If you are going into details I -- strongly believes that.
The presumption has to -- -- was foreign involvement.
There's been an idea that real sophistication.
With goes -- weapons.
As you indicated -- received training -- is any evidence yet.
That was -- congressman Peter King talking about the Russian army suspects one of them is dead woman's of them as the lives Chris firewall is off today I'm introducing Washington and joined today by AB Stoddard.
Start with this.
News out of Boston which seems to be getting worse it sounded like -- -- getting a lot of intelligence.
From the surviving suspect.
And now it sounds like he's not talking.
-- is an American citizen when he was read his rights.
Hours into his interrogation.
He was told -- the right to remain silent and and apparently.
He followed it.
That option and this is this is a really tough debate about whether or not.
He should have been read his Miranda rights when he should have been red.
His Miranda rights and of course but at the time that everyone.
Wanted sort of wrap this up believe it was only.
Two Brothers acting alone.
Involved with anything -- work or.
Influenced by any foreign.
Groups -- terrorists links.
It was it was it was sort of a quick judgment that this is the system we have in place for American citizens that we follow the rule law that they were going to be.
And tried in civilian trial it's worked for for his crimes.
And now that we see that there are concerns that we need to -- a -- on that perhaps.
The older brother whose dad was trained overseas and has connections there perhaps even in this country.
And connections that he might have didn't involved -- to plot another attack somewhere else.
It becomes a greater concern.
Not only because we need more information from him but perhaps he should have been held as an enemy combatant for longer.
And to that point Megyn Kelly has an article legacy talked to some sources with the FBI -- -- -- the FBI thought they're getting such good stuff they did not want the Justice Department come and read him.
Read just -- its rights.
And they're now saying that they think valuable intelligence may have been sacrificed as a result.
Is that that.
Well that's terrible I mean if the FBI can't do its job.
Just were in real trouble and we in fact learn this this week that once again the FBI didn't do its job because.
Despite pleas from the -- that momentarily the older brother being monitored.
It was allowed to leave the country for six months at a time at which we worry he was back.
I'm -- -- perhaps other countries even.
I'm getting training or you know some kind of -- knowledge and expertise from terrorists.
Or others linked to two groups and so that is really.
A major concern that we have.
-- do we have agency heads and cabinet secretaries to speak admitting that we couldn't information share was twelve years after nine elevenths.
Between the CIA putting him on a list to -- and concern I have and then the Homeland Security Department knowing about his trip and the FBI really not knowing anything at all.
That is really really frightening.
Dysfunction and -- organization that is really going to I think.
I think it lets us know how lucky we -- that.
That we didn't have something -- -- a larger scale happen even sooner.
-- -- -- -- -- -- -- -- What is the remedy could somebody it sounds like.
Now that we see the Wall Street Journal saying Terrell Owens -- and I was on to watch lists for over a year.
It's always going to be held responsible for the Summers who -- fall on the -- was going to be.
I don't know you know we -- of the right to follow people around we don't have any evidence about them but if there are.
If there's good enough information from a foreign country now it's true that we -- our our intelligence agencies might think those Russians they wanna pick on someone from -- They did is worried about something he's gonna plot back home yes he's still a threat if -- in the US to us as well and everything has to be looked into sales so.
What you know at some point she became dangerous -- to the CIA for them to put -- -- list.
And he EU heads -- roll but that doesn't help us it doesn't take back the damage that was done by -- Boston.
At the attacks the -- that were lost.
It's it's really the kind of thing and asked -- investigated sooner and it's just not you know it's it's not you know and I know that it's Fox News he's a breaking story.
No matter what show is trying to reach someone who's a principal they all have his information and -- computer thinks they know how to find him.
Our government can do this and they need to start now.
And I know he wrote about this yesterday.
For the hill.
How old badly does this derail her how much does it slow down the immigration.
Reform that was made it sound like you're gonna try to start working on -- this week that's obviously.
Already -- pushed back.
This this reintroduced out last week right after the bombing that it was -- put on pause and then it was -- -- it was rolled out at the end of the week but during -- manhunt.
That -- always paying attention to but beyond the public relations you know introduction.
Of their bill.
You can tell that the proponents.
Are hearing a lot of new opposition's best opposition they managed to quiet for months and months and sort of contained and now -- -- renewed opposition and fear.
It'll be -- -- -- with the public polling shows in a matter of weeks but immigration reform really the proponents really believes that this was this moment.
And it found on an opportunity and it was it had true momentum.
There were always people who are opposed this now they feel emboldened by the fact that we.
Really need to look into the failures of our system that permitted the -- -- attacks before we rushed to -- battle.
Of course the proponents of the list of the legislation say are our bill answers those failures in the system we have now it's more of a threat.
-- really it's it's a really bad sign for immigration things in a tablets before until the last minute before and any objections are very vocal.
And as I said of the public polling -- that the tough slog.
Also -- these two Brothers then originally from Russia derail the eight senators.
I mean how much are they gonna have to change.
What they want to do -- -- plans are they going to.
You know that's an -- question -- there was a time where.
There was a struggle about the path to citizenship -- that was resolved there's a time when senator Marco Rubio the most critical leader on this build a bridge between the two parties.
And even between the two wings of his own party it was hedging -- -- And and then he came on board.
He asked for an extended period of consideration and a long debate and hearings.
He's gonna get that that only gives people in the house who don't want to vote on this more time.
It only gives other opponents outside of the congress of the interest groups more time and it really manages.
Not -- was a disagreement among Republicans and conservatives -- path to citizenship that.
It really is essential to blow up.
Other issues as well do you ever get you know and I -- -- her or -- H one -- one.
Consensus may be a long time from now but people who are in that gang of 81 and all in bill there are looking for piecemeal and are looking for something -- actually.
Changes the entire system and they -- a one shot deal and that's looking like a big challenge right now.
And another humongous breaking news stories sounds like just in the last few minutes.
John McCain isn't just -- -- -- said it.
He -- a letter senators got a letter from President Obama that they now have.
They -- have -- Wednesday.
They have operative.
Syrian president Bashar also used chemical weapons President Obama has -- for a long time that's the Red Line if aside just crossed it -- we just found out that he trusted what is going to happen.
Well that's interesting you know I'm sure that the that the administration and the Department of Defense is doing their due diligence to get the evidence or the operational intelligence but.
This happened weeks ago.
The president refuses face pressure from our allies Israel and other countries.
Who were -- who who accept that this is a valid chemical attack in the Red Line had been crossed refuse to acknowledge this and and and confirm that that was indeed true I think it might about themselves a little time -- -- -- pleading with their response is going to be that you are right.
That was a defining limit -- bottom line a red line.
So President Obama will be under tremendous pressure right but mostly from Israel but from other countries as well.
To come up with a plan and a response -- that as soon as possible and and and I think they've probably been preparing that in the weeks since the news broke.
All right -- big breaking news thank you may be -- -- being with us and after the break -- O'Connell with Doug -- -- -- -- Yeah the device itself.
It's I just found out that it was detonated by transmitter.
Used by toward car.
This is a very sophisticated.
Handled in a very professional battlefield way and the idea that these two very young you know.
Did not get any training.
That's very difficult for me to -- and then finally the idea of people coming on the media and these US.
Intelligence officials saying there's no foreign connection.
When the fact is the FBI just started their investigation.
Because it's very premature for them to be saying there's no.
For -- we don't have all the evidence before us.
-- more evidence thank you very much for staying with us I'm Peter -- filling in for Chris -- Walton joined now by Ford O'Connell here in DC who is wearing a very -- -- I might add.
And Doug -- in New York thank you both for coming in today with programs.
-- the area I do know there are right -- all star really quick we're just now learning debt Terrell concern I have was on to.
Two terrorist watch lists that's the terrorists who died.
And the one who lived it sounds like according to Megyn Kelly piece that's on foxnews.com.
Was giving a lot of good intelligence about the plan and about people that they knew and about what he knew.
Until the Justice Department came in and read him his rights Doug.
Was that a mistake.
For her just -- -- and I have -- he was getting.
I refuse giving up always good Intel that we don't have since we don't know anything really about their background.
Wasn't a mistake to -- and so early.
No I -- I was an American citizen.
The Justice Department had made that -- Decision I don't think it's inappropriate.
We have successfully tried -- terrorists in American courts I think we're gonna.
Do that again and hopefully will be as successful as we've been -- and -- I'm I'm pretty comfortable what was done.
All right and -- we don't know everything that he's given up but but we're told that the FBI is now pretty mad because they say that they're losing.
Valuable intelligence I agree I don't know why he was -- guys I'm not concerned about evidence in terms of his guilt I'm concerned about finding out what else happened here.
Clearly these these folks there's a lot going on here particular the mother starts saying gee I think the whole thing has stage.
She's author Neil broad because she is a charge shoplifting.
We find out that the -- federal benefits is just too much going on here.
Bottom line as I'm concerned most about.
What's her foreign involvement or was or someone else United States providing the money providing them access to -- how to do this stuff we don't know and frankly that's what matters most and.
Something else just at a wrinkle to the whole thing there's an -- there's an item on Politico this morning that says that.
Public defender is going to be furloughed the office is gonna have furloughs DC that cause any problems.
Well I -- sure that.
Somewhere somebody's gonna make an issue out of it but at the end of the -- the yet I don't absolutely.
This would be immediate -- -- did this person was -- so -- -- -- -- this person's gonna get a defense because I think -- right we have to give people a fair trial but he again I'm most concerned about the information for the FBI -- Prevent future attacks like this and.
Hey Doug if this bombing suspect who died -- older brother if he was on all these watch lists.
And he was allowed to travel to and from Russia and then basically plot completely -- disturbed in a major US city.
Whose fault is that who is going to be held accountable who should be held it.
I think we have collect the evidence first Peter and find out what happened.
What kind of training.
What the nature of foreign involvement if any.
Was is -- asks that we need to do an assessment before we cast aspersions and dole out blame.
Well I agree with Doug I think we do have to collect the evidence -- we have to proceed cautiously before going -- we know it's somewhere somebody's got to pay for this because this cannot continue and we got to figure out the best way to prevent this future.
All right now I'm looking at the other monitor right now President Obama.
Living US presidents both Bush's Clinton Obama and Carter the president is speaking if you want to see that it's streaming on Fox News dot com's go to the streaming -- go to the home page then you can.
Good game from -- but he.
We're now learning what some breaking news that we just got as -- are coming to the set.
He sent a letter to US senators that says that they have evidence that.
Syrian president Bashar all side.
Has used chemical weapons Doug he -- for a long time that is the Red Line that that's a game changer for US involvement.
It sounds like they might again it's early we've only had this for twenty minutes but.
The president finally got the evidence that he has said he wanted for months -- that maybe more than a year now -- to get a bill.
Well that's the question.
Look he does have to do something we have to step up our aid.
To the Syrian opposition.
Clear the problem is.
How do we do it most effectively.
And how do we do -- so the -- we provide doesn't go to al-Qaeda linked groups it's all well and good and I think it's right and appropriate given the use of chemical weapons which has now been confirmed not only by the Israelis but by us that we get more involved but we have to do in a way that ultimately.
Is positive and promotes.
Freedom democracy liberty.
Religious tolerance in Syria.
The kind of a possible government or influences that -- -- -- inimical to -- as the president.
Well I fully agree Douglas is not a Republican or Democrat issue this is an American problem our foreign policy and I and I hope that the president takes the right action again we don't know what kind of gas was used -- chemical weapons nerve gas.
We need to proceed cautiously but we definitely did do something because this -- -- and and you just mentioned Republican democratic it issues to see the five living presidents also next to each other on -- stage in the Grayson at sexism and at any great state attacks.
It's at -- -- my sister Sally is a sophomore and she said.
Her car has been locked up for security for the last week that's a hormone that's after such a brutal election in November.
What what does it say to people what what's the impact going to be if any of -- -- five presidents get together.
There's nothing really political going on they're all doing a nice thing -- to move in Dallas for the 43 president what was what is the significance of -- -- Solidarity across party lines and you -- to Democrats -- Bill Clinton and Jimmy Carter and frankly the stories they're talking about George W.
Bush it's not just about George W.
It's about the office of the president and leadership moving forward and right now that's a good thing for my partisan because Republican Party is a -- party.
And eventually we're gonna have to coalesced around someone.
And watching these five in Iraq is a good thing moving -- for us.
And -- just big picture what does it mean.
What what what is the significance the broad impact for everybody watching at home who sees these five guys who on paper.
Don't necessarily like each other except the father and son.
-- what's that what's that.
Big impact at all.
-- just small point of I think debt.
Bill Clinton has worked very harmoniously.
With both bush -- them.
I think the Clinton family in the bush family have built something of a bond they've done tsunami relief among other things so.
I am Katrina as well so I think I think there's closer bonds than you might.
Might say Peter but but did the broader answer to your question is this is the best we have to offer as a country we're -- democracy.
We have peaceful transitions of power.
And we have people of different world views.
Different locations different ideology is and parties who -- able to come together to celebrate what is uniquely American I think we all agree with that.
And I confident my friend Ford.
-- share those sentiments.
I think you guys are both right on that those five are among the best that we have to offer.
Ford O'Connell with me with the very nice -- here in Washington.
And -- -- -- New York thank you guys very much next time I'll never advertised I.
Just explain Bluetooth that's right I know I'm not right.
All right -- survived.
We're gonna take a quick break and then when we come back we're going to watch the man of the hour president George W.
Bush speak down in front of the building.
-- -- -- -- -- -- -- Okay.
-- -- -- -- Okay.
These are all bad choices I'll be the first to acknowledge that but in order to comply with the guidelines of this -- -- we have to take these actions.
Now congress wants to address.
Specifically the problems caused by this question with the FAA.
We would be open to looking at that but that would be a band aid measure.
That's right there's more breaking news it's not just -- and Syria it's FAA furloughs if you're flying anywhere in the country right now chances are.
That you're gonna have to wait a long time and it's not because of the weather problem.
And I'll be OK because you can't control the weather but people here in DC can control sequestration.
And that's -- these automatic cuts.
Two air traffic controllers are making people have to sit across from the airport Roy Rogers and cinnamon -- -- on average it sounds like at least an hour longer than they normally would.
I'm joined by eight congressman Robert Gibbs from Ohio congressman thank you very much before.
Joining me this morning.
Good morning -- every year.
Now let's get right down to it do you think it is -- there from the FAA administrator anti white house Press Secretary do you think that the president is trying to.
Basically ride these delays out as long as he can for political gain.
-- I think so we're seeing reports this morning -- some of the air traffic controllers coming out.
I mean whistleblower saying that -- management told -- the makes life as difficult as possible and the traveling public.
You know it's really unbelievable here it's outrageous -- This is not necessary the FAA has.
Their budgets grow from little lesson five billion dollars over ten million dollars from last decade or so.
Air travel is down about 3%.
You know -- operation by Joan nearly ten billion dollars -- they can't cut.
5% or so and we see in the other non operational our personnel part of their budget was about two point seven billion dollars.
There's 500 million going for consultants 300 some -- -- for -- supplies about a 140 million going for their own.
Fleet of aircraft.
There's there's they Connecticut they can make some cuts that they had eighteen wants them to work this out and they just -- -- -- as possible and put pressure on members of congress like myself to.
The go ahead raise taxes and at the at the time -- he's -- public safety and also do an economic damage to our economy.
And -- a little bit about the houses of public safety risk in and what is the damage to be.
Well I think -- when you're slowing down the air flights.
The damage the economy is you know cost and delays time people missing flights.
You know it is there's economic damage there and possible safety measures were we have less controllers on board I know that they'll say well we're delay in the flights to.
Two can't accommodate for the safety issue -- You know it it's always possibility when it's not necessary be done I would really outraged when my trip I travel for almost Ohio earlier this week the Washington DC the gate.
Person -- that complaints coming home late we're going to be forty minutes getting on the plane because.
The furloughs of air traffic controllers to the sequester in Oregon on the plane that back plane off about a 150 feet from the at the gate.
And the -- pilot came on so while we've been sequestered.
We have to wait until we get could could because of furloughs for the air traffic controllers.
And you know if that's not playing games just like -- accusations they canceled the -- the White House it's not necessary because trying to inflict harm on American public and and the economy for political game.
But incarcerated if I'm not mistaken flight 400 -- 435 people in the House of Representatives.
Have to take airplanes to and from their home districts.
Kind of -- push you know it's it's such a concentrated group of people.
Dramatically negatively impacted by these flight delays as a result of these furloughs.
If that's not pushing people to get these things.
Taking care -- so close.
Well men -- well I'll it's well I I would argue that administration has flexibility.
Like I said there's almost a billion dollars in cuts -- -- that I mentioned.
They could they can -- that they've been.
They're they're actually doing furloughs at the same.
Ratios as as -- airports like Chicago Harris as airports out in.
In the -- in a rural -- of the -- Nancy flight so I dig up flexibility to make these cuts -- we make cuts your own budget hearing on our office but here and congress were.
I'm operating about 20% less dollars to 33 years of my predecessor.
And we've got ten billion dollar budget operation budget FAA they can't find 5% after having nearly 10% annual increases.
Without forlorn air traffic controllers -- central servers I think just outrageous and and you just -- and the White House is doing this for political gain and trying to get what he wants and which basically -- dollar tax increase.
Parts of congress in my last question.
When -- today.
-- -- I'll tell it's it's been frustrating for me -- to start my second term congressman.
And I just see all that bureaucracy the red tape and the gridlock and -- frustration frustration it's challenging.
I care subcommittee on working maritime transportation bill.
Which could be a bipartisan bill I'm I'm I'm I'm eagerness to make that work through so there's some bipartisan efforts here.
But I think we need some cooperation from from sixteen -- Pennsylvania Avenue it would be nice.
All right well congressman Robert Gates thank you again very much for your time this morning and thank you ever want to for watching Al -- Internet land -- -- going to take you right now to a very rare banks.
It is the 43 president of the United States George W.
At the opening up his presidential center in Dallas Texas on the campus of Southern Methodist University I'm Peter -- I'll be back tomorrow here's the president.
To the American people.
