This is a Fox News alert at the senate Cleary -- key hurdle and immigration overhaul bill the senate -- to limit debate on the border security amendment now that's great news for the supporters of the senate bill.

What does that mean big picture.
Well I mean and means that we've made improvements to the bill I mean real improvements are gonna have 700 miles of fencing and the monies in the bill so they can't take it on the future elected -- in the past.
Means -- 120000 new border agents doubling the size of the US Border Patrol.
It means you're gonna have mandated technologies so we were actually saying at a minimum this is what the secretary of Homeland Security must do.
I don't summer going around saying she can ignore that but she can't.
says these -- the minimum standards so it's a real improvement on the border security I just wish you would have done a little earlier I've been saying it for for weeks now.
But the border security elements of the bill needed to be strengthened.
I is a border security going to be set in place before anything else happens like game and given any legal status who might be here illegally -- -- -- done simultaneously.
First of all couple things need to happen number one -- there -- people illegally in the country now we're not talking enough people in the future we're gonna identify those people they're gonna pay a fine.
They're gonna have to undergo a background check and they're gonna get a temporary work permits.
And while now have now -- we doing all that we mean it.
Out before the security for the -- many people want I'm not many Americans want security first supporter and then we start that process.
-- what we need to understand is the prize here what they really want as the permanent status to green card that's that's the permanent status that cannot happen.
Until 700 miles of fence -- completed until -- -- fully in place.
Until the entry exit tracking system is fully in place until the technology plan is fully in place until the 20000 new border agents are hired trained and deployed.
All five and ten years have to go by.
Before anyone who has violated our immigration laws -- before they can apply for the green card.
We're gonna do in the interim as we're gonna save -- here -- now we want to know who you are.
We're gonna force you to undergo a background check and pay a fine and start paying taxes.
And are you gonna get as a temporary work permit you're not really get Obama -- food stamps -- welfare any of these other programs but we need to know who those.
Packed my guess is if I just to conduct -- -- transfer of everything you've just said ally in the bill and the last -- -- two minute and a half.
That -- -- be at most fifteen pages of transcript so tell me why this bill has to be 12100 page because a lot of Americans.

It reforms are legal immigration system away from a family based system away from chain migration and towards a merit base system so -- completely -- Future legal immigration so that it's more skills base who kept hearing that from people that's the existing bill.
The amendment basically took the existing bill and added about a hundred something pages primarily of these border security requirements because people told us.
They don't want to leave it to get on the call -- -- to design the plan so we designed it for her.
Is there any US senator who gets anything special for constituency.
In this bill.
Well I don't believe that that's the case I think there I think what -- what -- -- I don't get it from Chris you questioned sad there's one there's a special permission for people fish Alaska right.
While that's not accurate what it is as guest workers that are fishermen and allows them to apply for a temporary visa a work visa.
To -- and Alaska because the fisheries and -- they have a particular issue that they want to use it work permit.
That's not a -- it's not cash yeah why can't we use bases.
But why can't we make this uniform for about why don't we have didn't make it special or different or whatever you -- -- copper Alaska well I can't make this uniform.
Again that's an issue that specific to certain regions of the country where they have guests -- fishermen in most places like in Florida the fishing fleet that's out of the commercial fishing fleet is all domestic.
But there are parts of the country that use foreign workers from time to time to do some of the fishing and so in those areas like in any legislative process they're gonna say that they have a special need.
And their part of the country.
But this is not a giveaway like cash this is a -- seven people have to apply for a payment for.
But I tell you what many Americans are are frustrated with is -- -- of -- this complexity of these statues that the 12100 page that whatever it is.
And if we need to give guest worker permit you know why we've sort of section -- different parts of Condit why can't the whole country everybody because -- special worker needs in other parts -- parody -- it's a different -- that should be.
In the statute you know when you begin giving little special once in this part of the country is there a particular concern in this part of the country -- -- that.
Particular concern that's what I think begins to make people suspicious that -- this special deals.
Right so -- I understand that I do and I fully understand people suspicion of government and I'm generally not in favor big pieces of legislation for those reasons.
But our immigration system when it comes to temporary workers -- regional for example there are crops that are seasonal and so you need workers that work seasonally.
There are other crops like the nursery industry in Florida that's year round and so that's a different kind of -- that needs a different kind of permits to depending on what kind of agriculture you have in your state.
Your interest in the different type of legal process for for people to come here I.

And so you probably don't need as many guest workers for construction and out some people would dispute that but -- -- For example you probably have more domestic labor available for construction than you do for example picking tomatoes and the field down in South Florida.
Other examples of crops that have different types of workforce that they used here's another thing.
If you want to bring in a guest worker from abroad.
You have to pay to bring that person here you wanna make sure that you did you pay to bring them here the a week later they -- off working for someone -- farm because you paid to bring them here.
So that's one kind of guest worker other people do want to bring -- workers back to work for anybody there are free agent but then you don't have to pay to bring them here.
I finish my last question what about gay couples sound that was not -- gang of eight nor in the would build it came out the S Senate Judiciary Committee not of many Americans are wondering what to do we know what's gonna happen gay couples.
What is the status of that and I -- -- -- there is standing by to see what the Supreme Court does this week on don't -- but what's the plan now.
Well the first of all mean any individual can apply for legal status in the future mean legally come here I'm talking about as a guest worker -- green card applicant.
Do the legal process that any individual can do that the bill does not deal with same sex couples.
I respect everyone's views on this issue but I'm telling you that that's in the bill that will kill this bill this bill how significant the challenges as it is there's still a lot of opposition there's still a lot of quite frankly suspicion about what it's going to do and how it's gonna work.
But sadly a lot of misinformation about provisions of the bill -- after that's added into that build up provision that you just outlined about same sex couples it will doom the bill to fail.
He is there no way to sort of for people exert leadership been like you know where were given were given up on sort of the the issues -- thinks are difficult hole which may -- -- a lot to many Americans you know is there any way to sort of like if we're gonna do comprehensive.
Let's do it and let's face these tough issues.
I'm sorry well look here's what -- the way I view it for years even before I came here when I would talk to people about immigration.
They would say to me let's finish the -- let's build a border fence where it's needed.
This film regulates that it mandates that and it funds it's a future congress can't come and cut the money.
People used to say to me -- and that said we need more technology on the border and we should require specific technology don't leave it to the Department of Homeland Security to decide.
Put it in the build this bill does that.
This -- has a bunch of things that conservatives and many Americans.
Have been asking for specifically for years it now requires that and the reason why we know what's going to happen -- we think it's gonna force them to do it.
Just because you can't get the green card.
No one was -- they cannot be violated our immigration laws you can't even apply for a green card much -- get one until all five of those things happened.
