And welcome to Fox News on that panel plus -- Brit -- Jane Harman Karl Rove and Juan Williams a little bit about story.
We were talking early this week about who we wanted to have on our shouted talk about the NSA and -- obviously a lot of people that already.
Talked about it but -- controversy was continuing.
And I thought well.
You know nobody was more involved and interest in this program than Dick -- so we called and asked them.
He was enjoying his summer.
-- his beloved vacation home -- Jackson Hole but when he got the invitation he's -- I'm gonna do what.
He got on a plane he flew it all the way here yesterday and I can tell you from having made that -- It isn't an easy trip from Jackson Hole Wyoming to Washington DC line back today.
But you have some thoughts about his coming.
Here that's a -- really is -- home although he has -- -- here but not hear much.
He came here.
To make a rare Sunday show appearance in the way he orders his life -- for one reason.
He believes the NSA program you could tell by his answers here needed a strong defense a strong defense it has not gotten from this president.
And this is this is a little piece with the way the president is acting these days.
You you look at the this Syria intervention it's.
You know a national security deputy aid comes out to announce that not him he's not trying to lead opinion on this.
This program is getting a negative reaction from all ends of the political spectrum the president needs to come out explained and defended he's got the biggest megaphone.
It needs his leadership I give him credit for keeping the program and for expanding array for President Obama.
But he needs to come out and defended that's what presidential leadership in foreign affairs matters about he he doesn't -- -- do it.
You wonder about it exists in the -- -- been Ghazi this or let's not make a big deal out of this way of approaching foreign policy issues I -- maybe.
Well I mean let's talk about that congresswoman Harman because in the case of an SIA.
When it was revealed he had a pre planned speech and he took it to answer -- -- to questions.
Out in California the week before last -- I welcome a public debate.
We haven't heard from them cents and on the cases Syria well -- -- holds a conference call last Thursday night.
He is at an event for lady edited -- gay and lesbian folks at the White House when Ben rolled holds us on camera briefing.
He is that a Father's Day launch I mean he does seem in a public since being missing in action on some of these key issues.
Well I agree on Syria I think it's a missed opportunity maybe this week in Ireland maybe let's just dream about this with Russia and others.
We will announce a much more aggressive policy on Syria but on the NSA programs when this happened two weeks ago he was out there he answered a question to -- in California.
But he was vigorous about it and I'm hoping.
That he will permit his administration especially Keith Alexander who.
Vice President Cheney just praised Ted I don't know where dirty agency yes -- and the so called cyber czar.
To come forward with specific examples of where this program has helped us and I also think some of the opinions of the fights a court.
Could easily be -- declassified to the people understand.
That very few Americans ever have been targets of this program and when it happens as Carl was saying and and -- and every all of us.
He needed individualized -- that's what the Fourth Amendment requires.
Approved by a federal court that's the -- court and congress is fully briefed so this is not some.
-- you know what huge fishing expedition in the world it is a targeted program to catch those few people who are trying to attack us -- As somebody who in the bush White House obviously was very involved in what I guess the most precious thing which has.
The big expenditure of presidential capital -- to -- -- -- and -- not gonna weigh in on.
What do you make of this president recently on these issues it's puzzling because this White House believes.
Apparently the look first four years if we got a problem on an issue and the president -- me a speech.
In the second term it's if we've got a problem send -- to level three -- higher level -- guy in the in the national security -- all were much too.
Generous -- -- -- of the national security advisor to deputy national security advisor and then a huge number of sort of deputies underneath that he's one of the deputy national security advisor.
For strategic communications used the press guy.
And -- when you have something as critical to the country as this one and one that is generated sections so much controversy this is a moment where the president and the vice president.
And the secretary of defense -- the secretary of state and others need to be heard from in various formats in various in various ways.
And an end it and we see this on Syria's well the president has not engaged on it.
In it in a way that will build confidence -- American people that that if he makes it tough decisions like he apparently is made.
That it's one that's worthy of their support when was the last time the president talked about Afghanistan.
When was the last time the president really talked about the war and -- any way other than to say.
Dismiss it as something as Andy and insignificant to the current circumstances the White House.
Even if you disagree -- that what's there thank.
Well I think they're thinking this is -- if we don't talk about it it doesn't get to be important and the president has is in a vulnerable position.
His favorable and unfavorable -- his job approval in his job disapproval.
You know are are in shaky ground the job approval is below fifty.
Which is not where you -- to be is an incumbent second term present monetary have been there under fifty you know once that starts to slide it's hard to keep it from sliding.
And I think their attitude is rather than engage on these issues and drive the numbers up let's avoid the issue and try and find something noble com which the the American people.
Or segments of the American people these guys are into micro targeting on public opinion let's let's go out and talk about.
Guns let's go out and talk about gay and lesbian issues let's go out and talk about the you don't job job fairness for one and hope to cobble together -- you know a enough support to the president's approval ratings stay above 50% -- Well I disagree Americans first of all there's a potential prosecution involved here for Snowden that we discussed during the panel.
The second thing is I think adamant that -- I'll come from defending Indiana are about to say the second thing is you could engage the debate the larger debate about security.
-- person's civil liberties.
But remember it.
That that if you go out and get that kind of speech you open yourself into questions about exactly what is going on what is being done from here I don't think the president should be answering those questions.
I think you could have you know that this question has been watching you could have.
People kind of Oval Office speech he could sit behind the desk.
And address it again I think it would invite a ton of questions to we could have the press conference but the president as would all -- questions.
About how this is done what we've seen instead is James clapper director of national intelligence we've -- keep Alexander on the hill.
There's no secrecy there's no lack of administration and top administration degree relatives of throwing out and zooming into this well and I must say.
According to what we saw from -- this week the most of the American people.
Had so far been persuaded that it is threatened court.
-- let's let us do -- let's just talk about -- -- who uploaded the fact that he's missing so far.
-- why can't we talked about that in in the regular panel are Chris because what we that was most Americans see this as an era in which we are withdrawing from work they do not want to get into a new war.
The president in terms of what he is doing is engaged in.
Tried to create a force multiplier you know yeah why not come forward and -- -- I.
But -- got a case he generally.
My case he's just now put the arms he's just now I think engaged I think Jane -- is right he's -- -- the part but the party just think his talent and my heart is kind of.
These things have one thing income -- that he doesn't like because these are things that offend the left the NSA program -- the left.
And -- in Syria and elsewhere -- -- left to the president goes out and talks about the kinds of issues and Karl Rove Saudi which -- he.
Which he pointed out touch the elements of his base in a favorable way you -- -- -- those into the left doesn't like it has been 88 characteristic of this president and why he's afraid to offend his base and got it.
Because in march of 2013.
The White House says president Obama's legacy he's focused on it totally.
Focused on our ruthlessly is to win back the House of Representatives and let when he -- like.
And the other Canadiens -- The result it is all about losing I had a handle on the premise upon you get like I under I -- -- I just I disagree first of all I know we're gonna hear a lot more billions -- and it is schooled in Ireland.
In on Monday and I think he's rolling this out with a multinational group the number two on the NSA programs and so forth I think he wants and he -- want.
Congress to lead on a bipartisan basis they're strong bipartisan support in congress it's a miracle.
Far these programs across the board with the exception of the far right and the far left with an interest -- Brothers and sisters but I think.
I certainly can keep quiet here Iran and this builds a better case for whatever he wants to do in 2014.
Please -- another we've settled that -- and robust throughout -- -- let us know what you think about the president's involvement or lack of involvement.
In a public sense on these issues look for -- Monday edition of Wallace on blog which you can find here at FOX News Sunday dot com.
We'll see you back here next.
