Hi I'm Bill O'Reilly thanks for watching us and I did -- -- -- story heats up.
That is the subject of this evening's talking points memo if there is one guy you would not want to be today it was White House spokesman Jay Carney.
Press grilling him over charges that the White House.
Altered the initial CIA reporting of the big -- -- terror attack to downplay.
The organized terrorism angle playing up.
Anti American demonstration angle.
Carney denied any and all wrongdoing.
By the White House.
On the substantive issues of what.
Happened in -- -- -- at that time with the intelligence community.
Thought they knew.
That was reflected in the talking points that were used again that we -- by ambassador rice and by others including members of congress.
Now when asked if the White House would release the email correspondence between it and the CIA.
Carney said no.
It is generally protected information that is.
Not something that.
Is regularly shared with congress.
Carney gave long rambling answers -- the questions but he was clear the White House did nothing wrong ambassador rice did nothing wrong.
And the whole controversy is being generated by Republicans for political reasons.
That's his story and as they say he is sticking to it.
But ABC news is reporting that there were twelve different versions of talking points on -- -- and the final version put out to the public.
Eliminated references to al-Qaeda and affiliated terrorist organizations.
This Carney said that the White House involvement in those revisions was very minor.
Applying the State Department under Hillary Clinton was the primary -- force.
State says they didn't want to highlight al-Qaeda involvement because it might impede the investigation.
A fairly incredible assertion.
What Jay Carney attempted to do today it was a convince the world that there was initial confusion about who attacked the American ambassador and killed him.
And at the White House was acting responsibly.
In avoiding placing direct blame.
But the fact remains that ambassador rice did place blame for the attack on the anti Islamic video released in the USA.
That was her primary focus.
So summing up no admission of wrongdoing by the Obama administration.
Charges that have been -- controversy is politically motivated and no release of emails that might clarify the situation.
White House saying some congress people -- seen them.
And that's all that's necessary.
Now for the top story tonight let's bring in ABC news correspondent Jonathan Karl who is investigating the story first of all about Jay Carney today I'm gonna play a clip in a minute.
About your Q&A with him was his demeanor any different than it has been on a regular basis.
You know not really bill -- he is a happy warrior he is a loyalist.
He defends the president and all this administration's policies consistently every day.
And he was under fire today -- the toughest questions I've seen him face may be ever as as white house Press Secretary.
But generally seem to be playing the role of -- OK Obama's the founder.
When I was watching a press conference he seemed to ramble and below V8 using up as much time as possible.
It answers that were getting us anywhere and I'm not saying that as a criticism that's a strategy.
I was wondering whether you notice that or not.
Well certainly there were some long answers and I got into a little bit of a back and forth with him where I was trying to.
In erupt a little bit just like you get some quite rising get -- let's let's show let's show the viewers that -- today.
You said -- only changes that were made by the White House for the State Department stylistic any single word.
What we see here is that the State Department.
Raised objections about the references to enhance overall -- he raised objections to the fact.
That the CIA had warned about terror dressed in Benghazi prior to the attack.
Subjects were taken out of the CIA talking points the direction of the White House based on -- women's result in all directions -- a state.
-- -- the only media that this process has everybody's an evil player in this process says you know everybody's concerns has to be have to be.
Listen to and take into account.
All right so.
You didn't get anything you've got no admission you and the other White House correspondents of any wrongdoing at all.
So they're basically saying look what we did was responsible methodical we took it easy.
What is the big deal it's the Republicans who are driving this and your response to that would be.
What will look there's a clear problem here because what we heard from the White House in November was.
It neither is the White House nor the State Department made anything beyond stylistic changes they said there were a single word change and what we've now seen clearly.
Is that there were dramatic changes to these talking points.
And that they were.
I've done after the State Department had raised objections and the White House instructed that those objections -- take OK but but they're not gonna see dad Carney is not ceding that.
He -- saying hey.
A mister -- you're right we misspoke back then we did make a lot of revisions he's not gonna give you that.
No and and what what Jay's point is it's it's it's a narrow point which is throughout the process effectively the CIA held the pan.
So the CIA was the one implementing these changes but what we've seen as those changes were done after the State Department.
Raise these objections and wanted this stuff removed.
You know bill that there is another important point though that that -- Carney made kind of lost in all of this which is.
All of these versions including the very first one written by the CIA entirely.
Made reference to.
Protest being the inspiration for what happened -- -- for Cairo being the expression.
That is obviously wrong.
But that was the CIA -- -- Day backlog -- pretty.
Quipped I understand the CIA backed off that very very fast.
And and -- Rice didn't.
I mean they they went now with that.
The initial CIA put it and -- the messier backed off that I think we'll correct me April wrong what will the CIA did sign off at the end on on what.
Almost talking points that were given.
To the trailer signed off on it.
Well well but it is especially important also -- an email from Petraeus who of course was still the CIA director at the time.
Yeah and he was concerned that the things have been edited down to the point of useless in this I don't think Petraeus signed off on that with all due respect mr.
Carl I don't think he signed off on it.
I have a direct quote from Petraeus is emails sent on February 15.
This is the day before Susan Rice -- on the shows.
He said I would just as soon not use them he didn't like these talk that's right and always sit there every 5 February that was September for hockey -- -- that's all right that's your best so let's be clear David Petraeus said -- -- CIA didn't sign off on this at all.
It was the White House in the State Department is working together.
All right yeah who made these edits and misled the world into thinking it could have been.
An anti Islamic video put out by some not -- USA but here's the bottom line here's the bottom line.
We need to find out who win the White House to roll this weather was -- president.
What what somebody else trying to protect him in a reelection campaign that's the main story is -- -- Well I mean that that that that's certainly a question that to be asked here I think that from the email trail it's clear.
That the objections that we see being raised for being raised.
By the State Department spokesperson effectively you know Hillary Clinton -- strong.
And and -- and these were the objections that were being made and what the White House said in the person of the deputy national security advisor was that.
Everybody's concerns that must be incorporated into writing this final version and they who have been our lives a -- -- -- -- this.
Because it was a presidential campaign under way so I think that all of us mr.
-- you me and every responsible honest journalists in -- country.
I've got to find out who and a White House.
Actually put pen to paper.
And we know that the State Department didn't want to be embarrassed we know that that's a fact.
Libby goes over to the White House now we have to find out who did it and why I gotta run -- -- call go ahead last word go ahead.
I got to say what we know the actual pen to paper was like Morelli was the deputy CIA director.
He was the one to finally signed off on this Petraeus did not say.
-- the object beyond this one email saying he's talking points for essentially useless.
