And welcome to FOX News Sunday panel -- with Bill Kristol Mara Liasson Charles Lane and -- you're wondering what happened -- Gillespie.
Former chairman of the Republican Party he is off we're taping this on Sunday Easter morning.
He's off the -- so we said going hat.
Oh well we talked today about gun control same sex marriage -- stern -- the Pope.
What else to talk about the other big story here in Washington immigration -- -- And there seem to be some indications that they're getting closer to a deal so let's talk about that Bill Kristol.
Where are we now on immigration reform and and explain because it's a really a hot issue now this question out of guest.
Visas guest worker visas for for certain people lower skilled people in the fight between business and unions about that is -- what's going on here.
It's important just it's funny especially for Republicans spent all last year saying the economy -- economy the only issue that matters the economy.
What is it when talking about now same sex marriage -- control immigration if under the country does the sort of gets to decide what its interest in it and and and not what political consultants -- -- -- -- -- accident.
On immigration I gathered as the chair of commerce and -- -- scenario seem to have reached an agreement.
On this very controversial aspect of immigration for reform the guest worker provision -- -- that's controversial.
Well because bringing in lots of immigrants as guest workers.
Could depress the wages of those who might compete for those jobs who are here in America and they -- -- thoughts offense Douglas where they may not particular draws but at the end of the day.
By simple economics if there's an actual supply of a couple of thousand low income.
These tend to be low -- jobs.
Lower income workers that probably doesn't help the job prospects -- precisely those Americans who have been hurt the most the last 2030 years which is lower middle class working class.
Not college educated workers so I think that the candidate let me just -- -- -- just back up here -- -- make a point so the unions are concerned.
This is -- -- either gonna take jobs away from their members or lower the wages for their members business as I -- we could use some people.
Right and it seemed to worked out there -- try to guarantee.
It's adequate wages or really guarantee of the union people their jobs so maybe they're only taking jobs -- -- not needed.
Members I don't know I -- administration the most is that could be a deal of this gang of eight of bipartisan gang of senators who are trying to work out a deal that if they try to ram this through.
The senate which seems to be the way they're going one week of hearings one -- -- mark up let's go to the -- I think he'll be a big popular backlash I have been a liberal on immigration reform from within it within among conservative ranks argued with a lot of with the standard readers and Fox News hears about this over the years but I personally would feel that if they just try to make radical fundamental forms of immigration -- fundamental reform -- 25 years.
Very serious things that have big consequences for the country over the next 51015 years to do that in 234 -- -- the for the senate.
This needs to be subject to serious hearings and real debate I think there will be a big populist backlash -- And let me just say that there's been an interesting sort of inside game going on -- Washington because a lot of the details of this quote deal.
Have been leaked and some Republicans think that it's Chuck Schumer and the Democrats who were -- -- to try to build up all -- -- top of deals done let's go.
And Marco Rubio this weekend came out with a statement saying no no no deals done we're not there.
And basically until everything's agreed to nothing has agreed to.
And they don't want their hand forced on this issue.
You know I think for the Democrats I don't think there's a need to rush this now a lot of times and people say oh we need more hearings it's because they wanna kill it.
They want to delay it to death I don't think that's the case here I think there's the consensus.
Among both parties the Republicans totally changed their view on this after the November elections when they lost the Hispanic vote three to one.
That -- come comprehensive immigration reform with the pathway to citizenship some kind of a pathway.
Is gonna pass and I think it is and I don't think a couple of -- -- -- weeks will harm that process.
But one of the things that seems to be forgotten Alex -- prior to this whole thing about the guest worker visas.
Was a big issue -- was enforcement.
Because they because they the Republicans were insisting there had to be an enforcement component particularly before -- path to citizenship either had to be certified.
That the border was secure improving by people along the border Rand Paul wants it to be congress that -- has not been settled.
I don't know if that's unsettled but I do think there will be a certifiable border security component of this that was not in president Obama's original plan.
But I do think that something that they will accept exactly the mechanism for this I don't know what it's going to be but I think it'll be -- there.
I think what we're learning here is that hall.
All these years to guest worker issue has actually.
Then one of the thorniest one of the true obstacles to immigration for people talk about a path to citizenship and so for -- -- But this is a huge deal for labor and back in the last time around 2007.
During the Bush Administration.
There are people who argue the whole thing came apart then over the guest worker issue Barack Obama Barack Obama put in a bill that that some people regard as a poison pill.
And you know I'd like to see.
The details of this guest worker thing before we declare whether it's a good idea and B whether it's politically workable or not it seems kind of strange to say that since.
The head of the chamber of commerce and rich from the -- -- shook hands -- something that you know it's all over and America's -- decision.
I think it is probably premature to say that this whole thing.
Has been wrapped up there's a lot of money at stake is a lot of jobs at stake there's a lot of old fashioned political interest at stake people are gonna wanna pour over that guest worker provision.
-- fine -- I'd hate to give you an indication of just how.
-- -- this is.
According to this oppose a deal to play out in the that people would judge the economy each year and based on the unemployment -- and things like that they might change the number of gas workers there were allowed in the country depending on whether there -- a lot of jobs around and available or whether -- -- not a lot of jobs around and they'll let me just ask you one final question we're about to run out of time it -- -- on -- here I think -- this all let's say it's all subtle than let's -- the senate -- thought.
Not gonna go to the house and a Republican majority in the house which hasn't been falling over itself but it does say that they support comprehensive immigration from -- think this is gonna get through that big Republican controlled house.
I I don't know what I've ever to -- with -- caution.
The most of the elites in both parties -- wish this to happen and therefore saying it's going to happen.
I think -- awful lot more problems including other provisions not just guest worker where you could have real.
-- negative reactions to this let's legislation.
-- spent a lot of time complaining about this attempt to do comprehensive legislation like obamacare which fixes nineteen things are ones that.
Huge amounts moving parts -- you say with what the government be calculating each year some number based on projections of and I I think there could be pretty big populist backlash this isn't handled carefully if you're if you're pro immigration -- it's like same sex marriage elect.
If -- pro immigration reform usually for going cautiously in this I think otherwise the whole thing from fall apart I think.
I think that's where marker rubio -- I mean he wants this to happen.
But he more than anyone else.
Is keeping an eye on the Republican base because he's going to be running in a Republican primary for president probably.
And needs to bring them along to and bill just real quickly I mean.
You know because we all talk about the fact that that Obama got 71% of the Hispanic vote.
And Romney got 27% of Hispanic vote -- off.
You don't think that by itself and assure -- -- Republicans will hold their nose and go long from now because the end of the day.
A people's living because right in the you know you could still get an extra 3% of the non Hispanic vote -- the presidency.
I think rubio is the man community this is that huge he is that the man on the margin here could -- it either way.
And this will be very -- decision from both substantively and politically all right thank you panel.
-- check -- with us throughout the -- let us know what you think about all the issues we discuss -- but especially immigration reform.
