Good morning I'm Doug -- -- here with my friend and colleague Pat -- We are political insiders John the -- -- our other colleague and of course a friend of both of ours is off today.
But pat and I will do our best to hold up his end and to deal with a range of subjects.
That have -- the political.
Arena in the last week or so most prominently a couple of speeches by President Obama and also a range of very very useful and informative -- -- some of which collected by Fox News other of which collected by the Wall Street Journal.
But pat I want to begin with this speech.
And I want to put play.
The -- nine that speaks of phony scandals and then I'd like to use that as -- -- for us to discuss.
What in fact the president to say so let's get that's not going to protect.
An endless parade of distractions and political posturing and phony scandals.
Can't get in the way of what we need to do it.
What is the president saying why did he say what's this point.
Well I think but he was saying -- -- trying to get away from the scandals which the public he's way ahead of everyone -- Republicans.
Have as we've discussed we've we dropped the ball on trying for the nineteenth time you get the focus back on something but I think you said he yesterday and I think it's worth for pricing.
When your part which is we've seen this this is the same to -- play.
He made in 2011 when his numbers went down which is essentially divide the country right now -- Well let me summarize -- our audience what I was saying yes I'll start with the scandals will -- get back to it then I'll turn to the more general point.
The democratic of approach to the scandals it was certainly the approach -- -- -- his answer for awhile.
Answer in completely.
-- accurately but certainly in completely leaving question after question and answer.
And then decide.
That every question has been answer.
And then when they question gets raised again was an argument to say it's old news.
An old news now -- -- -- phony scandals weren't so it goes from yes there's reason to be outraged outraged.
But let us address that.
Well we tried to address it completely we'll try again well but we've addressed it completely.
It's cold we've done that it's -- -- -- -- -- Obama's gonna say to that very point right yesterday I'm watching Jack -- the Treasury Secretary.
Whose former cronies at OMB is now -- have been sent over to the IRS I called the -- -- -- For those who -- Watergate over the FBI.
The which is to cover up -- -- deep six this scandal.
The -- Stonewall was an understatement.
Watching Jack -- -- would answer none of the question Chris Walz said.
White has anybody talked to the chief counsel nobody was involved it's all over it's old news.
The White House lawn.
But it's happening don't you think in great part because the press which we found for thirty days from late June to late -- -- -- found that only war only on CBS for one minute a little bit -- the minute has there been any discussion of the IRS which is a gigantic scam.
Look the Obama administration.
Has managed to figure out an approach with this media at this time with these -- cycles which is to just run out the clock.
Keep the discussion going as long as you have to try to change the subject.
Divert and obfuscate.
And then say basically that's last.
Last -- -- Despite component John my John will be being there.
Saw her -- enrollment could John -- saying.
Shawn would be jumping radiant and talking about how his party the Republicans.
Have dropped the ball right by not pursuing any serious way.
These investigations to select -- whether it's abuse of government have been Gaza as we bolsa.
But his point is and I think he's right you know I don't something -- -- -- -- That the Republicans have made this possible the administration by -- haphazardly -- frequent approach to these scandals.
Let's be very clear about the Republicans.
While the media his complaints that I agree with you pat.
The Republicans by failing to do either -- select committee systematic.
Political reform agenda war just -- expressions of outrage they basically ceded the landscape to the Democrats.
What Obama is doing to return to your first question I mean it was a good one.
He understands that his -- pole position in every dialogue we are -- them for new ideas.
But I don't hear of it.
Talk to them they're blocking everything.
They have no agenda they have no approach they don't know what they're doing so Obama having the bully pulpit is able with.
Messages now that he used successfully in 2011 as you said yesterday -- to resuscitate himself.
And to win the 2012 election he's just we're freezing all claims he did so with the one that Brung you.
But that's right from the and you said yesterday for the -- this is the opening round -- -- what I thought was interesting by the way.
I was really looking collapsed -- -- after our show when the Wall Street Journal poll.
And saw some numbers which really interest we don't have been because.
But we are a couple of the number you have a couple of them which we -- get -- but one of the ones that whites and blacks in this country.
Who were so optimistic when both races when Obama was selected.
Have now had a tremendous decrease in their belief that the race relations back people who -- race relations are getting worse not better.
And that goes to your point in the point two and I've written about robbed several how many times.
-- -- together riches that this divide the country -- has other.
Were beyond the immediate politics of helping -- some -- Let me let me put up the numbers we do have because I think they would be.
Very very useful for our discussion for the few minutes we have left in this segment.
Can we put up -- polls four and five.
Please so pat and I can talk about.
How do you feel about your -- in the next election.
Time for a new person or deserves reelection right now it's time for new person 57.
Deserves reelection 39.
That is down from 4742.
-- was so -- the swing thirteen points.
Since August of -- eleven.
Pat what's your reaction mile and a plumber -- -- the next Madonna is not an exact numbers say numbers and it in different little bit different contact -- -- speak to this could choose.
How would you the world about the question would -- about would you vote to remove every one every member of congress -- including your own representative same numbers 5739.
-- these are stunning numbers but they tell us.
That the discontent of the American people with their leadership.
And yet the Wall Street Journal this morning that people put up poll.
Have an article this morning showing that -- of the Charlie Cook who's -- really expert on the east district.
But there are ninety swing districts -- -- -- of those nine are competitive for next year we are gonna have no change.
Because of a point you made yesterday about how the system is shut down so that this expression of discontent.
Of the American people cannot be heard.
He -- to keep it out of the system right.
Well that's exactly right and what we're seeing and -- -- thing about this when I read the journal article this morning.
As the system becomes more and more.
The political class comes up with -- vehicles like redistricting.
-- campaign finance to keep.
The incumbents -- to keep the power structure the political class in power they just rigged the game more and more.
Put another way when we were starting on politics pat.
It was -- -- you were able as a bright young man to raise money run for congress and get into the system now unless you're a party guy.
You're not get a -- And and what it what is -- this is a self perpetuating nature of the political class.
Who -- the candidates they like to recruit.
People like him who believed what they believe who have their world view and think politics -- -- go to the people we shall with money and help.
-- buildings apparatus by -- via phone political Bible.
Is it constructed with people who were in our business consulting and whatever.
Who are in force this is an enforcement mechanism to support the people who will support the system into.
Stifle and undermined and suppress people who would challenge the system.
And so the great American question is when we see those numbers.
Is how or the American people this is let me just -- -- -- This is a democracy in this country is no ladies man a Republican isn't it democracy tendencies and is still we have a but Tom -- bill and Potemkin village feel toward democracy which is -- facade.
But it's looking -- actually more like a banana republic.
And the question is sooner or later that frustration that error in the -- is gonna come out someone is going to.
But that is why the system doesn't change and what is that doing turning people off from politics which also serves the political class let me ask -- -- -- You were just in France.
Did you say to anyone -- would to a thought to save it.
Look at how our system work.
-- didn't hold care such trouble but I would hardly old -- up as a great well that's what I'm saying that when you say no how can you could you.
Our system is dysfunctional in in the -- in the extreme.
When the real problem is that did that in the -- this I blame both parties for.
They talk about things but they don't really get to the problems of ordinary people we -- in two Americas -- political class against the mainstream of the country and look at our economy.
The very well to do read through the of this stand is -- the cut stock market meanwhile the real economy for people they are suffering we see numbers all the time.
-- -- no -- will come forward to offer we use are so articulate about -- pro growth agenda.
Something they can say we can change things -- So really positive answers it is all about holding on to what they have.
And I think it's a failure of the political class I think they instinctively know they have and that's why they're clawing along.
And helped by the media which is also party.
I'm gonna make one more -- and we're gonna go to a break but my sense is pat is as the problems with the political class become more apparent.
They become more tenacious.
-- in trying to tamp down.
That's your identity your becomes even greater right and there efforts to.
Preclude democratic elections.
Fair fund raising.
-- robust debates on issues I mean.
Pat you read today about what they're talking about in terms of despite -- get to it after the break.
The debt ceiling.
Reforming entitlements there is no serious discussion going on and as we talked about yesterday to the extent there might be.
It's behind closed doors with fifty here vows of secrecy there's somebody might talk about.
Tax reform in the context of eliminating or reducing the mortgage interest deduction and -- charitable deduction.
Isn't this Soviet style pat.
Yes well wouldn't you know when you -- nine competitive races out of 435.
I'd say that's sort of but what we -- have a fifty -- bad -- not very much national security.
We're talking about policy.
But -- what they said was Max Baucus chairman of finance committee.
Allowed last week said to members coming give -- -- ideas and we'll put a fifty year.
The job we did before anyone can find out what you suggested that's not democracy that is the makings of a banana republic.
Well we of that let me suggest we will be back.
In a minute or even last two.
Further discuss these and some other issues we'll turn to that.
New York City Merrill CNN few minutes but for -- -- -- maps and John about where I am -- sound we'll be right back.
Morning on Doug -- again I'm here with Pat Caddell John -- is missing today David he'll be back next Sunday and certainly next.
Monday we're gonna turn to -- -- I'd like to put up poll numbers seven Fox News poll on obamacare.
And will go from there.
This the question is what should happen.
Repeal it -- keep -- in place forty.
Want to keep the law in place 53.
Want to repeal and other polls that we've alluded to in the past about as much as 60% either wanting to change in part or repeal and 40% want to keep.
So pat what is -- say -- Personal every poll right now we're showing depending on how they asked the question to look at it.
Their lowest numbers in supportable obamacare including the Washington Post which had been nothing but it either holding cheerleader trying to.
-- numbers to show.
That it's doing well what's happening is the American people are catching on but this is a problem today there was story.
That Medicare doctors the leaving the Medicare system are at triple the rate they did a few years ago because ebitda are not -- -- and of these rules.
In any event it is a real problem -- look at the battle going on in this is amazing the American people want to.
They've walked the individual mandate halted because they don't think it works right now delayed.
The Republicans to vote on the house but we have two major and you can look at the division in the Republican Party.
You have to instincts going on on the one hand we have the establishment of the Republican Party crossroads -- Karl -- groups and others.
Saying what -- in Concord new -- Let's not blocking anything with a obamacare.
Let's leave that issue along as they have argued against -- -- the American people unborn stop.
Meanwhile the people want to change it go when I called this a bridge too far in the wrong bridge.
Instead of going for what we have said which is delayed in individual mandate go after the IRS enforcement which the public 79 to sixteen to get now.
They -- -- fund all of obamacare because the law doesn't exist in tied to the debt ceiling.
Which is a crazy way to approach this.
It's so we wanted to crazy because there is no way -- you -- upon Obama care.
It's mandated in the -- to begin a pat -- and -- -- it goes too far because people -- you're going to shut the government down.
Because you're gonna say you have to stop Obama -- what did you kill obamacare one into the waiting individual mandate who -- -- -- the IRS dot.
Rather than be effective they want to go to the most extreme political position and let me -- -- going to be a.
Explain just in what I think it's simple terms of the -- get it wrong or please please clarify.
We believe in -- country of -- sometimes.
But if you make a law.
You cannot arbitrarily and capriciously decide to defund it because you don't like it right that the world doesn't work that -- Consequently you can repeal a law.
You can delay part of its implementation.
The Obama administration is probably gone too far.
In just unilaterally.
Delaying the employer mandate.
But bottom line.
When a -- gets passed its gotta go into a fact that's what a constitutional democracy is about.
You shut -- over that issue right.
Is as I said the wrong bridge and wanna wait too far -- engineers on to finding that I'm -- shutting down the government over our the debt -- I think that we're not a -- event that's ridiculous I think that you can use the debt ceiling to fortune changes but look the president doesn't want to go if you were headed.
We may have -- the other point the president doesn't want to negotiate present won't negotiate anything with the president's position is speaking of observing the law.
Early which is what I don't like the -- he said well I I will do whatever I can't executive power which is -- -- just act the way I want -- right we happening.
And both sides here and instinct.
That does not respect the process.
Of the constitution that's the key point as far as Arkansas I think you're in this makes weakens the whole democracy it's you know what -- just part of this entire contempt.
But the American people that we were talking about earlier and that's usually what puts a -- -- up please.
-- -- -- are you satisfied with how things are going in the country.
Right before the election 46% said they work 53 -- out so.
Pretty evenly divided but a majority yes now it's 63 narrow 35 yes what does this -- -- it just felt in the country is saying.
We are drifting slowly and inexorably.
And they don't feel like they have control but.
And I think this is you can't argue it's not like we have a massive economic crisis I mean we do have an economic crisis we -- persistent under employment and unemployment.
We have consistent -- with real income.
In this country but we're not it's not like the -- it's not 2008 when -- we've dropped off to the financial -- We don't have a major crisis in the world war going -- we have a lot of disasters.
But those numbers suggest people's sense have a feeling that things are not going well in the political system is exacerbating them -- -- Well look I I think we are having dramatically in the wrong direction and if the economy or -- government -- the economy and the government.
He hit a critical masses we did in 2011.
We can have a very very cataclysmic.
Downturn now I'm not saying it's gonna happen but the risk that's built into this system is far more substantial.
-- there is a way to solve and it's going to be solved Wednesday because the bureau of economics.
Analysis in the Commerce Department can -- configure.
GDP so once again we can nab show growth -- -- not satisfied with what it is so you can't have real world will -- -- where this seems to be the way we do business it it is and look.
What is happening to me.
In the way I think about things is we are so Giguere data outcomes elections.
That what you refer to now as they have banana republic.
-- fair appellation.
For a situation a set of circumstances.
That are really calamitous it wasn't how we were brought up and it's not the role this country is supposed to have.
This country was founded with the idea that we would be the exception of those kinds of things -- in the challenge for any mature society.
Is to maintain its integrity of its institutions and our institutions are failing.
In the only resource I think that is out there.
He's the American people -- they can be mobilized around what you say and I say all went.
Which is -- common sense sensible agenda of this country.
To restore it since Bob.
-- in -- sense of purpose and its sense of accomplishment.
And that we don't have in this -- that is and I think people are begging for but -- -- not being.
Heard that is absolutely the case I wanna in the couple minutes we have left that.
-- from the certificate -- the sublime to the scenario for supply line to the ridiculous -- totally populace I'd like to turn to the New York.
Mayor's race I'd like to put -- -- ten.
If we get slightly service that's -- that's that's that's Anthony winners favorability among the 52 to 36 -- Thirty favorable and 55.
Unfavorable that's his favorability let's put up the primary which is the slide before.
The more -- Christine Quinn is beating -- 25 to sixteen she had been losing some 25 to twenty pat -- dad is having that support team.
When chip those payroll on payroll numbers Richard tried giving -- -- we would say you -- dead.
But he is still hanging on there but it is saying something about our system he.
And Eliot Spitzer will be the next target of this -- -- nice and use the word -- kimono.
We see it in San Diego -- them the groping mayor.
-- who announced he's taking two weeks off.
To go do some therapy are someone so that the Playboy Mansion probably studying earth BP you know but we will not leave office nobody -- But the weird situation up look at this this man not only was the front runner.
He would raise the most money his wife is a very prominent person who stood by him.
No one knew that this is going -- you have someone with this apology after neighbors -- I don't need to recite the audience everybody -- -- he's out there -- The advantage of the Carlos dangers that the other that's his that's his character is that is his.
Handle -- the -- but this is insanity this is the politics of the most important city in America.
In the -- city permits but what happens and you said.
Here and it matters a lot more than just New York City and this kind of joke is going on that's what our politics -- -- Here here's -- I agree pat here's where it but.
We have real problems -- real fiscal problems education housing like.
You would hope that a campaign would at least in passing address issues.
Rather than this circus and shot a -- -- the elections become.
And I would submit that we all lose.
When narcissistic personalities.
Decide to dominate the process with their own peccadilloes.
Rather than their -- See everything and able to do this too let's not just blame them they're crazy or but I got problems whenever you wanna say.
The pathology of it but it's the people who give the money -- -- people's support as their New York Times.
Doing -- frontpage magazine -- a couple -- in the months ago before he announced setting up this race with they had that he ended ended Weiner and his.
Gentlemen pat -- -- that we will be backs.
