And hello again from Fox News and Washington.
After more than a hundred days of intense lobbying on both sides the senate is about to take up legislation.
To impose tougher gun controls.
-- in the months since the new town massacres support for -- measures has stated on Capitol Hill.
In a few minutes -- -- what they saw Hutchinson head of a task force on school safety funded body and -- right.
But first the president's senior advisor Dan Phifer joins us from new York and and welcome to FOX News Sunday.
Things haven't expressed.
Before we got the guns I want to ask you about some breaking news.
The Pentagon has delayed.
A test firing of eight minute man ICBM Intercontinental ballistic missile this week.
Fearing that it would ratchet up tensions with North Korea and -- young dictator Kim -- on does the Obama administration risks looking like it is paving.
The threats from -- No absolutely not Chris let's let's listen to take a step back -- -- the whole picture here.
We have a situation where North Korea is engaging -- pattern behavior we've seen for many many years provocative actions bellicose rhetoric.
-- the key here in the onus is on North Korea to take a step back and meet their international obligations.
And so they can undertake what they say is their number one goal which -- economic development that can only happen if -- -- -- if they return the international community which can only happen at any international obligations.
Well having said that North Korea has moved a medium range missile to -- East Coast Jay -- on Friday said he would not be surprised -- they fired the missiles the South Koreans seem to expect it.
It is within range of of Guam.
How would the president regarded given the fact that you have now delayed this missile test by the US if North Korea goes ahead and -- that's that's.
Well we don't we've seen the reports.
That you -- there as as Jay Carney said we wouldn't be surprised.
Missile launches have been -- a part of this repeated pattern of behavior from the north Koreans.
And what like I said the onus is on the north Koreans to do the right thing here that did this you know they're they're they're they are the source of the problem and the and the only way to solve this then take a step back.
When you say we can't Turkey dinner to make when you say that that the onus is on them what if they don't.
Well then then they're they'll continue to further isolate themselves in the world.
They'll continue to further.
Hurt themselves -- in the north for people are starving because actions like that like the -- north Koreans are taking right now.
All right let's turn to guns just -- new town the president.
Said that he would -- told the families of new -- the victims.
That he would use all the powers of his presidency to push for new gun controls and try to prevent.
More massacres like that's.
Now as the senate takes up the -- and maybe this week the ban on assault weapons is -- at.
Op plan to limit the size of these high capacity.
-- gives me magazines is in great trouble and even the idea although it has broad public support of expanding background checks.
-- in trouble question why has the president been.
It's been so ineffective apparently in pushing his plan.
Well this is in a court.
Well let's be very clear the president has has pushed very -- he was in Denver.
Last week he's headed to Connecticut on Monday can make the case.
He -- Marshall did the American people to aside like you site.
90% of American support.
XP expanded background checks that is a you know -- you can't get 9% of Americans agree on the weather so he's he has made tremendous personal question here is.
Is congress and the Republican congress a particular gonna listen to the American people and do the right thing.
Well you white Republicans thought I want to put up what Harry Reid.
The senate majority leader is that talking about Dianne feinstein's plan.
To ban assault weapons what he's sad about that.
Right now her amendment.
Using the most optimistic.
Numbers has less than forty votes -- that's not sixty.
If they don't have forty votes in the senate for the assault weapons ban that means at least fifteen Democrats have joined the Republicans in -- -- that.
Why has the president Dan been unable.
To -- more support from Democrats as well as Republicans.
Well I think.
Where there's -- things -- first is on all of these issues.
The -- majority Democrats are supporting it in a tiny minority of -- if any Republicans are supporting us on these common sense measures complete consistent with supporting the Second Amendment.
Where we are right now -- it is in the focus is on.
Passing -- in what the president wants the sign is a strong bipartisan -- -- back projects.
That that has 9% support it can get down -- what it's gonna require is.
Is the Republicans choose to not.
Filibuster -- not require sixty votes when the president gave the city union with the -- -- families in the audience all the Republicans that up and applauded when the president call for a renowned.
Now the cameras are off in the new -- families aren't there there engage in these latest they've tactics to make this harder there's no reason we have to do than as the president said.
Politics is the only reason this stuff won't get done.
But but again -- on the assault weapons ban which is part of the president's program.
Harry Reid says it doesn't have forty votes so even if you didn't have a filibuster it still wouldn't pass the senate because you don't have Democrats and which raises the question.
Why didn't the president go harder out.
Democrats from red states states with a lot of -- have -- -- rights and try to persuade them they got on board.
Well I think look I think the person when we put forward a package we knew that this is the ideal package is what.
-- from conferring with law enforcement community leaders.
Gun rights advocates gun owners and sportsmen.
That was the the best response to Newtown ending in gun violence in this country we knew that all that was gonna pass right away.
But so -- where we are right now is that there is that there's a bill in the senate.
Which is the the most progress we've made.
Legislatively in many years to try to address gun violence and that and -- can the crux of that -- what.
When many advocates say is the most effective thing we can do which is universal -- -- -- background checks and so the question is are we gonna are we gonna pass that bill.
Or are Republicans -- -- it that's the fundamental question facing folks right now.
We're talking but they -- Hutchinson ahead of the NRA funded task force on school safety in the next segment.
They say that this task force that Hutchinson Ladd put armed guards and every school what's wrong without.
Well I mean first there -- no one who thinks that who's -- these issues not law enforcement.
Not anyone else who think that that is the best response to this now the president's been very clear.
And a significant piece of this of the recommendations that he's put -- -- trying to get past.
Involves school safety involves giving communities the efforts and resources to make decisions about what they -- whether they wanna put.
Put trained police officer in school so we should be awarded to make our schools safe absolutely no question of that but that does -- mean we shouldn't take.
Other common sense measures.
That are supported by the majority of Americans.
About overwhelming majority of Americans majority of Republicans cemeteries and gun owners that's the right thing to do when there's no reason not to do it.
The president submits his budget Wednesday and we already know a good deal of what senate he offers to cut social security and Medicare.
By more than 430.
Billion dollars over ten years EF.
-- Republicans -- to 600 billion dollars and more taxes.
A couple of questions first of all is this a final offer on entitlements.
Or is that president willing to negotiate.
And for instance consider putting his earlier offer to raise the eligibility age for Medicare back on the time.
Well what what the budget within the budget is is we've taken the final -- be what the last offer we gave the speaker Boehner before he walked away from the fiscal negotiations in December.
And put in the budget.
One to show that the president's serious about addressing our deficits in our economy -- a conference of what but also to show that if that.
There's a false choice between.
Deficits as far as the -- can -- and job creation economic growth now you can do both that's of the president's budget does that's what you see on Wednesday and look.
The president is having dinner with senate Republicans on Wednesday night -- continue to talk with folks so were open -- conversations for right now the approach of many Republicans.
Particularly the leadership in the house is my way -- the highway.
Their view is that the only acceptable plan is to try to cut our way to prosperity.
Turn Medicare into a voucher program in essentially enacted the Romney economic plan the American people projected that in the Republicans should be doubling down on it.
Well I want to ask about that you're exactly right house speaker Boehner as soon as he heard the reports of that he Obama budget.
Flatly rejected it because he said it calls for new taxes and he's not gonna go along with that as you point out -- the president is going to be having dinner Wednesday at the White House.
With some senate Republicans.
Question do you think does the president really think that he can go around the leadership.
Of house Republicans and senate Republicans go around the leadership deal with -- the rank and file members and get some of them to support him on the budget.
What what we're looking for for the president calls a -- caucus of common sense folks -- willing to compromise to understand that.
In divided government -- -- certainly get everything they want.
There have been some willing partners is in the senate Republican caucus and we've had some good conversations then there's a lot of work to do before we get there and I would say the speaker Boehner statement.
If you're looking for the answer the question as to why.
The were the approval rating of rational Republicans as an historic low to look no farther than that statement.
-- view is my way or the highway do exactly what I want give massive tax breaks for the wealthy and -- the middle class to pay.
The pay the freight that's that's not what the American people want at the Republican Party really wants to reach out to Americans as they say they should start by listening to Americans.
The march jobs numbers came out Friday and I think you would agree they -- Graham.
Just 88000 jobs created 496000.
Americans left the job force.
Labor force participation is now 63 point 3% that's the lowest.
Since Jimmy Carter was president the white house on Friday was blaming the sequester and Republicans for supporting the sequester.
But a lot of independent analyst -- save a much bigger problem for the fact that the payroll tax taxes have increased.
And also the fact that the cost of hiring.
New workers under obamacare is keeping some employers from from getting new people -- those were serious problems in the sequester.
And I was certainly the the end of the payroll tax cut is that is hurting Americans because that means there's less money in their pockets.
Less money to spend a small businesses less money to.
Two to spend some while -- shopping.
So -- that does have an impact on the -- no question about that I think it's important look at the overall picture bomb on the economy.
We've made a lot of progress six and a half million private sector jobs creator of the last three years.
The housing market's coming back manufacturing is coming back the American -- industry is back but there's more to do and so why should prevent any individual month.
Because if that if we -- 290000 jobs this month I would give you the same answer which is we're making progress we have to didn't.
And just briefly and I wanna get to immigration before I let it go that the total number of jobs created in the first three months of this year and there were two.
Pretty good months before in March is still last in the eight total number of jobs created the first three months of last year it is not a roaring recovery.
So it is -- -- that we have to do more that's that that's the president's point that's why.
When you see is by -- -- -- you to -- comprehensive plan.
The focus -- on creating jobs and -- in the middle class we have to do more what we can't do is cut is try to cut our way to prosperity is as some Republicans are suggesting.
Finally the bipartisan gang of date and the senate is expected to come up -- its release its immigration reform plan this week.
Which will include a trigger on border security before a legal immigrants can move towards becoming citizens.
-- secretary of Homeland Security Napolitano says relying on one thing as a so called trigger.
Is not the way to go and a draft of the president's the president's plan on immigration reform does not make a link between border enforcement -- the path to citizenship.
Question what the president sign an immigration reform plan that does make that kind of blank citizenship.
But first border secured.
Well we have been working very closely.
With the gang of eight this is one of these is a bright spot in Washington Republicans and Democrats are coming together.
Trying to find common cause you have the AFL CIO and the chamber of commerce working together -- -- To agree to some provisions in this bill that's that's tremendous progress and we feel very good that the product that they are working on is a product is completely consistent with what the president has put forward.
What he ran on and war actually.
Address immigration reform and a common sense ways we feel very good -- this is -- But just answer my question what the president sign a bill that mandates that kind of -- Iran border enforcement.
What what they're looking at and what it's been talked about and that in the in the gang in the proposal is a 100% this is -- with the presence there aren't so we feel very good about it.
And they are looking at it in the right way.
Dan thank you thanks for coming in today we'll stay on top of all these stories in the week -- thank you --
