Well you don't make changes just days before you're expecting to go live with the system of this magnitude.
What is very very clear is either of these developers these contractors did not follow.

Which is also a failure.
The only other outcome that's possible Gretchen is that HHS and see a -- ignored what these contractor said and went ahead with the implementation anyway.
But they didn't even start testing this thing fully integrated testing and interface testing.
Until just two weeks prior to going live with this system on October 1.
That's a recipe for failure.
So -- 55 different contractors couldn't successfully build this system.
They couldn't run -- web site in three years of prep time and almost 500 million dollars worth of taxpayer dollars why should we believe.
But the administration can now.

Well it can't be fixed Gretchen it simply can't be fixed problems of this magnitude can't be fixed it can be replaced.
And that's why I'm going to be introducing legislation here very very soon within the next few days.
That will require the president to find spending cuts and offsets.
For any additional money that he plans to spend on this website because my prediction.
It's going to cost a lot more than what he's already -- and that's hard earned taxpayer dollars and it's not fair to the American people.
I -- it interesting that one of the contractors testifying today actually admitted -- -- tried to go online and sign up.
And even -- couldn't get the job done when you absolutely shocked.
I was absolutely shocked and I was absolutely shocked at the number of non answers.
You know one Cheryl Campbell from CGI.
Said that she never even gave a recommendation to see -- -- I as to whether or not they should go live with the system but it was clearly in their contract.
That they were supposed to provide test reports and recommendations about performance standards and such until there's a lot of finger pointing going on here but clearly it.
