I think that it's about federal procurement policy the way of that government hires contractors is broken.

Procurement policy too and what's happened is basically a little small.
Small businesses have been squeezed out.

Are really able to win these contracts which in some cases is good -- scale means.
Things get cheaper and you're able to do things better but in the case of technology it's usually -- smaller.
Businesses that are more -- -- -- more innovative who can.
Leverage the latest technology to drive down cost and when in the technology space with government what's happened is.
You have the sort of same set of vendors every time winning these contracts.
And they have -- are still using yesterday's technology to build the stuff that really tomorrow's prices.

Well you know for me who's been in this field for a long time I'm sort of a sort of become accustomed to.

You know we usually talk in the hundreds of thousands if not millions of dollars for four web sites like this not tens of millions if not hundreds of millions.
We talk about procurement in the federal system being broken.

To if if -- were not broken where there'd be more competitive bidding.
More efficient in them I mean how you reconcile those issues.
Yeah I think that if we change the procurement process to open it up for more small businesses to bid on contracts like this rather then.
You know the sort of assurance that one contractor will get this look the the if if the federal government wanted to put health -- dot -- out for public bidding.
Right now the process dictates that that process alone.
Would take eighteen months so take eighteen months just to get to select the person who you want to do the job.
For three year time line that's just way too long.
So we've got to figure out a way to fix the regulations such that one.
The government can.
Can choose a vendor more quickly and two more vendors are eligible to bid on the stuff.
