And welcome to FOX News Sunday panel plus with Scott Brown Julie pace Karl Rove and Evan -- While the focus today has been on Obama care and I thought a very pretty contentious debate between.
One of the shark attacks doctor Emanuel.
And one other leading conservative critics Jim to -- You know you talk about is going the president going to Massachusetts and seeming to say in a fact that look these things always roll up bumpy but they can they can be good.
My blood was boiling in and to see doctor -- doing the CYA.
That's really what's happening here is covering his tail because it's amassed.
And he's the chief architect of -- of course is gonna adjust to the blustering and well you know we need to do this and do that and we don't need to you know pull back on the penalties this and what happened in Massachusetts.
We addressed it.
We rolled it out incrementally we didn't shove it down people's throats -- past a 190 to two.
-- didn't raise taxes we didn't cut it averaged a good idea to do and it overwhelmingly democratic state as we have we have five senators -- -- -- -- -- twenty out of 160.
Republican state -- business leaders hostile leaders.
We solve a problem together here -- you remember I was sent here as one of the reasons to stop obamacare they didn't get the Harry Reid Nancy Pelosi full -- they got about 55% of the -- As a result of them ramming it through to reconciliation -- set the tone and then when we went through the amendment process they didn't allow for one amendment actually try to fix that errors that they they they they recognize that our problem.
A lot of the stuff that's happening the reason my blood was boiling because they're basically misleading the voters I'd say they have no lying.
About what's what's fact and what's fiction and it's wrong and the people deserve better.
You know Julie.
One of the questions of people last I don't I'd hate to keep going back to the web site.
Because there are a lot of problems beyond that but but one of the things that people keep asking is how could -- have gotten to this day and you know I -- We can about it and I say if we're Wallace care I promise you it would work because -- have been on you know and I think that's true for everybody you if it was you work.
Signature legislation -- -- gonna go into the history books.
And and something that you've also.
Spent a lot of political capital on part of the reason that Democrats lost seats in the points and -- absolutely.
Obama's apparent how does it come to pass that this -- rolls out on October 1 as such -- -- and that is that is the big question at this point it seemed like at the combination of a couple different factors.
One it seems as though.
Things that some of these software developers knew that these contractors new.
They may have been telling someone within the administration but it wasn't getting to the White House wasn't getting into the Oval Office -- somewhere in that chain someone decided.
Either we're going to purposely keep this from him or maybe it won't be as bad as it as it you -- found that it's going to be.
I think the other thing is this is just incredibly complex.
Exercise and I think there was some amount of under estimating just how difficult it was going to be -- Does it.
You know it's not like it's creating a website that millions of people are gonna go visit is unheard actually -- I point -- I.
Can you hear a lot of talk about testing and I think that's where the real breakdown was they did some testing but it doesn't -- they did testing with that volume that that they were expect.
I want to go back to your first point which is well it didn't get to the White House there's a story -- is sort of a -- in the Washington Post today about how we got to this point.
And -- said that every meeting that Obama was then that he said to the people around him look if the if the web which is exactly right if the web site doesn't work.
On October 1 none of this means anything.
And the question is -- did the people in the room know that the -- wasn't working and if they did why didn't they answer those questions and if they didn't.
Why didn't they know someone in that room should have known.
But the website was going to have -- And -- -- since we have pointed out that that so be aliases claimed that she had to go on October 1 isn't true she could have.
Was it just that the politics was lockstep with the delay in the the mandate and -- employer mandate and all of the demands by Republicans.
If we don't -- it does web site it's gonna -- us.
I think a big part of it was politics they didn't want it to appear as though.
They weren't going to be able to roll out of high and that's part of what they're also grappling with right now when you get questions about should they extend this march 31 deadline -- -- -- a one year delay a lot of this is politics you don't want to give -- the appearance that your signature.
Legislation and just isn't working.
So since this began I gotta tell you that Carl has been writing notes on a blue piece of paper I have a feeling his answers are much oranges -- that my question.
What's on your mind clouded -- -- -- politics played a big part of it for example.
Politics played a big part in blamed the regulation that describe what a qualified plan was.
The White House political operation said don't do that until after the 2012 election.
It also called kind of came into play in terms of delaying.
The start of the computer work.
And and they never puts -- one person in charge you had wanted to be out in Baltimore at the centers for Medicare and Medicare and Medicaid Services.
You had another group inside the White House -- had another group and HHS and no one was in charge and there was no one would tech savvy in charge of you -- any of these individual groups.
Then they would essentially political hacks who -- So mostly mostly political hacks who were stuffed into these enemies and as result they didn't have a description of what it is they were trying to do until.
Until in some instances this year now I'd say one other thing.
The president was ill served.
You know we we now know that there was a robust debate inside the White House about how it was a -- this today.
If you like what you got you can keep it.
And this number Emanuel was an appetite and he was in that debate and -- and and apparently it never went to the president Sosa -- president.
Nobody said to -- -- staff about your speech of Mr.
For about the umpteenth time you're gonna say something that -- fundamentally untrue we need to bring this to your attention and apparently never got him if it did.
He he went along with the -- he went along with him and then the untruth.
And in an independent civilians who -- who did a fine job sort of presenting herself I -- in that day hearing I thought this week.
But she is clueless.
She's this this is the woman who said in an exchange with with congressman Gardiner of Colorado at that it was illegal for -- him to join the exchange which it's not.
And and it's -- and if that won't just what kind of example.
But we've had a constant set of examples of her and the -- you pointed out one today which -- suburbs that -- you know it had to start October 1.
Which -- -- the woman to determine that it had to start October 1 and you could change your mind did.
Senator -- Well the whole thing Chris is inexplicable.
You know the lack of confidence here particularly since it's the president's signature accomplishment and they had years in the run up to this thing.
Why they weren't able to do it and -- you know sufficient timely manner and why wasn't tested if they had significant bugs delaying it for a -- is beyond me I mean it is better to be fought.
To be incompetent then to go -- with a flawed plan to remove all doubt tonight.
And with regard to -- -- point.
There -- some good decisions made within the administration about the generosity of the minimum benefit package once you decided to include a lot of these other services some of which you outlined in previous interviews here.
The cost was gonna go up.
These policies were to be changed and people -- dropped so as soon as they decided to be more generous and the mandate.
That was gonna cost set off a domino effect the second thing was whose grandfather clause which they said if you had a policy you're going to be able to keep it.
They -- that so narrowly in terms of any little change was gonna cause these policies to be canceled.
That decision was gonna set off.
And apparently his decisions were being made in the bowels of the bureaucracy without getting all the way up to the White House or the president's level and as -- said that did him a great disservice so.
In the admitted to the White House them and why has participated in recently hit let me ask you something -- -- one -- -- -- look at I was still governor and this kind of thing was going on.
So maybe fire.
That -- has to be the secretary of -- somebody's got to be held accountable this is just not you know does not acceptable.
Knowing what you know now.
Would you have voted for the Affordable Care Act or would you -- of a voted.
Four -- provision that would have put -- troop protection to the grandfathered plans.
Well Chris I'm sorry we're out of time.
Here for this part of the panel did Alter I was 5050 -- and -- eventually came down saying look I can go either way and that's the -- did not know what what I know.
There was a lot of these decisions about their grandfather -- a minimum benefits I don't know what you know now would you would you have voted if you if you knew it was gonna turn out this play well I'm still hopeful -- they'll be able to make the thing work but there's a fair amount of buyer's remorse given what's rolled out Indians even the -- grandfather provision in the in this in the summer of 2010 refresh remembered as the one that said we're worried about the grandfather clause so let's just guarantee these plans and -- Ought to be left in place you're absolutely people should have been grandfathered -- You know I hate it when a member of the panel last the better question and I do and that's been put -- that was.
Secrets on this -- so it's fun it's fun that it put somebody on that work it to think that that's that's not there are getting it from both sides -- I would -- -- -- asked that question it was a good -- thank you panel please check in with us -- let us know what you think about where Obama -- is and the questions will be need to continue to ask because there's just beginning of the story not the end let's -- Monday -- Wallace unplug it could find it right here at FOX News Sunday dot com we'll see you back here next on.
