Good morning I -- -- -- -- and here are your buzz cuts from Fox News first off the top.
Showtime for stability yes she waited a week to go to the house and as somebody once said at this point what difference.
Does it make because in fact it probably makes no difference as a round of partisan it's nice thing.
And Jabber walking in -- minute increments.
Is so far leaving us not very far down the path as to why the Obama -- launch stinks on ice number two little.
If you like it you can keep it -- white house Press Secretary Jay Carney walk back president Obama's you can keep -- pledge.
Saying if you had a plan and you liked it and you've kept it you can keep it forever as long as your insurer offers that -- more -- sad trombone.
The president got four point Tokyo's.
From the Washington Post for his pledge that no one will take away your health insurance by which he meant he would.
Cat and mouse budget talks began.
Outlined in the Wall Street Journal today is the opening gambit from the administration about what they will accept it and ongoing budget negotiations taking place between house Republicans and senate Democrats.
But what they'll take the president's and we are taking off -- we don't want a tax increase will maybe we kind of do but we're not demanding a tax increase and we might just talk about things like.
Oh I don't know reforming entitlement programs like.
I don't know maybe on food aid.
Will get there's if there's enough time to get into why that is a dishonest assessment.
But anyway house Republican told Fox News first refer -- before but what we've never seen -- any willingness from the president to get his party to make any concession.
On entitlement reform.
Number four starter polled dude it -- can coach and LA.
Who was here just yesterday you met him he it went from being.
Out of the running it looked like in last week's Quinnipiac University poll in Virginia to into the running with a six point jump.
He's got to be loving this obamacare fizzle.
As he gets lifted and guess what President Obama who thought he was coming into -- -- up race.
-- -- deeds is going to head into Virginia on Sunday bringing obamacare with them I have suspected which Nellie will be there.
Two up applaud his arrival in the state and last but definitely not least.
In did indeed.
That surprised -- -- may have just heard the news that Australia Supreme Court.
Had reversed decisions from lower courts that a woman who was injured by a falling lamp during a sexual liaison on.
A government paid business trip inside that continental country.
I was not entitled.
To workers' comp the woman got paid workers' comp for having a -- fall on her head while she was having sex.
While she was -- a government business trip.
Anyway you wouldn't know all of that and much much more viewers subscribe to Fox News -- so do so after you get done watching that show that a bunch of politics dot com.
And sign up but we're gonna do it all right now because -- power -- If you read the statement of Verizon who host the cloud service.
It is the Verizon server that failed not healthcare dot -- and -- affected not only HHS and other customer.
That was his health secretary Kathleen Sebelius saying that the most recent outage.
In the obamacare website was the consequence of Verizon.
They can hear her now that's -- were.
But this is power play the high Internet we are I don't think having any glitches today and I'm going to test that assumption.
By saying the following words Karl Rove joins us from Austin, Texas mr.
rove are you out there.
I'm here -- and look at that the Fox News.
Internet is working and trust me we did not spend a 110 million dollars on this website how are you today mr.
-- I am doing good that I'm a little disappointed because last night at 509.
I've tried to -- to the web site health health care Doug and got the notice that the system is down just before I came in.
To be with you I tried it again and the system is still unavailable to be so.
I'm I'm I'm not having a good day have you fallen on hard times since you moved back to Texas do you need insurance mr.
Actually I have insurance for -- a small company.
And I'll tell you what I did but -- my provider I have a health savings account I -- my employees love -- a lot.
And they wrote -- -- wrote us and said in essence we're not going to be able to guarantee necessarily that we can renew your existing plan.
When it comes up for renewal -- -- one.
But if you want to go ahead and renew it now and kick it out to 2015 will keep you at the same policy with the same premiums in the same.
Rates so I've I quickly grabbed onto -- I suspect have like a lot of small business people I'd rather keep the plant I've gotten him to.
Risk -- in a place for next year.
You know that I've got -- I've got health savings account with a high deductible.
And -- help my employees save for their health savings accounts to pay those deductibles and that's exactly the kind of policy that the administration did it deems to be wrong even -- it it makes a lot of sense it is good for the people are covered by.
Now as this -- hearing today grinds interminable -- -- It's just so far there has not been as a shocking revelation because most of the questioning has gone into these four minute.
Increments of partisan and just stipulation.
But Kathleen Sebelius from whatever happens today.
Will be on the evening news tonight for Americans who don't scrutinize what's going on in Washington understandably with -- Constancy that we do the take away from this net net will be that the woman in charge of obamacare had to go -- right -- testify right.
You have but I think if there are some that -- -- a lot of this is is partisan wrangling back and forth -- -- regularly to alternative universe is the Republican show up with letters.
From people who say my premiums are going up and the Democrats show up and say isn't this great people are finally having access to health care.
There's a little bit of truth to -- things.
But there's a lot of untruth and what the Democrats were saying today for example one member from California said.
Everyone in America.
Will be covered when this loss fully implement everybody will have affordable health insurance now know.
Even the administration itself the Congressional Budget Office and the Office of Management and Budget.
Agree that roughly thirty million people.
Residing in the United States of America with the laws fully implemented will not have.
Health coverage that's down from about 45 today.
So that's simply not true and secretary Sebelius is never dealt with these.
Directly with these questions of how premiums are going up for people who want to keep their existing policy.
Or -- -- their policies are now forced to -- the in the marketplace she acts as if the Affordable Care Act has no upward pressure on premiums.
Which is simply not true it has a bunch of provisions that are gonna add to the cost of health insurance.
Community rating younger people are gonna pay -- higher than they would otherwise essential benefits.
Requires a lot of benefits of people may -- one in their plan that adds to the cost and then a thing called the M all are the medical loss ratio.
Requires insurance companies.
-- a certain percentage every year this -- in against high deductible low cost policies.
And all of those things are gonna have upward pressure -- -- brothers' brother -- what I don't know about health insurance is -- But I do know this I do know that four in a lot of blue districts.
This law will get.
More popular by a rally around the flag effect is Democrats who may have had doubts about it rally around the president while the laws under attack.
In red districts that's the opposition is gonna -- people grow frustrated with the implementation -- they will state that there suspicions about it were born out.
How is this implementation gonna play in swing districts and swing states as we look into the next election cycle.
-- -- Well two things first of all I think you're right -- red states it's gonna get it's going to be problematic.
In a blue state it's in blue districts it's gonna be helpful for the president.
Red states however -- problem for the Democrats because next year they have seven seats in the United States senate.
They're up in states that President Obama lost six civil but more than ten points and one of them by two points.
Those states this -- gonna continue to be unpopular.
And it's gonna particularly be unpopular among small business people and the fifteen million people are in the individual market.
In Blue States -- year right blue state assembly districts it's gonna be more popular as more people are able to get something from government.
However let's take -- example Oregon.
As of ten days ago not a single person and -- again.
Had chosen a private insurance plan available to state exchanges.
So all those people that were talked about earlier when another member from from the democratic side talked about how in Oregon.
50000 people -- signed up for coverage -- signed up for coverage virtually all of them in Medicaid.
Which is second class health -- somebody once describe Medicaid famously as.
A ticket to try and get health coverage immediate right you know it's a -- try to get him to see a doctor so.
It's unclear to me exactly how many there will be people who say look I've now got -- and I'm able -- that I wasn't able to get before but I think the number of people are gonna say what I've now required to get is costing me more.
Where it's cost me to lose my existing coverage is going to be sub one.
Larger so these swing districts I think the intensity is going to be on the side of the opponents of Obama carried you've got something and you like it.
Did you lose it you're probably likely to be more motivated to vote that somebody says -- well I've now got something and it's free and along and continue to have it.
We lured him out of his hill country -- stunts yet to come and tell you what he knows.
That's Karl Rove he is the architect and he is our very welcome guests thank you mr.
-- You bet thank you Chris and I gotta tell you -- before you go.
I'm a little bit worried about you in the and the -- story and I'm not dark side of star wall me and that koala bear that neck while -- got nothing on me thank you mr.
-- Thank you -- -- Okay Internet it's and is that I have a thing now anyway we're gonna take a quick break but when we come back.
Wolf our panel will be here -- -- talk about that we'll also talk to one of the folks whose questioning.
The secretary Sebelius today so we're gonna do all that when we come back sister program.
RJ as it was -- yeah -- was in charge.
To have that team new is the individual -- Snyder is the issue else neither is the one responsible for this debacle.
Excuse me congresswoman Michelle Snyder is not responsible for the debacle.
And that is evidence that you ought not mess with the country girl.
That was Marsha Blackburn.
Questioning Kathleen Sebelius secretary of health and human services about who is responsible.
That was just a taste of the very testy back and forth between the two woman.
Do the two women during testimony on the energy and commerce committee in this is power play -- Internet welcome back.
And welcome and say hi hi hi hi.
Two congresswoman Blackburn herself.
Who I believe.
Is out there at the cannon house office -- -- are you their congresswoman.
Yes I am.
-- -- -- -- -- You -- to got to -- and a little bit today didn't.
Well a little -- what we were trying to do is to be careful with our time and get some things on the record and one of the big questions.
And -- -- responsible for -- ask because when we have the contractors in front of us last week.
Nobody seemed to know who was in charge and as we have -- bear in mind we started our oversight.
On the obamacare roll -- the president's health -- -- how would roll out we started this back in March when he allowed them.
We have done a dozen or so hearings since seven point in time.
And they have assured us that they were conducting their regular oversight when there was -- -- our Gary -- who is it says hi Ellen by the way.
This I know is an agency with the political appointee that was to about specifically to implement this law.
The secretary that -- sit where on track things are going to work that we are going to get this job and done this is going to be a great experience.
When we had the contractors in front of us light -- We asked them did you all meet together and the answer was -- -- not the designers and engineers just the security team.
-- was in charge who is responsible for the Indy in testing and nobody seemed to know so that was one of the primary questions today.
We wanted to get an answer -- the secretaries and I'm responsible for this debacle.
No I guess it landed on her desk.
Congress -- you.
Probably will end up with the quote of the day.
When you -- when you pointed out some people who.
Want to drive a Ford and not a Ferrari.
And somebody wanna drink out of red Solo Cup and not stay somewhere and as an apple -- American I applauded you for you getting the Mexican right.
But you were inquiring they -- down the line.
That better isn't necessarily better that what the administration thinks is a better health care plan isn't necessarily better for the people -- -- being shoved into them.
And that's right -- he has some people do not want or need eight planned and and I Ferrari if you whale.
What they're -- -- something that covers basic needs or as my parents used to have.
Major medical insurance is what they call that are catastrophic insurance some people unlike -- you have a health savings account he loved that.
And that's what you want to heat.
And it is a fallacy to this Salina and if you like what you -- you can keep it is -- meant to be a false.
And people are hoping the president directly responsible for that.
And -- you know.
People like choices and it says at some people wanna have Chardonnay out of a piece of -- -- where some people want a beer out of -- red Solo Cup.
Let them kids don't force everybody.
I believe in god -- that still I believe -- -- from Tennessee you're supposed to say injecting code but I'm not I'm not -- that -- aren't backing RC I guess it would be better.
Now the last right now and -- in this is a little in the weeds them we'll let you go.
Is there really is this really the right way to do these kind of hearings to four minutes of questioning at a time and Democrats attack Republicans Republicans attacked the administration.
You end up with a you're questioning was quite incisive and quite to the point but a lot of what I've heard today has been I've heard a goodly bit of gas battery today.
And -- a lot of incisive questioning is this really the right way to do these -- -- hearing.
It isn't like congress approaches oversight and bear in mind as a kid we have in it yes it's a serious hearing it and it is a part of a continuation.
Now what we will have the opportunity to do you know I didn't get all of my questions on the record.
And that will have five days that I can submit those questions and we will submit additional questions to the secretary.
With a request that they come back to last one I asked -- -- today on the record when I was asking her to ballpark the cost.
-- what -- have been spent on the roll out.
And -- asking her to submit the -- counting that.
And what has been spent.
Past present and what they expect to stand in the future.
To build mess to clean it up now and -- to get it on the right track going forward.
You know she's mad Internet when she -- those eyeglasses off and -- hearing.
-- Marsha Blackburn is congresswoman from Tennessee we thank you for making time for Abdullah I'd like thank you have a great day.
Okay now look you know who I like I like a lot of different people in this world and I do but I particularly today like I mean and -- I don't like.
At any of you any less is a consequence of this but I really like today Julie were jet -- who is in DC number one.
And she -- were just gives more lovely in person that he is on the Internet and she has been freeze saying.
Her garden state off in here.
It's cold in here and she is -- to -- to be lovely she is sleeveless.
And she's been waiting to talk your Internet hi Julie -- former Jon Corzine communications director.
Democratic strategist Fox News contributor.
Less cold I think I mean are you could -- do you feel chill and cold hearted -- What you're conservative.
Write your conservative.
That's that is Matthew continuity he's the editor in chief of the Washington -- -- And he doesn't want you to follow him on Twitter he just want you to follow his publication at three -- Very selfless.
I think that people response and I think that's clutch play -- hired himself right exact cause -- himself and that is clicks.
Here's what I want to ask you.
And -- I want to start with you so.
These hearings are stupid and greed.
-- we don't get anywhere and Blackburn was sort of like and she was going -- -- developing a rhythm Lindsey Graham.
Famously and there's been guys -- hearings because they let it air out those Senate Committees are smaller in Lindsey Graham was building a little prosecutorial.
And then it ended with that moment where Hillary Clinton.
Is bad and at -- it wasn't with him but it took it it S still the -- the question and got us somewhere on Ben -- in the senate.
This has been.
I don't think you -- say this in the garden state but it would as we would stand in other parts of America this is just to go broke.
No it -- I don't it's not good they have -- -- -- -- -- doesn't episodes yeah.
-- -- -- to -- to -- score political points rate for themselves are right in that they're trying to get on the 6 o'clock news and yeah exactly exactly right and everybody's trying to be -- battered -- -- Wizard of Oz reference and I was going to be really annoys him.
Honestly number four that was not ideal it was not but -- you gotta get red Solo Cup you've got again.
Kansas the band music and I had to get consistently sucking my head wayward son -- -- that was Kansas Janice and I had a second and it seems that instinct -- That was the high with the high and piano solo.
I'm all right so all right so are are -- Feel like they're -- for alleged.
She's good pitching we know a lot of betting on that you guys have that have that in VW invented catching up are okay so the -- the question Matthew this so the president today is going to Boston.
They're playing the World Series -- the cardinals.
Are gonna have to win two games.
Consecutively in Boston to win the World Series.
That's my way of saying they're they're trailing.
But he's gonna go to Boston today and he's going to say hey.
Jerks this is it rolling out well but you're Republican.
Nominee of 2012 -- -- lot -- roll out well.
So don't be such a bunch of jerks jerks.
I think it's an -- decision by the president I think actually the last week a lot of his appearances have been kind of behind the news and attempt to change the subject from what everyone in Washington this is right into the storm last week you talked about immigration right then he talked about.
-- he didn't he's not addressing.
The actual issue which is a volunteer now is trying to do it in kind of the way it very gimmicky way you know the 2012 election -- he likes to remind us is over and he won.
So talking about -- took a long time for people sign up.
For Romney care does address the central issue which is that.
People cannot sign up right -- obamacare is that the central issue.
I would submit that the central issue Juli right now is that people are not so so -- not being able to sign up part is is.
Embarrassing this is like having your fly down like you walk into the room and your -- is down.
-- but the -- is ripped in the pants also with the millions of people being put out of policies that they liked and the president having to say.
And this is the thing I don't yet.
We heard Steny Hoyer -- yesterday he's number two Democrat in the house day.
Well the president should have been more precise.
When he said that if you like your policy you can keep it what he should have said was and then we're provides like this five sentence addendum.
The president and I said that they should have just had an -- -- man that walked around behind him onstage at campaign events it's like if you like your policy you can keep it.
Abstracts and just -- that.
But that's the real issue here for the president right now not a -- website you know.
And I get enough.
Treating this morning musician and a cynicism looking at the -- lost their release will be to be cynical for bird for a second we don't usually do if you're you're -- -- -- -- -- -- -- You know two point wine is.
If -- messages this correctly it's about messaging out so much about policy if you messages this correctly which he will essentially say is that the insurance companies are no longer some of them are no longer able to abide.
But a higher standards -- under -- or curse he gonna be a little bit isn't used to be my single Payer so -- They're his partner you're under this United Healthcare.
And -- you have an alternate -- selling I'm with you I'm.
Like just turn and bite their face off he won election of course you can -- -- instantly and always politically does that then they're gonna close him right -- -- isn't what we do to -- them all UNC got.
You think the insurance industry doesn't know different ways to oppose big hole it -- trying to -- and if you want to go to Jihad against the insurance industry you can do that and I'll -- you right -- there.
She used that phrase not -- I wanna say her record -- Later let's -- is -- the central bank and he didn't hit video non secular war over the insurance companies -- -- more than welcome to now that I mean.
I have nothing to do with the debate in this country right now the debate in this country right now is about the implementation of obamacare by the Obama administration.
And when I said that the central issues let's -- -- what I meant is that.
What -- did this at the issue that the -- website all of this testimony raises which is the confidence of this government.
And you're absolutely right that the -- be broken promise that you if you like your health care plan you can keep it is going to appear and every single match.
-- this is my outrage is my frustration this is not a broken promise this is either deception or ignorance it can't be a broken promise broken promise would be.
I tried to get have everybody keep their health care but it didn't work.
This is what happened was the IRS promulgating a rule in 2000 intent that said very plainly Internet -- Up between.
45 and 68%.
Of people who had individual coverage.
Are going to lose their policies and then he went out and said if you like your plan you can keep -- that's broken -- it.
It semantic difference in mind yeah it is but it's an outrage and semantic difference and not I know Croatian join me about alliances and -- our reduction.
And the question is good stable and that and that.
Deception that promise whatever it is going to appear on and it's all throughout.
An excuse mid term -- -- and so who's really the challenge for Obama is.
Address these -- democratic problems in a way that he can and salvage his program the main program of his presidency.
Before he loses the other chamber of.
We'll ask you this question -- speaking of next year's elections you know.
We had it's going to analytical and I -- I -- -- -- you ask her you know yeah it's going to election that was essentially run -- Obama care yes.
And the Democrats not to well than you had it's points twelve election and part Obama -- at a budget shutdown rampart.
-- not so successful people for people opposing obamacare and now you've got holes coming out showing CNN didn't think ten days ago.
Showing that the majority of people actually either like obamacare or don't think it goes far enough thinks it's not think that it's not liberal enough.
So which point do you think galaxy SQ did do you think -- Republicans are gonna say wait a second.
Maybe we shouldn't do one more election obamacare because we keep getting your butts handed to us the past three years on this now -- -- -- the port here -- issue come up with a different message.
Well I -- disagree with your assumption that the 2012 campaigns run obamacare -- it was very it was not.
Run on Obama care for that reason that that's Obama like -- out Mitt Romney created the model for Iraq.
That is gonna repeal daylight what he did he get -- if you look if you analyze his -- it was not that it was not the bulk of his ads is not always an important.
All -- all elections -- character elections.
But the 2012 election was much like the 2004 election substantially the character election in which the president successfully made it a referendum on Mitt Romney's character and fitness to be president of the United States is closing argument.
And -- outspend them he out message them they out hustled -- And the closing message from the president showed an empty desk in the Oval Office and asked the question would you like Mitt Romney.
Whom they had previously spent tens of millions of dollars calling a vampire would you like to have Count Dracula sit behind the resolute desk in America said.
I think we're okay.
They're not going to be doing the same thing going into next year and it just -- And do that the congressmen are -- -- you can't do that congress there will be on the senate approval look at the senate landscape that the senate landscape is being fought next year.
On democratic senate seats in states that Romney won so in these places actually obamacare is alive I think is his -- -- they're like hey let me ask you see all of these -- -- -- calling for a delay in the individual mandate and I assume that there will also support the new legislation that's been introduced allowing people keep their plans.
I if they like I.
-- flashbacks to the polls last year Lee last year than people were saying can't believe that pulls the pulls the -- that I see here telling you right now.
And -- -- right.
About the landscape -- I was going to be -- appearances loud noises OK it.
Matthew cosmetic we thank you for making time for us today.
-- were just you we're very grateful that you may have trimming out of Washington for us that's great we'll probably not for us but that you don't see as I was there for you that's quite -- and you Internet we always are glad that you make time for us.
We hope you'll come back and -- it's again sometime maybe more for example would be good and now as we like to do every day.
A work from our friend Charles.
By making planes more expensive.
By adding stuff that people.
Do not need so that if you're sixty years old in Europe a single guy you're you're getting maternity coverage and you're paying for it.
By doing that.
You are subsidizing the uninsured correct so instead of subsidizing them directly with the tax and being honest with that.
What you're trying to do -- to disguise it.
By hiking the premiums.
And in the years you -- people leave out.
Hiking the deductibles.
And that's where people are gonna get real star and I --
