So Greg Walden who is the head of the National Republican Congressional Committee the campaign committee that elect's house Republicans.
Said in an interview this afternoon.
That the Obama budget was a quote shocking attack on seniors -- quote.
And he said in the context of the discussion about the change CPI's tweak that Charles explain and and is really minor.
Tweak in terms of calculating the cost of living.

-- so I did some reporting -- try to find out is did -- mean specifically to talk about the -- CPI -- -- doesn't seem like a big deal it's something that Republicans in leadership.
Have been pushing in their discussions with the president.
On how to reduce the deficit.
And you know it's something that others have been pushing -- Charles citizens and commissions have been pushing.
And arguing for a long time in fact the chief criticism of -- CP -- -- this point heard from Paul Ryan and chuck -- house and others has been that it doesn't do enough it's merely tweak its -- getting.
The calculation of cost of living in line with what it should be.
It doesn't count as a serious entitlement reform and spent 45 minutes with Paul Ryan listening to him talk about how the president's budget wasn't serious enough.
On entitlement reform didn't do the kind of structural entitlement reform that we need so is very odd to have a member of the Republican.
Leadership in the house the head of the -- congressional campaign committee attacked the president for the last.
Not only that but every time I asked anything about change CPI to Jay Carney and all he started by saying was this was the Republicans -- yet.
This is not what the president wants to do.
The Republicans want to do this and this is the starting point for negotiations on other things -- Tax increases at the White House wants to do so.
I mean it's just an existing.
Negotiating point for Republicans to go to the left him and get hammered a lot from the administration -- here's the problem with -- Republicans have.
The moral high ground I would say it almost to themselves on questions of and how to reform and and dead in that by doing this they give the White House the opportunity to say.
What do you guys have been coming to us asking for this.
Repeatedly and you can go back inside a hundred news stories that -- Republicans pushing for this and now you're gonna try to attack the president on it.
From the left just doesn't make any sense I think it was a misstep I expect frankly that'd be.

To try to clarify rectify the situation here John texas' season.

This is a total lack of leadership and what I think it is it gives you the indication -- this is not a serious proposal.
I keep hoping it could be that it could be an opening because there if you asked about the grand bargain in the show.
There is no way you can be done it's not that hard.
Obama wants to close the loopholes to Boehner had offered that early on in the other negotiations.
The way to do it is to do tax reform like Reagan did with a twist and that is instead of all the money.
Who returned to the the people who pay the taxes.
In lower rates which is what happened in 1986.
Do you take half the money and do that the money you raised by closing loopholes.
And Republicans will concede the other half.
Obama by the treasury.
Can have that -- -- to be spent or saved as a congress determines.
If you winning each side is willing to close the loopholes for one side and -- you have to cut rates obamas as you know.
Obama's is and one and all for spending the Republicans and now.
You cut it in half you had the CPI change and I would also added changes in retirement age and you have got something that will cure.
Debt problem for a decade or two it's not that hard but Obama doesn't seem to want this.
Because he's arguing he's late -- CPI it's only give away.

So this time the Republicans on the hill looking for that to be a much better balance in the opposite direction for them.
I think that inside the White House so they feel a little bit of -- head of steam from those negotiations because they feel like they -- the fiscal -- negotiations they got.
The tax hikes the president wanted very little spending cuts but now they're back for more tax hikes it's unlikely Republicans on the hill gonna go for again.
Is there a sense that.
That this is really the opening -- in this this big.
Grand bargain deal or do you think -- there's a sense that this is kind of more of the same.
Hammering Republicans and and where you get to the end of the line and it's really a political document.
-- in part because what else to the president talk about today reintroduce the Buffett rule which really.
There's no force of wall behind it just sort of this operating principle the White House -- You know that -- a plumber shouldn't be paying higher taxes than Warren Buffett or secretary should be paying higher.
But there's no actual policy proposal behind it no actual law no part of the budget.
It's just an operating principle so it -- a chance to beat up on the other side again.
I think the bigger issue here for the president is yes this is the opening gambit because he needs to try to get this budget situation behind get some sort of -- -- and I that he will.
Came on some of this because he wants to deal so bad why -- he wants to move on immigration reform he wants try to finish this gun control issue which is.
Going to come to a head tomorrow obviously this cloture vote in the senate.
And why does he want to do all that quickly.
Time is running out if you think about congress is going to be gone for the fourth of July recess they're gone for the month August present will be vacationing probably in August.
And then come September October -- in campaign mode for -- fourteen.
The number of legislative days to get his legacy items done.
Is dwindling by the day if not the hour.
There -- exactly right by the way Kim in Virginia says Kathleen civilians jumped the shark when she just could not understand why we all didn't get on board with obamacare.

I said this it's an unworkable plan the agreement also prioritize is collecting records.
Over protecting citizens as gun control special interest groups admit the proposal expands the government's powers to record.
Sales of firearms at the expense of expanding the scope of background checks.
This is the wrong approach preventing sales to dangerous persons not collecting receipts will save lives so is this.
You know deal supposedly in trouble it.
It could be in the fact that -- -- isn't on board I think suggests.
That you'll hear from more senators who are skeptical.
There's another element that I think is being looked at very closely by some senate offices that that I've been in touch with.
And it deals with whether doctors can or lost.
On mental health issues of potential gun owners without identifying out of their patients who are potential gun owners without.
Notifying the patients themselves and there's some concern now from some people on the hill that I talk to that.
The doctors might be required to make that kind of notification into the national database without first.
Telling or even eventually telling how the people on whom they are.
That would be a problems.
-- that would be sinister.
I mean there is as -- in relation between a patient doctor and you cannot have a doctor.
Adding to a registry where your name is there you don't even know what have you even know what you said.
There is an obligation if the patient is.
A danger to himself toward others and I was in that situation.
As a physician as a psychiatrist and I know what that means.
Then you -- reported you have to reporter and you should reported.
And that's sort of the -- let me ask 668 Mississippi serious question -- soldier returning with PT -- be able to pass a background check.

I think they're mildly optimistic inside the White House when you talk to them.
That especially with the new -- family's here they're gonna get expanded background checks at least movement on that tomorrow but.
But not nearly what the president originally asked for not as universal of a background check number one and number two.
God given assault weapon ban some of the other bigger things you want to just 34 weeks ago.
Pretty much -- It is important to point out that that even if it.
You know this legislation gets through.
This piece of legislation would not have prevented any of these mass shootings in recent months.
Come up none of them and I think that's one of the real problems that the White House has had making its argument and and others who favor these additional restrictions.
It's hard to say.
We're gonna do everything we can't prevent these kinds of mass killings and -- the new kind of family since I -- creek Wisconsin -- Aurora Colorado.
When when what you're proposing wouldn't have actually done.
That at all.
Don says universal background checks code for gun registration and tracking him and that's what people are concerned about and the question is is there an in between.
Back -- that can make it is there something that can not.
Concern the libertarians who feel like once you open the door that suddenly.
Be expanded bureaucracy will feel empowered to.
Go beyond that.
What you could do you need I think two out of its number one a president who publicly.
Would say we're not interested in the -- in a registry we're not looking to do that well we want.

The other part would be to have very strict rules about -- using the data.

If you have somebody in the IRS who starts -- into people's returns on their own without authorization that's a crime.
And I think if you make it clear I would attach that to any legislation to make sure that people have a sense.

As a way to track you down or to find you or your guns simply be way to match the purchase.
Against the records and are you on record as somebody who would be dangerous.
And I think if you could have laws and presidential leadership -- this.
That would say or -- and -- -- match and they -- can matter registry.
You might be able to find a middle ground.

Amendment there are some questions about whether he will allow the Feinstein amendment do you remember the original bill here was this -- -- magazine -- and and assault type weapons that that died -- death but now we -- had that people allow that.
To come on board as an amendment if he allows that that's gonna create a lot of consternation will -- allow a sixty vote threshold.
Four amendments -- will be a simple majority threshold for amendments we don't know.
And then on the outside -- -- going out again we have the sixty vote threshold for cloture.
When debate is done so many many potential obstacles.

Is seemingly in contradiction I think suggests that there's still more work to be done before that happens.

On their part about enforcement and that is the key provision.

The Democrats do not seem to be interest in stopping.
Another ten days and that's the only issue I think.

Decoupling those two.
It it hurts the process and they have to.

Meaning you know -- that happening along the way.
And 90% apprehension which is quite reasonable and if if you do that I don't.
I don't see why it's a concession for Democrats or liberals.
To do that and to say yes we should control our borders I believe in a big wall and a big game.
So that you allow people -- but we choose who they are and it's not out of our hands that I just find it incomprehensible.
That you want -- to give up.
Control of who gets into your own country.
But that's precisely the push.
That the White House getting from many congressional Democrats and a whole range of left wing interest groups and they do not want any border enforcement mechanism.
At all period does not -- -- Democrats they think I mean that's out -- to me that's the obvious and very cynical point out.
-- we're not sure how soon it depends how long this pathway to citizenship would be.
But it's it's fascinating to me that the White House is continuing to get.
That kind of pressure in the White House is publicly at least -- outward appearances seemed to response to that kind of pressure.
At a time when it could cost them.
This we -- this deal now -- there's did did.
Real question is do they want the deal yet and I think that's an open question -- -- I don't yet think that they're trying to blow it up but at the same time I think the president.
On the view I'm pull -- for the laugh I'm getting what I want I'm giving my interest groups what I want.
If it passes and if it blows up then I get the issue so he thinks it's a win win.
There's a lot there's a number of issues that are like that OK guys thank you.
