-- welcome to The Journal Editorial Report I'm -- as you go some troubling poll numbers for President Obama this week indicate that recent controversies.
Including NSA surveillance and IRS targeting may finally be taking their told the president's overall job approval dropped eight points.
In one month according to a CNN -- -- C poll released this week with forty.
5% approving of that -- he's doing and 54%.
That brings his real clear politics average to well under 50%.
But perhaps most worrisome for the White House is a seventeen point drop over the past month among people under thirty.
Joining the panel this week Wall Street Journal columnist and deputy editor Dan -- anger assistant editorial page editor James Freeman.
And Washington columnist -- Straus also -- how do you read the these this poll drop is that the scandals and which one in particular.
Well I think what you're seeing is that different scandals are resonating with different groups so.
Look at the independent.
That CNN poll.
You know going back a month ago only 36%.
Of independent thought that this was somehow hide the IRS scandal for the White House.
That number is now more than 51%.
Then you go over to the millennial seventeen point drop is that you you mentioned that seems to be more related to the NSA you know these are FaceBook Twitter crowd people and and they are concerned about that the claim of Big Brother.
That's when -- put all these together -- in -- why you see an overall erosion of the president's job approval rating.
Interest and show how.
Or to what extent.
Dan does does this affect presidential leadership and the perception of presidential leadership and credibility that is that it those central issues here.
Oh absolutely Paul I think it what it affects his presidential -- stature and authority.
That the for the the president and he is supposed be able to lead the country but for that he has to have support and authority and I think this.
These things are eroding that authority not rarely in the country but in Washington among the insiders on Capitol Hill.
I mean you had this is that a cumulative effect first you had been godsey venue had with what -- the Democrats and that's just Republican partisan usually that's what they say publicly Paul I mean you know we have had stories about.
Dog Democrats doing the immigration bill asking the president not to get involved because they're doing just fine that's -- when he got involved in the deficit negotiations they went south.
The problem is that this president simply does not have significant political skills at that level he doesn't like to do that sort of thing.
So he pulls himself a -- from the hurly burly of politics.
And in this case like the NSA scandal where he.
Has refused come forward and defend a defensible program -- a full week he did for a full week gave a little press conference and then he just for eight days radio silence but nothing nothing -- all of that is eroding.
I support finally went on Charlie Rose and said you know we created the -- -- -- no we didn't -- -- -- harder.
Created to fight to court in 1978.
And in 2008 it was applied to overseas wiretaps he inherited.
That program James -- wears this IRS scandal now.
Going -- a lot of Democrats saying you know what it's over.
We've talked a couple people in Cincinnati and our investigation they say you know it was no big deal is that true -- Not over I think that CNN poll tells you that the American people don't want this to be over really striking findings not just in terms of how much distrust there is about the administration's story -- -- a full 25%.
Of self described liberals in that poll.
Think that the iris targeting was directed by senior officials -- White House -- we're gonna find out what to any extent there was.
White House were.
-- political appointees involved in the are we really gonna find that -- well this is the question to an end this is writing -- you know big.
Good question of leadership when President Obama whether or not you think the political leadership was involved.
What's been absolutely true is that his leadership on this issue has been terrible the moment it came out.
He claimed that the IRS was an independent agency it's not been worked for him this was a way to kind of -- distance himself but -- saying is that let's investigating he's got -- -- investigating he's got the well yeah.
That's great answer holder last month announced an investigation a month later they had to the FBI goes to the house and I says I don't know who's running that I don't know how many people are working this week he argued he went -- -- before the senate than.
Have a little more answers that OK he's got some agents on it but what we're not seeing if any -- -- that there's actually an investigation happening in terms of witnesses being interviewed you don't seen Tea Party people being interviewed by FBI -- so.
So I think if if the president wants to work on these polls he has to show leadership and say I recognize this is a big problem with the government's targeting my political enemies I wanna find out what.
Happen Kim how is the investigation on Capitol Hill into the IRS going behind the scenes as the percolating along as it may isn't making progress.
It is and I think what the Republicans have learned there's some prior investigations is that you can.
Calling in the big name officials like they did the lowest Lerner who -- it tax exempt organization.
And she ended up taking the fifth.
But that's good theater it doesn't get you much what they've learned is that you've got to go and you have to start at the bottom up and you've got to interview the people.
And what we've seen from some of the transcripts that have been released for portions of the transcript -- the -- releases it.
Those people on the ground are beginning to give some real information name some names explain how this process actually worked and who was making the decisions now.
That has not been released in -- but that's what house Republicans are working on behind the scenes and that's why you've seen a bit of a wolf.
Is because this is the heavy duty investigate.
Okay -- yet we're still trying to figure out how exactly it all started but one thing that is clear is that Washington sat.
On a lot of these applications and to this day is still sitting on.
All right that Dan.
But you know that poll rating he has a -- at 50% his entire presidency for the American people did this.
Historic presidency the benefit of the doubt that five point drop is really a bad sign for Barack Obama if he starts -- like that.
Everything's going to start with pulled back from and including the Democrats I think in Washington he could be a lame duck by the end of the year --
