And what my bill would do is it creates a joint committee on deficit reduction that would be composed of both Republicans and Democrats in both the house of the senate permanent standing committee of the congress.
That whose sole mission would be to reduce the deficit and it would be required to find 10% and savings.
10% of the deficit savings every budget cycle it caps discretionary spending and then indexes it for inflation.
And also changes the pay go rules and -- makes a number of other.
Changes in the budget process but the the short of it is it's a way in which we can actually start putting some downward pressure on spending here in Washington which is something that's desperately needed and it created ten years who would never deficit for knocking -- 10% per year well adds -- I'm -- circumstances theoretically yes but there again in 10% -- -- floor and there's obviously go beyond that.
But we believe that if we're ever gonna get this out of -- get this under control we have to start somewhere.
And this isn't going to solve it overnight but we obviously have I think over the course the ten year period a plan here that would save about a trillion dollars minimum.
And hopefully well be on that.

After the mid terms -- we have the courage to have this discussion on the table.

Well I think I'd I'd like to get -- resolved as soon as -- this week as we possibly can't because my fear is.
If you if we get the election into a lame duck -- depending on what happens in the elections there may not be the impetus to do this.
If we get into the you know the year next year then you've got the problem we have this year for example win the death tax expired at the end of last year.
And now were you know 67 months into the new year -- -- got all these people who have a states that haven't -- -- have settled.
And they don't know what the tax laws are.
And I think that if you're gonna make any plans and this is where small businesses are really asking for certainty what they're saying is you've got to give -- -- -- we can't plan.
And I think they need to know whether the tax cuts and.
-- -- -- sure whether or not going to expire so why can't they do now because you -- you can wait until right near election I can do that from the mid term but that puts the small businesses six months more behind the eight ball.
You know this did a small businesses are trying to decide what to do -- -- big business is anybody even any family plain terms of college educations.

Well that's a good question and we don't control the agenda around here but if the Democrats wanted to enter into -- discussion about how to extend.
These tax cuts Republicans would be more than willing to do that we believe.

Is going to be subject to those two top tax rates and so you're gonna see you're 35% rate go up to 39 point six and 33 to 36 so.
Small businesses -- gonna see a significant tax increases.
At a time when they're trying to pull us out of this recession and I I think there should be.

You know having this debating in September before the election and I think that makes a lot of sense and I hope that the Democrat leadership we'll decide to do it.

But we still have you know jobs issue there but more more importantly I think anything else people South Dakota understand.
If you can't spend money you don't have -- only borrow money have to pay it back and that's sort of an ethic that we live by out there.
And I think I would like to see Washington do that for the people South Dakota for the people of this country.
