Well look for a big summer of investigations.
On Capitol Hill the move comes as a brand new fox new poll poll comes out.
And shows that of all the recent scandals that have been much in the news Americans are most concerned.
About the IRS story 32%.
Say that they think that that scandal is the biggest 127%.
Say that they are more focused on the -- Ghazi terror attack cover up.
According to them and 21%.
Say that the Justice Department's -- cases.
Are high on their list so we are joined by Karl Rove former senior advisor and deputy chief of staff to president George W.
Bush she is also a Fox News contributor.
-- good morning good to -- here.
That's more than it looks like there's at least four.
Capitol Hill investigations you've got house ways and means house oversight senate finance and the IRS has their own investigation.
What you know it is their potential for overkill there in terms of getting to the source of the truth of all this.
Yeah well in fact there could be a fifth investigation going on that we may not know about and that is one either -- started -- -- -- US attorney's office someplace or at the Department of Justice in Washington itself.
Because there may be some criminal violations of the law here but you're right we're just starting at this and there are lots of challenges for all the actors in this drama.
My suspicion is is that investigators from the capital.
Have either begun or will shortly begin interviewed people at the bottom of this process the front line agents.
Who had the actual contact with with these are groups that were being targeted for extra.
Examination tough questions so.
Where we're just starting that process in each party the Republicans and the Democrats both have challenges in this.
Republican challenges is one of jurisdiction who's in charge we have two committees.
The oversight and Government Reform Committee -- -- so we've seen.
Then have some very high profile hearings with former commissioner -- acting commissioner Miller and slowest learner but we also have the -- house Ways and Means Committee.
On oversight subcommittee on oversight led by doctor Charles was standing of Louisiana that has been working on this issue for -- -- so we will have some jurisdiction questions.
Wolves have a tone question Republicans got to be very careful about having.
Premature talk about for impeachment this is not.
At this point looks like an impeachable offense and is unlikely to turn out to be so when Republicans discredit themselves in my opinion by being a little bit too eager -- to use the I would.
You know -- -- year urging our costs and and methodical look from the bottom up at what happened here.
There are some concerns also on the Democrats side in terms of how they handle it.
Let let's take a look at this Brad what house quote from over the weekend.
With regard to that he says they have been caught red handed making up so called scandals out of thin air to stir up false rumors.
-- -- cover ups happening in the White House did they find a single shred of evidence to back up there outrageous claims he says now.
-- look the Democrats have two challenges and one of them is represented by -- house is quote that may be good fodder for fundraising emails to the true believers.
But to the degree that Democrats dismiss these as quote made up scandals whether it's the IRS.
Then -- -- AP.
The more disconnected they are with the American people think about this your poll has.
And some almost 80% of the American people considered these to be important scandal so.
There is a question of tone for the Democrats there's also question many -- these scandals.
You have to manage my like the White House chief of staff coming out saying all we're only -- spent 10% of our time money scandals.
That that's nice talk but really it really you know -- it doesn't work that way.
They're gonna have to spend whatever time is necessary and they're gonna have to do a better job of -- they've bungled it till now.
In one of the problems may be that the guy who's probably most in charge of -- of responding on behalf of the administration the IRS scandal.
This is sick Treasury Secretary Jack Lew -- when he was White House missed -- chief of staff.
This I handle this as well remember he's the guy who was told about this and then proceeds to do nothing at all about it.
Does -- get the administration prepared with a response doesn't dig into it doesn't tell the president and so forth.
And he's the guys now to Treasury Department probably the point person.
For making certain that the administration manages this in response an appropriate way.
Yeah I mean we haven't heard that much in terms of tone on any advancement -- president you know we think about his own feelings about how serious all of this says.
And that could go a very long way I think with the American people in terms of making them feel that the president feels this is serious.
And I don't know that that he he's gone there yet and one and one way it would be a special counsel.
On this -- address the first part well it.
Well to the first -- yeah I think you're right he has mishandled this remember we've only heard from him once he held -- evening news conference to declare that he was really angry and upset about targeting of conservative groups.
And by gosh he would ask his Treasury Secretary to demand -- he had received the resignation of acting commissioner Steve Miller.
Which sounded great and then we found -- within it literally a matter of moments.
That Steve Miller and under the law acting -- -- RS heavy it's a six month term that they -- -- And Steve Miller was literally a couple of weeks away from and in his term.
And he made it worse by it by issued a statement saying -- looked forward to an orderly transition so it you know the president looked strong and then it turned out it was a week action and yeah you're right the president is gonna have a problem with this.
Because that people have a fundamental distrust of the IRS to begin with and when you get into this issue of targeting conservative groups.
It becomes to easy to draw a direct line from the IRS to the president said in the town remember the president attacked a number of these groups including the one that -- associated with.
-- American crossroads by saying that we were quote a threat to democracy.
So you know it's sort of like a dog whistle you blow -- in the dog can herein may -- it's the -- he was blowing the whistle some bureaucrats inside the IRS said well we didn't get any orders -- It's clear the -- -- the chair and Senate Finance Committee Kelly -- to investigate and we got that Chuck Schumer element investing is we got.
The number two ranking Democrat in the senate Dick Durbin telling us to investigate him and now we -- presence in their enemies of democracy.
Maybe we ought to do something to these people.
So where in terms of that this whole special counsel issued -- -- to has said no way act to Lindsey Graham who has called for this he said look -- When I'm not able to do my job anymore here in the oversight committee and government reform then you can call for special counsel which pretty see this going Karl.
Well there's going to be some tension here and look at and I'm personally not my view is that that at.
You only have the special prosecutor when you have clear evidence of criminal activity.
And and an inability by either US attorney or the justice department of two impartially.
Carry out the investigation in the prosecution need be we aren't at that point in my opinion.
And and realize also that what would happen if there was an appointment of a special prosecutor is.
This issue disappears all right public radar scope for the next two years and I frankly think the American people and the government the administration would be better served by getting the facts out.
And let the American people make their own conclusions about this and then decided whether or not there ought to be an event -- criminal prosecution of any of the people involved and -- -- any of his Jann Carl thank you so much we'll see sat June July August.
