And welcome to FOX News Sunday panel -- -- Bill Kristol Mara Liasson Mary Matalin and Peter Baker.
And we're gonna run about immigration which again kind of got overwhelmed by all the news about -- this week but is going to be a big story and probably the big story over the next month the senate actually began debating at.
And they're talking about spending the month of June on -- and with some hope on the part of those supporters of comprehensive immigration reform that got a new bailout.
By the fourth of July.
There's some interesting tea leaves this week Marco Rubio saying -- not only don't we have -- somebody votes we -- the sixty votes.
And has got to -- a lot tougher some of the senators who support it went over the house and I think they were shot.
To find out the level of opposition where do you think.
Obviously we talked about a with Rand Paul Ron Johnson bill where do you think.
They stand on immigration reform right.
No I think it's influx I think reflects that but -- to -- politics with -- -- Republicans need.
To be more liberal on immigration -- or you know Tea Party doesn't like it -- whatever but I think a lot of the fox has to do with the actual policy issues and I say this personally as someone who supported.
The bush -- 2006 and has been sort of liberal on this issue and I'm very skeptical of this so much is that if you look at the bill and -- concerns about big government big bureaucracy.
This is not the kind of program that you have half this is going to be reasonably.
Administered is gonna help situation -- -- heard it I also think there isn't quite the sense of crisis there was about immigration 56 years ago which I think allows.
Someone to say I would myself say this you know what -- if I do better over the next 23 years of incremental pieces of legislation instead of comprehensive.
But -- struck talking to Republicans at least that both senators and house members that they -- -- the year torn and a lot of people want to.
To do the right thing help legalize the eleven million a lot of -- would like legalized without having.
This path to citizenship that's not a ridiculous position so I think honestly people or is it the debate the debate has mattered over the last two announcement it will matter over the next couple months.
But more as I as I discussed would Rand Paul.
Did the two sides want different things if you're gonna go in -- metal and the Republicans certainly get a man -- demand that the first steps and again I'm not saying what's right or wrong.
They're gonna say the prison ups are we've got to secure -- the border.
If they if if we date throughout the comprehensive plan and just go for an incremental plan on that.
Do you think.
Democrats will go along and say well okay we'll get to path to citizenship and all they.
Dealing with the eleven million people who are here now later.
Now mean you're saying the president would sign a bill that did not include a path to citizenship now I don't think that's gonna happen and that's the bottom line for the White House that the bottom line for the Democrats.
And I thought maybe it's changing but I thought that the Republican establishment was pretty united in feeling that they have to pass a bill with a path to citizenship before the next presidential election.
You know and as it was a matter of political survival for their party.
I think he's still see that split between house Republicans who kind of answer to a different political calculus.
They don't have to worry about Hispanic voters to get reelected in their districts.
And national Republicans who.
Understand that the demographic tide is against them but I still think we are gonna get a bill I think that it democratic leaders like Chuck Schumer are willing to do almost.
On border security dissatisfied Marco Rubio.
-- if that's that he wants they'll give it to them I still think we're gonna get something conference about the senate not necessarily under the house and then they can go to conference and we'll see what happens.
Well that does raise a question though Mary that that Ron Johnson.
Raised which is.
Why go to all -- trouble and take a tough vote in the senate if it's gone nowhere in the house.
Because these big bills these big -- Hanson policy shifts which we have to do.
Take a long time and we've seen from obamacare it is better -- do it incrementally even know of experts on this saying it -- doesn't -- -- all the pieces that it's not just the policy in the past this is the history we -- did this -- I our economy Ronald Reagan and it.
Didn't last for very long so there's that there's a -- distrust of the bureaucracy and that the politics -- then.
I think you know by the establishment.
Like every other American immigration was their number five issue but immigration like gay marriage -- it's and gateway issue in Canada to.
Motivating in activating -- habitual.
Voters for Obama but it's not Hispanics really do think like every other American -- we've been in this terrible.
Recovery and we want -- and when when they wanted an opportunity and they want a good economy is not the politics of the establishment in the on establishment.
-- -- -- it's -- -- issue if the whole process of this is that there's no immigration comprehensive immigration reform.
And Democrats can somewhat credibly say it's because the Republicans refused to go along.
Is not going to be very damaging for the GOP and funny fourteen and 26 thing.
When does the president never not say he just put it if the Republicans knocked out water he'd say obstruction.
Well why Disney tape.
He could take border security and take some sort of worker program there's a number of incremental things that could.
Overtime add up to comprehension he doesn't really want -- sob and he took the sweetener out by.
Doing that -- piece of that during the election cycle to just be political but now no one can trade the -- -- that.
That was in there he wants the issue he doesn't want the policy.
It's one thing and away -- -- but.
Use that's why fortunately sixteen and it -- a different honestly it's very hard to find racism 2014 where what can -- even from a very crass political analysis of Hispanic votes in swing votes -- swing state.
We can think that immigration is going to be a decisive issue.
To hurt or help Republican -- I do think the calculus for congressman senators a somewhat different from someone thinking about running for president.
-- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- Sixty and -- more Republican senators and why exactly do we have to do this from a position of weakness right now with a bill that Chuck Schumer has played such a big -- right.
Yeah I think look he's not surprising I think you get this push and pull this point it was never going to be a smooth path from point to point B and actually probably serves a lot of interests.
For some Republicans -- -- -- a second this is too far I want to push it this way and we get that weighs in order to get the house to feel like there at least.
Being listened to but I think that -- right I don't think the president is -- -- go along with an incremental approach.
Maybe because my as -- says he wants issuer may be because he actually sees as one being a chance.
For -- domestic legacy in his second term nothing else frankly on the domestic side looks available to him.
As something to walk away with in three years and say I did something important so he he feels like this is one -- it's worth putting -- cars -- the table because Republicans on the on the defensive.
And at this point are -- -- still optimistic because it seemed a couple of months ago that.
Washington was more optimistic about comprehensive immigration reform and they are right now that they still think it's edited it got a pretty good chance or are they looking at all the kind of wavering among some senate were calling us and especially the opposition of a lot of house Republicans signed.
-- may be in trouble.
Having gotten the hard part of the house and harper I think they're optimistic but I think them every time you talk to a White House person about this like look this could easily -- we do not think this is the game means a 5050 thing and aspect of different things better than the other issue that got right now.
It's a 5050 that's that's a great -- for the does what thank you panel.
-- -- -- with us throughout the -- let us know what you think about immigration reform -- the prospects for its passage look from my Monday edition of Wallace unplug it can find it right here.
-- Watson is on the dot com we'll see you back here that's --
