And those are some -- and it's those are senate Republicans as they head headed to the White House.
Just a little bit ago on a dreary rainy day here in Washington.
Talked to President Obama about how to cut a deal on -- partial government shutdown.
And to raise federal borrowing limit.
They want to do it.
-- they figure out -- way this hour flight and I -- superstar won't and we are still here at the cannon house office building the root them.
And a Sherpa for us a guy for us in this base is Stephen -- he -- and I love the title -- leadership and it -- And -- -- -- title leadership and boy that sounds like you don't.
Harmony and -- -- leadership editor and White House correspondent -- roll call.
What's happening today is.
Mitch McConnell and other members of the Republican leadership are there with all of the Republican members of the senate right -- all going to the White House today -- stupid bruises he was taunting the president preemptively when he was -- values voters -- -- -- all going out there to try to do a deal.
What is offer on the table from senate Republican.
It's -- senate Republicans are divided and you've got the Ted Cruz for Republicans saying this morning.
We need to stand firm can stick to our guns -- defund obamacare not and that's Ted Cruz and ever shrinking contingent of the senate Republicans -- a larger group the Republicans right now who all want out of this big bucket of paint.
You know they've seen these polls the last couple days the Gallup poll.
Wall Street Journal poll two days in a row.
The two worst ratings -- in the history of those polls for the Republican Party out there there are people like Kelly Ayotte who want out.
And one out fast and they don't just want.
A debt limit increase they want the government open on Tuesday night and so you know.
It's going to be an interesting meeting took to see whether.
Obama is debating -- is meeting or Republicans going to be debating each other and Obama watching themselves but you're watching on looking and a trying to figure out.
Who you can deal with.
Nothing gets accomplished and meeting of this size -- that's that's just true when you have this many human beings in a meeting like that.
There's going to be taking turns grandstanding and there's going to be this stuff productive -- or later.
And are occurring we assume right now betweens on the staff level between the White House.
This out every previous deal in this succession 33 month continual success -- -- deals on fiscal matters has gone.
You have a lot of bluster out front and then now the important thing that's happening after the house members were attacked at the White House yesterday.
The staffs are now.
Pinging back and forth with well what we did this and what if you said that that would -- would Wear T shirts and obamacare stinks but we have what if you had to say I love dad.
And so they're -- him back and forth now we are getting closer to something right yet.
I think it all depends on the word ransom right yeah although the White House the president has said over and over again they won't pay a ransom to reopen the government.
But is there's -- thing that small enough and that Democrats can accept.
That wouldn't be seen at the -- you look at something like the medical device tax but something most democratic senators want to repeal -- really ransom.
But there's this other piece which is.
Having a framework for negotiations everybody knows gonna take weeks and weeks and weeks for them to actually negotiate.
On -- the line items of the budget.
Talking here about a bridge -- a small deal yes -- that -- that is just a few weeks to create enough space.
To come up with something that the end goal here for everybody's humanism a one year plan.
What we're trying metro for all parties what they would like to -- -- one year of fiscal issues taken off the tape rant.
And the other thing that's happened it is obamacare.
Which is the reason why the government to shut down is because the Republicans decided they were gonna do everything they could to try defund it.
That's off the table I mean Republicans coming off the table hey it's almost all -- its falling off southern edge of the table with the idea of mean I didn't know much about a -- Not just -- to -- the individual mandate.
Maybe in the next six weeks not today.
Another today right so that's not none of these things are today that I don't think you're gonna see -- -- -- you know how Rodgers saying it was barely even mentioned in the meeting what the Republicans going to to the White House.
It's appropriate -- is going to be chairman the chairman and the other guy who's in charge of the money.
Right you know and there -- -- -- -- And then he's been the one who's one of the clean you know bill all along for so they can have these negotiations.
On a broader budget package.
That would take on a tight but it doesn't give him and I'm not gonna let more moderate Republicans -- leadership off the conference will look.
-- those two -- us.
Our rocket fuel for a deal and John Boehner can go to his conference and say -- look as I told you you know.
Hey do you wanna keep.
You know digging our hole deeper for the next week and have more stories.
About people who are not getting services.
And you know potentially go from 24% approval to twenty to eighteen but now -- more damage on that.
Front the president.
I thought it was significant yesterday president agreed to sign that the senate passed and president agreed to sign.
Bill restoring benefits -- -- the families.
Those killed in action and military.
They had said they wouldn't do it.
And then they -- so Republicans about the only lifeline Republicans have right now.
Is continuing to pass these resolutions that fund individual -- government that's the only thing keeps those stories and pay a little bit right.
I don't think it I mean if you look at the polls it's not helping them at all maybe it hurts the Democrats a little bit with the right it's not helping them you when -- -- -- -- -- -- yet when when you're 24.
Mind you gotta go up.
You -- stop the bleeding -- you've got all these senate Republicans people like you know limiting Kelly.
John McCain a lot of -- senate Republicans who didn't even think this is good idea to begin with.
Are now saying look I might not I might not win reelection over this if we don't it's that we don't open the government on Tuesday.
We're going to be in a world of hurt Caribbean world heard back in New Hampshire affiliate out.
And so that -- that does tend to focus the mind towards finding some kind of a deal I do think there's a path.
Where they have some kind of agreement on a budget process side car.
Which the president said he's open to right where you have a lot of things Republicans want address on the table tax reform entitlement reform.
Some vision of a bigger package something.
Something about a ball.
And -- -- got -- hand over -- there will be no they gotta have something.
We're obamacare that's good and I'm telling you.
Making Obama where teachers' accents obamacare standings just like a week might be all that it all that it takes -- -- get maybe even a whereas clause that says whereas Obama cares launches brand.
Dismal stinks and I decided we need to put.
You know who is essential personnel always -- -- Dennis you ought to read him in the ought to follow him at Steven T Dennis Stephen thank you.
Great -- Internet you.
More ahead as we continue our live broadcast here from shut down a stand we will talk about the president's health law.
Everybody would like to get off of this sinking ship and both parties of the government -- it's not good for anybody.
But Peggy Noonan and others say that's the long term thing that's really changed the discussion in America for the months to come.
After we get through this circus is going to be about the launch of the president's health law we will discuss that with our schemes -- to send.
But for efficacious panel when we come back so it's different.
My full name and email -- -- username and password then answered three security questions but on the next screen important.
Your account couldn't be created at this time.
The system as unavailable so I tried again now it's telling me that my account could not be created at this time.
The username already exist.
-- -- -- -- -- -- He is a correspondent and colleague -- Fox News Washington -- trying to sign up well not really sign up for obamacare but create an Obama carried out.
And this is power play.
And there is no blurred here there is only excellence as we come -- you from the Canon.
-- house office building and so I want you to say hello to someone you know.
You know Tim Miller.
Who is the executive director of the America rising.
At that -- that seeing you guys the jacket color -- yeah exactly.
He is Timothy C.
Hello Tim do you know Emily -- Sussman.
I don't see -- about to -- on an animator you -- it was.
He just finally and it is heavily -- assessment she isn't good friend of mine and that shows -- -- campaign director for the Center for American Progress Action Fund.
Movies titles so long now behind the titles along.
But she is -- -- and she joins us from.
From mother ship in New York I am -- -- OK so.
The Peggy Noonan wrote -- column today that was quite good and she talked about.
Now the launch obamacare.
This was back.
-- left is bad and how are you.
Is working away.
On the other hand people -- on the laugh.
-- As decline.
One column as a town which would have been cooler if it has been talked about as good as -- -- and others have said look it's bad.
It's not been groovy but it's gonna work itself out whenever you're doing anything more -- -- It's gonna it's gonna be difficult to find -- set up something that millions of people -- news.
Heavily what do you think.
I would totally agree there problems with the web -- it's being totally overloaded but we're only eleven days and and fortunately there's six months of all of this enrollment period before anything really goes into that fact and I think that what we do see is that.
The overloading of the web sites doesn't that mean that there's a lot of people that want health care and they wanna try it besides fear colleague at Fox News -- -- I'm kinda.
They don't like it'll Peter you made a -- I don't answer I know Peter do you see how -- -- Not everybody who's going -- there wants my help the exact evidence that there's a lot of evidence of that at this point you know in Iowa only five people as successfully signed up maybe -- detect problem letting its apart.
Tech problem in part interest in Obama Karina and America rising we've been sending people -- the enroll.
America obamacare events where they teach people in 3-D not on the Internet how to sign up for the amount stance and that they've been.
You know desolate have been completely deserted there's nobody there you know -- well -- South Carolina last night with two people in North Carolina nobody should not so that doesn't seem like there's a lot of interest in.
Think that there's a big tech problem in on that end as well.
OK so -- that.
I I agree with you a come.
Is that because of these tech problems.
And I don't mean -- that other people the people without health insurance or sick are undesirable personally but desirable to insurance companies.
The -- desirable customers.
Are coming in because they're looking at this is a product with -- We're on the same track as we look at the model of Massachusetts like it is the same trickle and and we're seeing the same way that people -- people will be coming to it once they hear.
Oh my -- signed up and they no longer have to worry about going broke in case they had a health care emergency.
But as they start to hear these stories you know we -- see that people wanna hear the most from their friends from trusted sources -- family members.
But if you have a family that ended up with eight in a pre existing condition massive medical bills.
That that now is able to be covered that makes a big difference and they will start coming into the law.
I don't want the answer is I'm not sure how I'm only knows the lions and tigers Massachusetts because Kathleen Sebelius and Jay Carney in the White House won't say how many people.
It was signed up for certain it's -- indicating that 51000.
They sort and whether I mean it's whatever it's the the Daily Mail in London who says 51000 but that but to emily's point though.
There will be millions of people eventually that will sign out because free stuff is popular.
That's true with the need to be millions towards the words and I think a big miscalculation here could be we'll see over the coming months event.
If even a percentage of the millions that they expect to sign up don't sign up in the NASA begins -- start not working he's healthy.
Young people decide you know and I'm just gonna pay the fine knowing -- gonna take my chances.
Then the math or how we're gonna pay for all of this health care for the sick people starts to become more more challenge.
And we -- you know who's good at politics.
No I'm good I'm good at saying stuff about politics but -- potentially -- politics is Bill Clinton.
And Bill Clinton in 2011.
At their leadership retreat I've said this to you before in 2000 until Democrats.
There are problems with this law you need to get caught trying to fix it.
And that is a refrain that you've heard from the house of Clinton and similar which is to say.
Don't tell everybody it's cool tell people well it didn't it's not exactly what we wanted to be but we have an idea for -- Is.
Democratic anxiety about Republicans what they say what you all say is an obsession among Republicans about repealing the president's law.
Preventing Democrats from making fixes to this process that they might otherwise do.
So I actually agree with you I think that it's -- really dangerous political climate you know every major piece of legislation that is enacted into law.
There's always gonna have to be fixes are always gonna have to be responses to whatever the market wants you to see how it's playing out that's natural.
There should always be possibilities for to come up and small fixes obvious -- take any huge piece of legislation which this is now that -- the law.
That -- it should be a much better environment for people to be able to like bring -- -- -- -- And hopefully once it actually goes into -- and it's off the table that you can't regulate you can't delay like wow hopefully one that's off the table.
And we will be -- a better political environment to -- to take up some of those Texas.
And but and that though.
Is a place -- -- unless we get out of this chasing each other around down here with clubs like captain cave man saves that we are in right now.
Or that there is a bird in the -- of the club and opened up and there was a burden side I love captain -- he's good.
But when we get out of the captain cave man -- stand here and it comes to litigating the specifics of the president's health law.
Are Republicans going to be able to be practical and talk about fixing or Republicans going to.
Just saying we don't want I don't wanna talk about which incidentally and -- a look ahead.
The mid terms on the math looks really good for Republicans in the senate right now in.
Turf is -- -- in red states and some Republicans take back the senate have both houses.
Then we're looking at.
Having to me you know conservative reforms to this health care bill is it's really only Republicans that are talking about changing this points.
You know and -- and Bill Clinton accepted you don't hear a whole lot about that from Democrats and.
But -- -- point that's not something that they want to talk about as long as any -- any any repeal or change or delay is possible.
Here's a question and Emily I had asked you this before I am sorry to be it and about it but I -- -- again.
Wouldn't it be good for Democrats to have a delay I know that this sounds crazy.
Who wouldn't be good for Democrats in this -- if they were to say.
Hey you know what we're trying to hit and maybe not a four year why -- maybe they just say let's do six months let's get it let's listen -- looks -- polish it up.
Look I really think the train is out of the station on this one like people who might even cause a lot of plays and there undermanned and I -- you're gonna say and it.
I also have to take note I know it -- work and the political side.
But I think if we're looking at the polling of most recent -- even the people that aren't for the health care law.
Are against the tactics like they don't want to hold -- the government -- at.
The Republican and the numbers are like tanking -- which I know -- -- earlier in the show.
So I mean the matter we have been very good about that out I think it is totally -- that this bill is not exactly mr.
Here's here's the prediction here's a prediction you guys both take this to the bank.
Then this captain cave man days six weeks from now.
We will look back on and -- you think things will return essentially to where they were which is that Republicans and the president are both unpopular.
But the numbers will be have gone back -- where they were which is the president low to mid forties and the Republicans in the lower thirties and that's where it'll go back to.
Because now we have there has been mutual agreement in Washington that this was pointless.
Yeah I disagree with that I do think that as -- years and years of running against congress -- everyone's always running.
Incumbents are terrible we're running against them I do think we're starting the effects of that.
But I actually think that the rhetoric -- the last couple of years not that not no not a fiscal conservatives saying it some government what are we don't want huge government.
They're losing that argument and to the rhetoric at the last couple of years.
-- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- Thank you for making time for us today you're so so thanks all right okay good come on all right you Internet.
Stick around because we're gonna have more fun when we come back because I want to introduce you to a congresswoman from Missouri -- will be one of those deciding.
What the house is gonna do a vote is expected as soon as today about the debt ceiling what to do what you what to do and -- tell -- to stick around.
We come together that resolve this fund our vital priorities and at the same time.
Respond to the millions of people who are hurting because of Obama care who -- That was a line in the sand from senator Ted Cruz Republican from Texas saying that it was important before that.
Deep funding of the president's -- was just as important as funding the government.
That was from your memorable speech today it was kind of long and it kind of changed the discussion here in Washington.
This -- but -- back so.
That's not going to happen or at least that's certainly what it seems like.
That the funding of the president's -- We're now perhaps even the delaying of the president's health law seems to be slipping out of reach for Republicans.
As the negotiations are beginning.
Republicans can be happy that they've forced the president to the negotiating table he said he wouldn't.
Now he's fair what are Republicans gonna have to give up to get the deal done.
Somebody who knows or might be able to surmise is you are you prepared to -- congress absolutely always -- okay so Internet.
Please -- -- Wagner she's a Republican she is from Missouri she represents.
My old hometown congresswoman congratulations on cardinal victory thank you go cars tonight against LA -- this is good isn't good that's right real Americans -- the cardinals just -- OK so what's gonna happen the house that could vote as soon as today.
On a measure to extend the federal debt ceiling right.
Absolutely will -- will see how the negotiations go I was one of eighteen -- leaders that went to the White House yesterday and in the evening we met with the president vice president.
And us secretary of treasury -- and the eighteen leaders of our house leadership Republican leadership and key chairman to talk about a path forward.
And we talked about a temporary extension of the debt ceiling price to give -- time Chris to deal with.
Some of the big issues on the of the drivers of our seventeen trillion dollars in debt.
How we can jumpstart this economy was some pro growth strategy dealing perhaps the tax reform -- other measures so we need some time.
-- to negotiate those things and also make sure that the full faith and credit -- the United States of America is not interact describe press the -- And the tenor we everybody has said pretty uniformly good and constructive.
Now -- there are limits to that -- but the president did -- sounded like from Democrats the president is open to the idea of perhaps acting on the debt ceiling by itself.
And leaving the CR for another day.
But you were counterparts and senate the Republicans in the senate don't seem to agree.
Well I will see and what we wanna do is open of the government as quickly as we can -- -- we didn't.
-- -- honor -- take anything off the table while we daddy is his time.
For negotiations in fact it is past time for negotiations.
The American people it brought us here to solve these big problems and also we want to get our government opening again we have.
We have people that are hurting at all levels not just those furloughed employees.
But the other support mechanisms and businesses it underpinned so much of what's going on so.
We began working through the night on how to open the government back up.
On how to set a framework to talk about the big issues while extending.
-- our debt ceiling until about November 20 -- in terms of the -- and and tanner -- it was a little over an hour and a half long meetings a -- and day it certainly was was useful clarifying.
I would say words like.
Honesty and dead direct.
It had -- contentious moments but you know at the end as I say the last half hour weekly came together.
And in deciding on a pathway forward that was going to begin immediately.
And and and we came back to the house with our team.
The president -- -- with his and then negotiators began through the night.
Now last thing for you guys.
I know you're voting record you are very conservative member of congress but for you guys there's the concern.
Jim -- group and senator Ted Cruz and others have said it there it is not clear how they will score -- so far they're saying.
Well a debt ceiling left alone as long as you continue to fight on the CR.
As we hear talk about a larger scale bargain.
There is concern and when you talk to Republicans.
About how the party could split on that.
But you know I'm not concerned about outside organizations I'm not concerned about polls -- punt entry I was sent here.
Represented the people of saint Louis Missouri to greater metro area and the second district I care about representing my constituents.
I know how they're hurting and I'm here and I was at that meeting yesterday.
All I can think about was that.
37 year old single mother of two -- trying to make it to the fifteenth and thirtieth of the month.
That that small business owner that's worried about health care in fact that he can't.
The sign is people off on the exchanges because they aren't functioning at this point in time the elderly couple that may be trying -- Save money for the college fund for there.
Their grandchildren and worrying about a seventeen trillion dollar debt and whether -- an American dream will be somehow out of their reach so.
That's what I worry and focus back -- and interestingly enough we have to go.
We have to okay and I'm sorry if you had a favorite -- frozen.
You would know or.
Already retired from and we thank you -- -- hi -- Chris thank you okay you Internet we have to go obviously.
About will be back with your broadcast -- starting Monday morning it.
Or Tuesday morning at 1030 I guess -- cut Monday this week we like Columbus but not that much.
Just a little and then will be back for you Monday morning and now as we like to do every day.
A work from our French -- He 81% who were unhappy with the way -- and you run.
We are now an Italian levels which is quite scary.
