Easier for the best writers to come the start businesses and develop products and create jobs.

But this provides us the best path forward.

About the bill let me begin -- thank you for doing this program for everyone that's here -- -- -- critical issue let's begin by just -- why we're even doing this and as a Republican I can tell you that decision was gonna come up in the senate where there without me.
In essence the Democrats made very clear they -- want to bring an immigration bill to the floor.
And so we were gonna have to have a position or an alternative or some sort of -- -- -- -- how to fix that let me secondarily say.
That this is an issue that's hurting America as it's currently structured.
What I begin by telling everybody that will listen is that down.
Even if we didn't have a single illegal immigrant in the United States even if we didn't have one we would still have to do immigration reform.
Because our legal immigration system the one we have now to legally immigrate here it's broken.
For example the one we have now is largely based on whether you have a relative living in the US.
He have a relative that lives in the US it's easier for you to immigrate -- if you have a special skill or talent here something offered our economy we need to change that.
We also understand that immigration isn't just about people that are coming here to work it's about people that are coming here to visit this is the most powerful country in the world the largest economy in the world.
We do business from people all over the world that Conyers terrorists to come here -- businessmen.
They come here as investors -- live -- six months and go back to Canada or somewhere else the other six months of the year all of that is immigration and the process by which all that happens.
Is bureaucratic it's broken it's complicated and certain industries in particular like agriculture.
Do not have a reliable system to bring guest workers and -- seasonally here.
And it's actually a contributor to illegal immigration so that's the first part of -- and that's the part that doesn't get a lot of attention because it's not -- controversy.
The second part is we have immigration laws that are not being enforced largely because you don't have the full mechanisms in place to enforce it.
Now obviously there is -- running at the border there is human trafficking of the border there other things that are happening.
But the magnet that's one of the strongest magnet that's bringing people here illegally is jobs.
We do not have -- reliable national electronic verification system that employers can use to verify that the people they're hiring are 100% legally here.
We need to create one and we need to enforce it some of you don't -- -- -- that you don't do it you have to pay very stiff penalties and fines and -- strongly discourage companies from doing that.
We don't do a very good job of tracking visitors 40%.
Of our illegal immigrants in the United States.
Entered legally they didn't jump a fence across the border they came -- -- these are some other temporary visa it expires and the state.
We don't know who they are.
Because -- only track you when you come and we don't register you when you go out.
That needs to be fixed in the bill does those two things that's why -- not hearing a lot about those two things the last point is the hardest one.
And that's the border and it doesn't help when you have the administration and the person in charge in the administration of these issues -- Paul -- Appearing before congress and saying the borders already secured that undermines the effort the reality of it is there have been improvements in certain sectors of the border.
But it is not strong enough to withstand what could come our way when the economy gets better when a bill like this passes.
We have to have improvements at the border that are significant because none of these other things work.
If we are setting ourselves up for another wave of illegal immigration that we can't stop.
Let me ask you -- the number one reason as a conservative I'm always one of the border secure -- to national security reasons.
I've been down there we'll talk about it later in in 67 different areas of the border.
It's not secure but they can secure that's one of the things I learned but I'm afraid somebody coming over into this country that wants to commit an act of terror.
-- you mentioned earlier we have laws on the books now castle's walls -- not enforced.
And then it.
Raises the question of confidence right if -- I'm gonna enforce the law now and Arizona passes a law with the same language as the federal law.
And then they're beaten up for for doing what they wouldn't do nationally.
Why would people have the confidence that this is going -- it worked this time.
And that's the fundamental problem and that is that because of the lack of trust months before clear it isn't just.
Democrats Republican administrations failed to do this to him you don't get to eleven million people in the country illegally overnight -- -- took a couple.
Of administrations or more for this problem to build up the level it has.
But let me describe you some of our laws are not enforced because we don't have the mechanisms -- -- force for example it's illegal to hire an illegal -- to work in the United States but.
Businesses do not have a reliable way.
To determine the person their hiring is truly that person to show you Social Security -- of nothing compared to even if he ran three -- it -- be you can get a false.
The second same thing with the people that should be deported because they've overstayed their -- we don't know who they are we -- people when they come and but we don't nearly -- virtually don't track anyone when they leave.
And the last one is the border security which gets a lot of attention you are right the border is not just about immigration.
About national security it's about sovereignty.
A sovereign country should be able to control its borders I believe the nation -- landed a man on the moon multiple times can secure its border.
The question is do people not the problem is that people do not trust this administration and the federal government in general to do the law so it's pretty straightforward I tell this to people all the time.
If we can figure out -- way to write a bill that ensures that the border will be secured I believe immigration reform reform will happen.
If we cannot do that or fail to do that I do not believe -- immigration reform can or should happen.
And so really this issue at the end of day is about getting that part of it right when we come back we'll find out where we are in the process right now we'll continue playing morehead with.
