -- just.
Doing doing everything -- needles back and putting people at risk and now also want to know why.
Health Department didn't step in sooner I mean this has been happening for possibly six years so why I went there inspections prior to this so -- definitely.
Steadily big shock you -- good questions all around I'm guessing this is just getting started -- waters -- -- a patient and Susan Rogers executive director of the Oklahoma border -- thank you both and good luck going forward.
