Did Defcon three -- KT my -- you know you -- -- and you think we're not gonna ever hear anything.
Bigger than what's just happened so then we have -- Boston Massacre now.
Letter bombs or not letter bombs that poisoned letters that are going to the president.
And to Capitol Hill.
That I want to talk to about this is somebody who really is very familiar with that in his own background.
Aaron Cohen who is -- -- former Israeli defense.
Forces guy who has a security firm in Los Angeles.
Are really wanted to ask you -- -- familiar with the pattern of these things being in Israel Israel has bombings all the time.
They know what to look for they seem to turn them around quickly.
What is your sense of what happened in Boston what -- really be looking for now as we're trying to find who's next.
Well I think that's -- I think that the focus needs to be right now it's it's going to be a combination of things.
Obviously we want to pinpoint who the culprits -- what terror group the reason why -- say that is because now we have.
And you know letters with poison being sent to members of congress to -- presidents.
So obviously the first thing is and and and and and -- up in the forefront is you know trying to pinpoint which exact terror group was responsible for this.
Who were the actual operational members of those terrorist group where did they get the financing in the training so that we can go out to the leadership and obviously put.
Put put the page in the squeeze on the person behind it's it's not so much to go round operative is it is the leadership it's important remember that Israel.
Focus is on going after the leadership in the management of ground level suicide bomber.
Or operations person -- detonating the bomb is a very small piece.
Of the counter terror layering it's the intelligence to get to the leadership the second part to answer question.
Is what we should be doing now in addition to two find beyond and and and -- in in and funneling who was responsible.
Is making sure that this doesn't happen again only make it clear.
-- in Israel we know that you cannot protect every pipeline you cannot protect every building but Israel stops hundreds of terror attacks a year.
Because of their intelligence services and their ability to use real time information.
To go after that leadership which includes.
Having the proper security in place -- to challenge in this country because America is really.
A teenager going through security puberty so we don't expect everyone to be perfect but as we've seen.
There was a terrorist attack a specific person went to a specific place.
For -- specific reason I don't believe in coincidence layer on top -- that the fact that there was rice -- just sent -- the president of the United States along with members of congress.
And other leaders this is not a coincidence.
It's not a lone wolf this is -- Thoroughly plotted terrorist attack on multiple levels in order to create fear.
And and harm to innocent -- so those are two important things in my opinion.
-- -- what we're looking at on the screen -- an -- some of the evidence photos from that Boston.
I'm curious fell to a number of people have said -- this must be a lone wolf there's no indication that it's a bigger part you seem to think otherwise that it may be.
I operational guy but there may be -- -- sort of brain trust or somebody who's who's getting financing for now I want what -- that includes.
Well it's because I come from the world of counterterrorism -- served in Israel's us counter -- special operations unit.
And mom and in the signature and the pattern.
From what I saw on 9/11 what's happening now the small to -- attacks happening at the same time -- simultaneous one.
There were two explosives that were set off to there were improvised explosive devices that we've seen in Pakistan.
We -- them in -- an Afghanistan we've seen in Egypt we seen in Yemen there's a signature.
The other thing that leads me to believe that this is terrorism is because coming from the counter terror world.
We frame and attack was such as an explosion against civilians.
And an act of terror and lessons deemed otherwise.
The US is having a bit of a problem with this right now which is understandable like I said they're just figuring this thing out which is very complex.
Given the civil liberties restrictions in the comfort restrictions.
But the truth is is that the Americans.
On and I am an American.
On the come from of the law enforcement expertise and that is investigating.
And that is trying to figure out who to perpetrate -- was.
The difference that's the subtle difference they want to try to figure who committed a crime we're gonna look at -- -- terror.
And we are gonna work backwards from that and if an Intel it's.
Fully dismissed 100% TT as not being a terrorist attack we will consider it an act of terror and that's a question of mindset.
In framing and maybe I'm just to Israeli that way -- take that to me it's a compliment it just adds.
More expertise to it to the marketplace so that you know we can -- and people like me can get out there attempt to -- we know.
-- if it is fans something more than just a lone wolf or let's say two lone wolves one part of the Boston bombing and other long while.
Sending -- some letters to -- congress and to the White House.
Should we expect more attacks of some sort in the next couple of days.
Yes well I I didn't get to see in the next couple days would be naive on I don't want to try -- predict when terror what happened.
But I will say this America has been attacked by a terrorist group.
The lone wolves per say.
Are never alone Timothy McVeigh although he was a a radical in some and a special forces drop out.
Who specifically one after a government building because of bitterness.
Is is it different unique case -- in this case here terrorists.
And it it's important for me to bring this out.
Actively use the Internet and the media and psychological propaganda tape incites.
And train that he's a lone wolves so in my opinion and the way I -- it is there's no such thing as a lone wolf today with the Internet.
And with all of the social access that the average person -- zero training.
Can get to and that's my fear and that's why we need to spend as much time in this country focusing on not just.
Who the culprit was of this.
Brutal disgusting attack but how to make sure that we stop future attacks from happening that's the responsibility in my opinion right now.
Okay well that's right that's -- fascinating especially given the background that you had.
As a commander on the Israeli defense forces and someone has dealt with these kinds of things.
Over decades -- can't thank you so much for joining us -- we'll be back here shortly.
There's so much TT.
I won't read are are really ironic comment that we just got from -- Dennehy says I thought but par on terror was over.
Well doesn't sound like it has been.
We may have thought it we may have been lulled into it but it doesn't seem to be the case after this week -- take a break and then come back and talk about.
If we -- gonna -- to East Asia and China.
I welcome back to Defcon three.
Sure now is.
I go to real clear defense stack comes -- -- -- here with us.
Thanks for having me KTM glad -- eleven the site.
Arafat has not ever -- on the site.
Talked to be about North Korea's nuclear missile test -- we have the Defense Intelligence Agency which you cover.
The Defense Intelligence Agency in a report saying North Korea has the ability to -- tries -- nuclear weapon.
Put it -- -- -- -- Of a missile and send it off to Japan South Korea -- even the United States.
But yet the administration seems to be backtracking we got a lot of different voices on North Korean military capability what's your read.
That's right well so last week at a hearing before the house armed services committee secretary defense Chuck Hagel.
And chairman of the joint chiefs Martin Dempsey were appearing on to talk about the FY fourteen but it's hearing that happens every year.
In -- how the house armed services committee sort of frames how it's gonna write the defense bill every year.
And it represented in their read a sentence and unclassified sentence from -- classified report from the Defense Intelligence Agency as you mentioned.
That North Korea could be nearing a capability where they could put and nuclear warhead on top of -- ballistic missile.
Would be game changing finding we've been operating under the assumption for years but that hasn't been the case and you've seen.
During this North Korean crisis when North Korea makes threats that a lot of people been saying -- don't worry because.
North Koreans can't reach the United States -- they can't even put their nuclear weapons on a missile.
This finding suggests and in fact they can't.
Now you mentioned quite rightly that the administration reaction to this was swift.
The Director of National Intelligence James clapper came out with a statement saying that this was something that was not.
The consensus view of the intelligence community.
That this was not a fully demonstrated capability -- -- pentagon Press Secretary George Little.
Had a similar statement and even the president has come out this week and said that he doesn't believe that that's the case.
I think what's going on here is that this is not something the administration is eager to talk about.
They look around the world and I've heard -- White House officials talk about this they look at -- ran Syria the brought instability that's going on in the Arab world.
And the bubbling tensions in North Korea and they say that this finding in this DIA report.
Is not worth the headache that it will cost because ultimately.
This is something that is based on analysis.
Not on discovery it's not something we know for sure.
Okay laden look -- a map that we're gonna put out showing exactly what the change of any of these missiles might be if in fact.
The north Koreans have the ability to put a nuclear weapon.
Either type an arm the sedan.
Right -- -- missile.
What are things that I can tires having banning governments for a long time when you have something like this which is that a good looks like an inadvertent leak.
But I talked to congressman -- born he said look that was not a mistake they DIA have that was an unclassified.
Right section of the report from the very beginning it wasn't.
Like somebody had a typo on the top of the page right and had a unclassified -- a -- -- classified.
What message do you think that the Defense Intelligence Agency is -- if banning.
-- don't -- if if the DIA is sending a message better but I know this I mean in the intelligence community of defense intelligence agency's role.
It's -- report to the department facts they're the ones that are supposed to be keeping track of military developments that could threaten the United States and we you know we heard this Sunday.
General Michael Hayden the former CIA director talk about how the defense intelligence and see.
Is by design forward leaning and a little bit alarmist when it comes of these things so they're looking.
At -- they're looking at where the north Koreans.
Will likely be where they think it's logical for them to be and developing this miniaturized nuclear weapon that they can put on a ballistic missile.
And use -- against South Korea Japan potentially the United States I think it's an honest assessment and you're right it's one that was unclassified.
How staff member discovered this site they confirmed with a Defense Intelligence Agency that was an unclassified assessment.
I think that there just being forward bookings are trying to look at the information that's in front of them say that.
This is a dangerous capability that the north Koreans could very well have and that we ought to do something about that.
Okay well you want to hear more about this -- to real clear defense dot com.
And read what Jess and walker has to say thanks -- for joining us thanks so much -- okay.
Wants and Korea up to.
What's China to secretary.
Of state John -- just returned from the region now I've got curious like I can we always go to when one -- what's really happening behind the scenes in China and any station and that's.
-- -- -- -- Assistant secretary of defense CEO to -- holdings at a guy.
Bush just return from the region himself.
So let me ask you when you and then you've been -- -- show you've been in southeast Asia for the last.
Couple weeks what are you hearing about the Kennedy and -- -- pivot to Asia house of being interpreted and what's your reaction.
-- the Chinese don't seem to be very pleased with the pivot.
-- needless to say -- I'm sure that's been a topic of conversation.
That secretary carriers had during his recent swing through the region.
Okay now the north Koreans have manufactured this crisis as you know from your -- and governor I know from mine.
Every spraying there's -- North Korean military crisis where they threaten to do something.
The world comes rushing to say how can we stop this slick to cherry blossoms it is I'm sure -- exactly on the daylight -- Aurilia.
It happens every year but is that there's different -- there a lot of new leaders in the region what do you think the north Koreans are doing are they doing it themselves.
Yeah no I think you're right this is clearly a manufactured crisis.
Along the usual time -- the north Koreans practice but there is one thing different about that I'm in the the usual three.
Explanations for this that be here and oppress them.
Even by some of the Obama folks is that.
We'll either either the north Koreans are trying to blackmail the west and the South Koreans for more food -- I think that perhaps -- -- -- -- -- And on the second explanation is.
Well they're trying to get recognized as a nuclear state where.
Happened at all about it is that it myself I -- on the show and the show right and then the third day explanation.
And this has more to do.
Recent changeover in North Korea itself.
Is that somehow Kim Jong woman is playing to his domestic audience trying to portray himself us.
As a -- great leader and -- you know you've seen those photographs of him.
And apparently posed a right I think generals generals have -- the other guy earlier and -- across the DMZ are.
And all that kind of choreographed.
Great leader iconography.
More plausible explanation is that he's playing to the Chinese.
I think that the north Koreans have correctly concluded that they're not nearly on strong.
With the new team in Beijing.
Than -- -- to -- me if they're afraid that I get down to the prom absolutely and the the you know you've even seen the unprecedented.
In Beijing them.
You shouldn't we.
Why should we put up with this -- what the north Koreans.
Really continue to bring other than headache.
And other than driving the South Koreans and the Japanese.
Closer into the arms of the America right -- the American the American spit it -- a bit -- west.
Every time there's a missile launch or some belligerent rhetoric from killing.
Naturally the South Koreans and the Japanese look look to their allies in fact if you were sitting in -- up high in the leadership compound in danger.
You -- probably uncomfortably aware of the fact that now you have a conservative president in South Korea right hot compared.
Prime minister in Japan -- -- about who were both elected in no small part.
Because of domestic fears of North Korean and Chinese belligerence.
And North Korean crisis of this technical Poland so right I believe.
I believe that the North -- and said where we really need to play to -- traditional audience in China.
Let's appeal to the hardliners let's remind the Chinese that we are after all have a mutual security treaty and they do.
Between the PRC and North Korea as you know.
And let's once again remind our Chinese friends that it's us against the west.
-- could -- be overplaying their hand because as you point out new conservative leadership in Korea and South Korea and Japan.
Public opinion polls in north and South Korea say something 5% of the South Korean people want to get nuclear weapons of their own this cannot be some.
It is it is like it is all bad as they say it's all bad and it is I think you're also right it is.
It is a really risky strategy.
On the part.
Kim Jong-un and whoever his advisors are probably.
The former cronies -- is of this father.
But the -- Koreans have really good intelligence what happens in Beijing the you know one of one of -- long term.
North Korean friends and China was the state councilor -- -- wall diving wall who has been.
It was review the most important foreign policy architect.
Under which in -- before that and enjoying some -- In a different capacity.
He just retired.
He's out of office he left just about three weeks ago as part of the national people's congress and the new guys including.
Are not nearly as friendly towards the north Koreans.
Really hasn't thanks for her parents are trying to push the issue front and forward and make the Chinese have to -- -- they are they are now what that hasn't how does that -- What happens next good question.
Am -- asking you what -- -- little.
I think -- turns -- of what happened to these missile test of how we were how the American -- react to it.
I listened with some interest of the gentleman previously talking about talking about the media.
The the DN AI.
Actually used to be the guy who had to coordinate those when I was the national intelligence officer for East Asia.
And that's up this is a very unusual thing.
Piece of -- what is otherwise -- highly classified piece of intelligence.
To somehow find its way.
Into congressional briefing I'm you know I'm completely mystified.
As to what.
You've got to come back what's going on and tell us and about two weeks' time what you think is gonna okay three is that you -- -- after they test that I could test missile -- that will have you on ready alert.
Thanks so much tension.
Former assistant secretary of defense guys just come back from the middle and from East -- himself and when they're really interesting insight and what my.
Fixed it thanks so much for joining us we're gonna go to a break and come back Antarctic congressman -- -- welcome back to -- country joining us ask congressman -- how.
And he's a congressman from Texas but he also sits on the house foreign affairs committee.
And so we're delighted that you're here because you just had.
Secretary Kerry before your committee -- for the first time as secretary of state.
He's just come back from East Asia let's have a listen nobody told you and I want you to explain what about.
-- -- I would not describe our part our strategy of strategic patience I've coached to educate impatience.
And the conversations that I had in the region made it clear.
They were not going down the same old road.
We're not going to reward them.
And come to the table and get into some food deal without some pretty.
Iron clad concept of how we're going forward of the denuclearization.
Okay what kind person -- at the house foreign relations committee hearing yesterday you called.
You got to this morning rather you -- secretary carry on that very issue and you said well aren't we going down the same.
-- yet again what is you ask him what he's Canadian.
-- -- the very obvious question are we making a deal with the north Koreans.
If they promise not to.
Build a nuclear weapons and missiles will we give them food.
The -- they have done this every year about this time of year they come rattling their sabres to the world and say that they're gonna.
Use nuclear weapons on South Korea or the United States.
But the world says oh please don't do that we'll give you some food if you promise not to.
Do anything bad to us we give them food a year later they make the same -- -- and so I ask us.
Secretary -- that very question that when he was over.
Did he make the comment that he would.
Mark -- ideals like peanuts and he said no.
He said today no food for any reason.
That we're not gonna play that game anymore.
That the north Koreans have got to.
The new -- term he would use them but we're not gonna pay them to do them.
Pioneer is doing is -- have -- are free to just come out and said we're not at a bar where nuclear weapons program anyway asserted.
And sent his secretary -- give -- a sense of -- I was going to achieve these things great and noble ambitions but how does -- get it done.
Well we didn't get into the details about.
North Korea we all know.
And believe us save most of us anyway.
That the north Koreans had.
Have nuclear weapons.
I believe they do they are looking for capability.
To send a missile.
To send those delivery systems.
And some disagree that they have those -- the resistance I think they do as your previous guests have mentioned and as.
Representative lamm board has mentioned.
And so that is the issue what are we going to do about that capability the -- are we gonna build some type of missile defense system.
Are we prepared to deal with the north Koreans.
I think we're getting there I don't know all of the details about that put national security is something that the federal government certainly ought to do.
We ought to take.
The word of junior.
Kim young young that's what -- calling.
At his word that he wants to destroy the United States and we need to do something about that before he has that capability.
That you just mentioned missile defense.
As I understand -- the administration proponents -- cut to the missile defense program.
In the current budget and they seem to be indicating -- as far as talking to Russia.
That maybe they would in fact reassess our missile defense system on the East Coast -- where are you -- a home missile defense issue.
Well I think we we need missile defense.
When it was canceled I happen to be in Poland.
When the administration said that they were gonna pull back the missile defense system that we were going to build in Poland.
That missile defense really was not.
Threat to the Russians we were building that missile defense bear because of -- -- and their.
Desire to -- seats -- -- weapons to the United States so.
Missile defense system -- -- congress has the will to say look we want -- missile defense system we need to put it somewhere.
The East Coast is the primary area that our security folks say that we need to put it.
And I I think it needs to go there and so I don't.
Know that we ought to be dealing with the Russians I'm one that still doesn't trust them -- -- CK GB on his forehead when he speaks.
And we have to do what's best for the United States it is a defense system it is not a first strike system.
And we need that missile defense both.
Because of -- wrong and both part also because of north Koreans threats against United States.
By -- hearing this morning about what else sits at his secretary -- discussed it and talk about the Chinese overtures.
The pivot to Asia.
-- -- what kinds of issues were on the front of his mind this morning.
He talked about a multitude of things this primary.
Primary purpose for him being there was getting money for the State Department and the things that the State Department does.
So he talked mainly about that members of congress ask him about other things many questions had to do with the in Gaza.
The frustration that Americans many members of congress have seven months after being Ghazi we still don't have anybody in custody charged with killing those four Americans.
And the fact that many of us believe that the administration.
Is it give us enough information or hasn't done enough.
-- that was one of the main topics today along with North Korea and also some of the deal and so with China.
And then there's always thought -- -- a job a little Fella from the desert Iran and what we're doing with him.
-- yet another topic which is immigration reform it's obviously a hot issue on Capitol Hill right now in Washington.
I know you stand out one of the key people here on the border -- -- Texas congressman you're no nonsense guy what do you think.
Is the prospect of any kind of immigration reform and what -- the key issues in order to have immigration reform.
The number one issue is this deal with the obvious border security.
We don't have border security and it's five -- what secretary Napolitano says I invite her to go with neat down to the Texas Mexico border and I'll -- over.
The lack of border security.
If we don't do anything else and border security it makes no difference what we try to do with immigration reform because.
We don't we don't secure the border so the first priority is let's have a real plan for border security.
Detailed plan and then defined what more security is not let the administration make that decision.
Make -- non.
-- government agency make that decision but anyway border security and then work on -- and several there are numerous issues regarding immigration.
I'm one thinks that a big bill.
That's gonna have difficulty -- -- And so we should go and look at individual bills doing nothing right now is what really doing as a nation.
It's really promoting amnesty we have amnesty in this country because nothing has been done for those who say well we're not going to do any thing.
That is a a -- for amnesty because people still keep coming in they stay they don't go home.
Border security have a real plan to identify the people that are in the United States have universal life -- for all immigrants.
And then try to solve each of these problems wanted to time the house has -- come up with legislation yet.
We're working on that and it will go through the regular process we will have.
Debate in our immigration subcommittee debate in the Judiciary Committee.
We'll have witnesses will have amendments and then we'll have a lively floor debate sometime this year and get a bill that has been vetted.
By congress but we're looking down the road sometime later this year in the House of Representatives the senate bill.
Are you already hear the attacks from both -- and left about this massive bill I don't know what they're.
Well I think you probably aren't taught us Americans -- back congress right now I don't know what they're gonna be -- and get out much congressman Ted.
The house foreign relations committee.
And a man who is known throughout Texas as judge -- Father of daughters tough guy who's got to explain himself every night when it goes home for dinner.
So thank you very much for taking time out it was a busy day for you thanks so much thank you -- appreciate you.
Well you've just been around the world tour we've got everything from terrorist attacks in Boston to -- we.
You know -- letter bombs but you poisoned letters going to visit president Capitol Hill.
Two potential nuclear weapons in North Korea and finishing up with immigration reform our lack thereof thank you so much for joining us.
And you can watch me act.
Al beyond tomorrow morning -- fox news live and I hope that you tune in at 11 o'clock tomorrow morning.
To watch Fox -- -- and Fox -- throughout the day thanks so much.
